General Description and Classification Standards:

The purpose of this job is to design, execute, assess, and implement software programs. It also includes customizing, modifying, and configuring departmentally acquired COTS, providing on-call support when necessary. This is a highly technical, hands-on, position that requires coding, database management, testing, and communication skills. Provides technical support on web applications using a variety of network technologies to lead internal and external clients with internet, intranet or extranet based applications. This is a fully seasoned professional level (senior) capable of independently carrying out most assignments typical of profession. This level would be attainable by multiple incumbents in a work group (not necessarily all) but would not be an automatic promotional level.

Supervision Received:

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Essential Duties and Responsibilities:

These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.

- Design, code, develop, configure, and document software applications and complete all work efficiently with little or no assistance from the manager.
- Deliver high-quality technological solutions that address business needs by developing software applications within a mature technology environment.
- Review and repair legacy software code. Responsible for analyzing current software applications including performance, diagnosis and troubleshooting of problem programs, and designing solutions to problematic programs.
- Research and analyze software products and computer systems for the management. Provides support to the Helpdesk on issues related to software applications.
- Perform system administration duties, including the installation of hardware and software on personal computers, workstations, and servers.
- Supervise and lead the small team members in implementing systems and providing operational support.
- Establishes work methods, timetables, performance standards, etc.
- Responsible for on time end-to-end delivery with high quality, security and reliability.
- May perform other duties as assigned.

Knowledge Skills and Abilities:

- Extensive knowledge of concepts, processes, and tools of the IT profession.
- Skill in identifying IT operating issues and developing solutions.
- Experience designing and building reliable web systems. Knowledge of content management applications and systems.
- Expert knowledge of application development stacks, including React, Node.js, .NET, C#, and SQL.
- Database Engineering: Oracle, MSSQL, Azure SQL Database, Azure MySQL Database, Azure Cosmos DB, Firebase, Azure Storage Accounts, Azure Data Factory, Azure Data Lake, HdInsight, DataBricks, IoT Hub, Event Hub, Stream Analytics.
- Analytics: PowerBi, Tableau, D3.js, highcharts, Chartjs.
- Software Engineering: C#, Python, JavaScript, React, HTML, CSS, Power Apps, PowerShell, and Bash.
- Systems Engineering: Windows, Linux, and Unix environments, along with prior experience in a similar architecture role.
- Strong application process flow and problem-solving techniques.
- Strong knowledge of operational concerns such as monitoring, mean time to recovery, application performance, etc.
- Strong knowledge of Cloud environments such as Microsoft Azure including Azure Web Apps, CosmosDB, Application Insights, Log analytics, Microsoft SQL Server, and AWS
- Ability to apply experience and professional knowledge to carry out most assignments in a professional area.
- Ability to apply general knowledge across organization or discipline lines.

The applicants must be able to manage multiple projects and/or tasks concurrently. Must be a self-starter and be able to use their own judgment/initiative to undertake activities with minimal supervision.

Minimum Qualifications:

Education and Experience –

- Bachelor’s Degree in Information Technology, Computer Science or related areas (Additional years of experience may be considered as a substitute for the required degree on an exceptional basis, with a minimum of seven (7) years of professional related experience.)
- and three (3) years of specific professional experience

Licensures and Certifications – None

Preferred Requirements – Master's degree in computer science or engineering and five (5) to eight (8) years of directly related experience. Proven experience delivering enterprise web projects in cloud environments. Experience working within structured SDLC and Agile frameworks. Industry certifications (Azure, cloud, development).
