About the Role

The Liaison Manager will serve as a critical interface between the organization, government authorities, regulatory bodies and internal stakeholders, enabling seamless navigation of the regulatory environment and timely execution of real estate projects.

The role will be responsible for interpreting government policies and regulations, managing statutory approvals and clearances, maintaining strong relationships with relevant authorities, and proactively addressing regulatory risks and bottlenecks. The incumbent will work closely with Legal, Projects, Design, Sales and other functions to ensure regulatory compliance and alignment with project timelines.

Key Responsibilities

1. Policy Interpretation & Regulatory Advisory

- Interpret central, state and local government policies, regulations and notifications relevant to real estate development.
- Provide clear and actionable guidance to internal stakeholders on applicable regulatory requirements and approval processes.
- Monitor changes in government policies, regulations, circulars and notifications and assess their potential impact on ongoing and upcoming projects.
- Advise project and leadership teams on regulatory requirements, feasibility and potential policy-related challenges.
- Translate regulatory requirements into practical actions for project teams.

2. Regulatory Compliance & Policy Administration

- Ensure compliance with applicable statutory requirements, approvals, permits, licenses and regulatory conditions.
- Maintain comprehensive records of approvals, NOCs, permissions, applications and regulatory correspondence.
- Establish and implement SOPs and standard processes for regulatory compliance and approval management.
- Ensure timely renewals, submissions and compliances to avoid regulatory lapses or project delays.
- Support internal and external audits by ensuring regulatory documentation is complete, accurate and readily accessible.

3. Government Liaison & Relationship Management

- Develop and maintain effective working relationships with government authorities, regulatory bodies and relevant external stakeholders.
- Liaise with authorities including:
- Development Authorities
- Municipal Corporations
- Revenue Departments
- Pollution Control Boards
- Fire & Safety Departments
- Other statutory and regulatory agencies
- Coordinate with relevant departments for obtaining project approvals, permissions, NOCs, licenses and clearances.
- Represent the organization in relevant interactions with government authorities, wherever required.
- Build a strong understanding of authority processes, stakeholder expectations and approval mechanisms to facilitate timely outcomes.

4. Stakeholder Coordination

- Act as the key interface between government authorities and internal functions including Legal, Projects, Design, Sales and other relevant teams.
- Facilitate effective communication and coordination across stakeholders to ensure timely movement of approvals.
- Identify and resolve bottlenecks impacting regulatory approvals and project execution.
- Ensure project teams are aligned with regulatory requirements and approval timelines.
- Drive cross-functional collaboration to address complex regulatory matters.

5. Approval & Clearance Management

- Own and track the end-to-end approval lifecycle for assigned projects.
- Develop approval plans and timelines aligned with overall project milestones.
- Coordinate timely preparation and submission of applications and supporting documentation.
- Follow up with relevant authorities to track application status and facilitate timely approvals.
- Maintain a centralised tracker of approvals, submissions, pending actions and dependencies.
- Identify potential delays and regulatory risks proactively and develop mitigation plans.
- Escalate critical issues and delays to relevant stakeholders and leadership.

6. Regulatory Risk Assessment & Advisory

- Identify regulatory risks, compliance gaps and potential impediments to project execution.
- Assess the impact of regulatory changes and emerging policy developments on projects.
- Provide timely inputs to leadership on regulatory feasibility, risks and potential solutions.
- Partner with Legal and project teams to develop mitigation strategies for complex regulatory issues.
- Proactively anticipate regulatory challenges and recommend appropriate interventions.

7. Documentation, MIS & Reporting

- Maintain accurate and up-to-date records of regulatory approvals, NOCs, applications, correspondence and compliance requirements.
- Develop and maintain MIS dashboards and trackers covering approval status, timelines, pending actions, risks and dependencies.
- Provide periodic updates to leadership on approval progress, key regulatory issues, risks and potential delays.
- Highlight critical deviations from planned approval timelines and recommend corrective actions.
- Ensure all regulatory documentation is organized and audit-ready.
