About the Role

The Aviation Department is responsible for the safe, secure and efficient operation of one of the world’s busiest airport systems, comprised of John F. Kennedy International Airport (JFK), Newark Liberty International Airport (EWR), LaGuardia Airport (LGA), New York Stewart International Airport (SWF) and Teterboro Airport (TEB). The 10-year Capital Plan has dedicated a record amount of funding for state of good repair projects across the portfolio and the Core Capital team will be implementing a majority of those projects. The Project Manager will be selected to responsible for the day-to-day management of various projects included in the Capital Plan and Agency Major Maintenance Program .

Reporting to a Program Manager at JFK , the selected candidate will be responsible for the day-to-day management of various projects included in Port Authority Capital Plan and Agency Major Maintenance Program. This position require s the candidate to work from the relevant airport with one day per week of work from home permitted . The selected candidate will be responsible for the management of full project life cycle including initiating, planning, executing, monitoring/controlling, and closing for each assigned project.

Additional Information:

The successful candidate will be required to apply, obtain and be able to maintain Security Identification Display Area (SIDA) Card and airfield driving privileges.

Responsibilities

- Develop detailed project scope of work based on a statement of problem, inputs from facility, engineering and stakeholders, or a desired outcome.
- Establish project economics and timeline in conjunction with the appropriate stakeholders.
- Collaborate with the Engineering Department to retain necessary internal and external resources, including appropriate professional services, to advance assigned projects to conceptual/preliminary design or final design and construction. Ensure staff budgets are appropriate and maintained throughout the project.
- Advancement of projects in planning, design, construction and closeout through established milestones and project schedules, developing and implementing recovery plans for unanticipated delays.
- Conduct regularly scheduled meetings with appropriate parties to ensure the project scope, schedule, and budget are maintained.
- Interact with Port Authority staff departments and outside agencies to establish agreements, force accounts and the like in support of project work.
- Take the lead in establishing project risk parameters, completing risk assessments, and developing the appropriate risk contingency plans.
- Prepare project status reports for supervisors, senior, and/or executive staff on a periodic basis.
- Prepare the necessary material/presentations for capital project authorization process.
- Management of design and construction activities to ensure that all phases of work are completed within budget, contracted schedule, and in accordance with plans and specifications.
- Ensure projects are properly completed and closed out in accordance with established agency processes.

Minimum Qualification s

- Bachelor’s degree in engineering or architecture from an accredited college or university.
- Minimum of three (3) years of progressively responsible experience leading the design, construction, and/or project management of infrastructure projects.
- Knowledge of the principles, methods, and tools for developing, scheduling, coordinating, and managing projects and resources.
- Possess valid driver’s license.

Desired Qualifications

- Professional Engineer (PE) or Registered Architect (RA) in the State of New York or New Jersey
- Certified Project Management Professional (PMP)
- Demonstrated ability to multi-task and manage challenging and complex projects in an airport environment.
- Knowledge of Aviation facility operations and Aviation planning and design.

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a   successful candidate will depend on aspects such as experience, knowledge, skills, abilities,   and internal factors. The expected compensation range for this role is:​

Minimum: $ 90 , 012     Midpoint: $ 117 , 018   Maximum: $ 144 , 014 ​

In accordance with Port Authority policy, this position permits employees to work remotely a   maximum of one day per week. In person collaboration is essential to how the Port Authority   conducts business, and regular in-office days or team collaboration days may be required on   business needs .
