Assistant Recovery Superintendent

LEMOINE, a Great Place to Work®-Certified company, is currently seeking an experienced Assistant Recovery Superintendent. The Assistant Recovery Superintendent supports the Recovery Superintendent in managing residential rehabilitation and reconstruction projects funded through HUD's Community Development Block Grant Disaster Recovery (CDBG-DR) Program. This role assists with field operations, site inspections, subcontractor coordination, safety compliance, quality control, documentation, and homeowner communication to ensure successful project execution.

The Assistant Recovery Superintendent regularly travels to residential homes to support project oversight, verify construction progress, document completed repairs, and help ensure compliance with program requirements. This position works closely with project teams, subcontractors, homeowners, and program administrators to maintain quality, schedule, budget, and safety objectives.

Job Responsibilities

- Located in the Houston, Texas area.

- Assist the Recovery Superintendent with day-to-day management of CDBG-DR residential rehabilitation and reconstruction projects.

- Conduct residential inspections to document existing conditions, establish repair scopes, monitor ongoing work, and verify completed repairs.

- Assist with inspecting all areas of homes, including interiors, exteriors, crawlspaces, attics, and roofs to ensure compliance with project specifications and quality standards.

- Monitor subcontractor performance and coordinate daily activities to support project schedules and production goals.

- Assist in procuring materials, tracking deliveries, and verifying labor and equipment resources are available to complete scheduled work.

- Maintain detailed project records, including photographs, field reports, inspection notes, punch lists, and compliance documentation.

- Support implementation of project quality assurance and quality control (QA/QC) requirements.

- Help ensure all work is completed in compliance with HUD, local, state, and program regulations.

- Assist with scheduling inspections, permit activities, and project closeout documentation.

- Communicate professionally with homeowners, subcontractors, inspectors, and program staff to resolve issues and maintain project progress.

- Support enforcement of LEMOINE's LIFE Safe Work Practices and promote a safe work environment at all project locations.

- Monitor project progress and report potential schedule delays, quality concerns, or safety issues to the Superintendent.

- Participate in project meetings and provide regular updates regarding production, quality, and project milestones.

- Perform other duties as assigned by project leadership.

Required Qualifications

- High school diploma or GED required; Associate's or Bachelor's degree in Construction Management, Engineering, Building Construction, or a related field preferred.

- Minimum of 2-4 years of experience in construction, residential rehabilitation, disaster recovery, or a related field.

- Experience interpreting construction drawings, specifications, scopes of work, and construction schedules preferred.

- Knowledge of residential construction methods, materials, and building systems.

- Familiarity with HUD CDBG-DR programs and compliance requirements preferred.

- Strong organizational skills and attention to detail.

- Ability to document construction progress accurately through reports, photographs, and field inspections.

- Excellent customer service and communication skills.

- Proficiency with Microsoft Office Suite and mobile field reporting applications.

- Ability to work independently while supporting multiple active projects.

- Valid driver's license and satisfactory driving record.

- Ability to travel extensively throughout disaster-affected regions and work extended schedules as project needs require.

- Ability to access crawlspaces, attics, roofs, and other confined areas during inspections.

Physical Demands

The physical and mental demands of this position must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit, stand, walk, use hands to handle materials, reach with hands and arms, climb, balance, stoop, kneel, crouch, crawl, and inspect construction activities in varying environments. The employee must occasionally lift and/or move up to 50 pounds.
