Description

The Project Manager leads the team that produces recurring statistical reports using near real-time data from multiple federal sources. This leader owns the schedule, quality, and accountability for every daily, weekly, and monthly product and keeps the team responsive to shifting operational needs.

Location: Primarily Remote.

Requirements

Reporting Delivery

- Coordinate and ensure on-time delivery, seven days a week, of distinct daily, weekly, and monthly reports on immigration and border activity.
- Maintain a year-round production calendar and staffing plan, including weekend and holiday coverage, so no scheduled report is missed.
- Ensure each report is accurate, relevant, and responsive to operational needs, giving leadership daily data to support tracking and decision-making.
- Oversee distribution of reports to government leadership, Congress, the White House, and interagency partners per government requirements.
- Manage intake and integration of near real-time data feeds from numerous government sources; track data delivery issues and coordinate fixes with source agencies.
- Establish quality control checks and review steps for every report before release; track and resolve any errors or corrections.
- Respond quickly to ad hoc and urgent data requests from government leadership without disrupting the recurring schedule.

Methodology Alignment & Documentation

- Coordinate with data processing and governance teams to document reporting methodologies clearly and completely.
- Align methods used for real-time, unverified data with those used for core reporting based on official production data, to the extent practicable.
- Track and communicate known differences between real-time reporting and official monthly statistics so recipients understand them.
- Maintain version-controlled methodology documentation, data definitions, and change logs for all reporting products.

Project Administration

- Meet at least weekly with the Contracting Officer Representative (COR) and/or other stakeholders to review project status, reporting performance, and data issues.
- Proactively manage project resources; lead the team in defining and maintaining high performance standards.
- Lead the alignment of the strategy and approach for initiating, planning, executing, monitoring, controlling, and closing the project with key stakeholders.
- Coordinate and manage a team of developers and data analysts, statisticians, and business and/or technical Subject Matter Experts.
- Provide guidance to all team members on project scope, objectives, schedule, quality, and expectations.
- Track status for all project deliverables, including every recurring report, ensuring ownership and accountability for each.
- Ensure that all projects are delivered on-time, within scope, and within budget.
- Develop complete and accurate weekly and monthly status reports, including team activities, report delivery performance, and progress toward project milestones, as well as risks, issues, and decisions.
- Measure project performance using appropriate tools and techniques, such as on-time delivery rate, error and correction rates, and data feed timeliness.
- Appropriately and quickly escalate significant issues, dependencies, and risks, including late or anomalous source data.
- Independently manage multiple tasks and adjust to changing priorities to meet multiple deadlines.
- Ensure transparency between the project team(s), Infotrend management, and Agency leadership.
- Coordinate with business and technical stakeholders from various offices and partner agencies to ensure compliance with quality, privacy, and security standards, including handling of sensitive and pre-release data.
- Quickly adapt to various tools of the trade, such as Microsoft Teams, Cisco Webex, Office365, SharePoint, Microsoft Project, Jira, and Confluence.
- Other duties as assigned.

Required Qualifications:

- Bachelor's degree in Business, Computer Science, Statistics, or related field.
- At least 6 years of professional experience including project management, business / systems / data analysis, process improvement, and/or strategic planning.
- Project Management Professional (PMP) certified by the Project Management Institute (PMI).
- Experience managing recurring, deadline-driven data or reporting operations, ideally with daily or same-day turnaround.
- Ability to work independently or as part of a collaborative team.
- Highly developed understanding of client drivers and behaviors.
- Ability to anticipate roadblocks and develop appropriate risk mitigation plans.
- Understanding of, and ability to execute upon project management core competencies.
- Outstanding organizational skills, including the ability to manage multiple workstreams simultaneously.
- Experience working in a fast-paced, dynamic team environment, including management of high-volume, competing priorities.
- Demonstrates excellent leadership skills, with a strong team-focus and ability to interact effectively at all levels of an organization.
- Ability to obtain and maintain a Public Trust Security Clearance.
