Overview
The AFGHS-Jhpiego project is funded by the U.S. Department of State (DoS) to support the delivery of lifesaving, comprehensive maternal, newborn and child health (MNCH) and malaria services across Mainland Tanzania and Zanzibar. It aims to improve service and data quality, strengthen health-system integration and resilience, facilitate effective transition, and promote local ownership and accountability for sustained health outcomes.
Jhpiego works closely with the Ministries of Health in Mainland Tanzania and Zanzibar, the Reproductive and Child Health Section (RCHS), the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures to align implementation with national priorities and strengthen locally led implementation and oversight.
The Lead Project Driver provides safe, reliable, and timely transport and logistics support to the project team by operating and maintaining an assigned project vehicle in a clean, safe, and roadworthy condition. The role supports transportation of staff, government counterparts, visitors, project materials, commodities, and other approved property for project activities and supports route planning, field logistics, vehicle documentation, and fuel management.
Supervised by the Administrator and working under the functional guidance and mentorship of the Lead Driver, the Lead Project Driver operates in accordance with Jhpiego transport, Vehicle and Motorcycle Use, Fuel Use, road safety, maintenance, and other applicable policies and standard operating procedures (SOPs), as well as the Tanzania Road Traffic Act. The Project Lead Driver is responsible for the condition and appropriate use of the assigned vehicle, timely reporting of maintenance and safety concerns, accurate vehicle and fuel documentation, and responsible and cost-efficient use of project resources.
The Lead Project Driver also supports field implementation and serves as an important point of observation during field travel and activities. The role is expected to demonstrate professionalism, accountability, confidentiality, and responsible stewardship of Jhpiego resources and to promptly report safety, compliance, or other questionable activities through established reporting channels.

Responsibilities
1. Transport Services and Route Planning
- Provide safe, reliable, and timely transport to staff, government counterparts, visitors, partners, and other authorized passengers for approved project activities.
- Support route planning, including departure times, travel duration, road conditions, fuel requirements, and arrival schedules, to ensure safe, timely, and cost-efficient travel.
- Support movement of project materials, equipment, commodities, and other approved property across assigned project geographies.
- Coordinate travel with the Administrator, Lead Driver, Field Team Lead, and relevant project staff to promote efficient vehicle utilization and minimize unnecessary travel and costs.
2. Vehicle Operation and Maintenance
- Operate the assigned project vehicle, fuel card, devices, and accessories strictly for approved purposes and in accordance with Jhpiego policies and SOPs.
- Ensure the assigned vehicle is clean, safe, properly maintained, and roadworthy at all times.
- Conduct required routine and monthly vehicle checks, complete vehicle checklists, and submit documentation within established timelines.
- Promptly report vehicle faults, maintenance requirements, accidents, damage, or other vehicle-related concerns to the Lead Driver and Administrator.
- Ensure required servicing and repairs are initiated through approved Jhpiego procedures and within required maintenance schedules.
- Monitor servicing and repair of the assigned vehicle and promptly report concerns regarding repair quality, parts used, costs, delays, or additional work proposed.
- Following servicing or repairs, check the vehicle and promptly report unresolved or recurring faults.
- Maintain required vehicle tools and emergency and safety equipment in accordance with Jhpiego SOPs.
3. Documentation, Fuel, Insurance, and Compliance
- Maintain complete and accurate mileage, trip, fuel, maintenance, and vehicle usage records, including required authorizations and passenger signatures.
- Use Jhpiego fuel cards and other fuel arrangements only for authorized purposes and complete fuel reconciliations accurately and within required timelines.
- Maintain a valid and current driving license and monitor insurance, registration, road safety inspection/sticker, and other required documentation for the assigned vehicle.
- Notify the Lead Driver and Administrator well in advance of expiry dates to prevent any lapse in vehicle insurance, registration, inspection, or other legally required documentation.
- Do not operate a vehicle with expired or lapsed insurance or other legally required documentation and immediately report any actual or anticipated lapse.
- Comply with Jhpiego transport, Vehicle and Motorcycle Use, Fuel Use, road safety, maintenance, documentation, and other applicable SOPs and requirements.
4. Safety, Conduct, and Accountability
- Observe all traffic laws, speed limits, road safety requirements, and defensive driving practices.
- Demonstrate professional conduct, courtesy, discretion, and respect when transporting staff, government counterparts, partners, visitors, and other passengers.
- Maintain confidentiality and safeguard passengers, project vehicles, equipment, commodities, documents, and other project property.
- Immediately report accidents, security concerns, unsafe road conditions, vehicle misuse, fuel misuse, or other risks through established reporting channels.
- Remain observant during travel and field activities and promptly report suspicious, unusual, or questionable activities, behaviors, transactions, or use of project resources through established Jhpiego reporting and escalation channels.
- Report concerns objectively and confidentially and do not independently investigate suspected misconduct.
5. Logistics and Field Activity Support
- Support organization, packing, transportation, set-up, and collection of materials and equipment for meetings, trainings, mentorship visits, and other field activities.
- Support receipt, collection, transportation, and delivery of project commodities and materials according to approved distribution plans and ensure required delivery documentation is completed and signed.
- As assigned and appropriately trained, support participant registration and other field implementation activities using approved Jhpiego systems and devices.
- As assigned and appropriately trained, support processing of approved field payments using Jhpiego's JEMS system in accordance with established authorization, documentation, financial control, and accountability requirements.
- Provide other basic administrative and logistical support during project-supported field activities as required.
6. Coordination and Operational Support
- Coordinate closely with the Administrator, Lead Driver, Field Team Lead, technical teams, and other drivers to align transport and logistics support with approved implementation schedules.
- Support inspection of hired vehicles and report concerns related to safety, roadworthiness, documentation, or compliance before use for project activities.
- Participate in driver briefings, meetings, coaching, refresher sessions, and other transport-related capacity strengthening as required.
- Participate in approved vehicle-sharing and car-pooling arrangements to promote efficient use of project transport resources.
- Provide transport and logistics support outside the assigned region when required and approved.
7. Sustainability and Responsible Resource Use
- Support efficient and cost-effective use of project vehicles, fuel, transport arrangements, and logistics resources.
- Coordinate transport and logistics arrangements with project and government teams, where appropriate, to reduce duplication and maximize available resources.
- Support project transition by working through existing regional and council logistics and implementation arrangements wherever feasible.
- Maintain accurate vehicle, fuel, maintenance, and logistics records to strengthen accountability, asset management, and responsible handover or transition of project resources.
Required Qualifications
- Valid Tanzanian driving license Class C.
- At least five years of professional driving experience; experience working with an international NGO or donor-funded project is desirable.
- Advanced Driver's Certificate from the National Institute of Transport (NIT) or other recognized Tanzanian institution is an added advantage.
- Basic knowledge of vehicle mechanics, preventive maintenance, and road safety.
- Experience supporting field activities in rural or hard-to-reach areas is desirable.
- Demonstrated understanding of safe vehicle operation, fuel accountability, and vehicle documentation.
- Professional, dependable, and able to interact effectively with government officials, staff, partners, and visitors.
- Ability to communicate effectively in Kiswahili and English.
- Basic computer and digital skills and ability to learn Jhpiego systems, including JEMS and other approved field systems.
- Willingness and ability to undertake regular travel within assigned project geographies and periodically support other project areas as required.
- Perform other duties assigned by the appropriate supervisor.
