What We Do
The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Purpose of the Position
As a First Aid and Prehospital Emergency Care (FAPHEC) Delegate, you will support the development of safe, effective and context-appropriate first aid and prehospital emergency care systems in areas affected by armed conflict and other situations of violence.
You will assess needs and existing capacities, develop and manage FAPHEC programmes, and strengthen the capacity of ICRC teams, Red Cross and Red Crescent Movement partners, health authorities and other relevant stakeholders. Your work will contribute to ensuring timely care and an effective continuum of care, from the scene of an incident through referral and handover to health facilities.
Main Duties & Responsibilities
- Assess FAPHEC needs, capacities, resources and referral pathways and identify appropriate interventions.
- Design, implement, monitor and adapt context-appropriate FAPHEC programmes in line with ICRC priorities and guidance.
- Provide technical and programme leadership, including planning, coordination and management of human, technical and material resources.
- Strengthen the capacity of first responders, healthcare staff and other relevant actors through training, coaching, mentoring and technical support.
- Develop and deliver FAPHEC training, including trauma care, patient assessment, stabilization, referral and mass-casualty management.
- Support emergency preparedness and response, including SOPs, referral mechanisms, preparedness plans, simulation exercises and mass-casualty arrangements.
- Strengthen coordination between first responders, medical transport, stabilization points and health facilities to promote the continuum of care.
- Build effective partnerships with relevant authorities, Red Cross and Red Crescent Movement partners and other stakeholders.
- Integrate relevant security-management approaches, including Safer Access and Health Care in Danger, into FAPHEC activities.
- Monitor programme quality and results, identify areas for improvement and ensure timely reporting and follow-up.
- Manage and develop staff involved in FAPHEC activities, including through coaching, feedback and performance management.
Relationships
- Internally: interacts with the Health Coordinator, Deputy Health Coordinator, Health teams and other relevant ICRC colleagues.
- Externally: interacts with Red Cross and Red Crescent Movement partners, health and other relevant authorities, emergency medical services, NGOs, UN agencies and other stakeholders.
Education & Experience Required
- University degree as a paramedic, nurse or doctor, with extensive prehospital emergency care experience.
- Typically 6 to 9 years of overall professional experience, including 3 to 5 years in first aid and prehospital emergency care, preferably with managerial responsibilities.
- At least 3 years of experience in contexts affected by armed conflict or other situations of violence where the ICRC operates.
- Experience in first aid and prehospital emergency care training, education and programming.
- Trainer qualifications in areas such as PHTLS, TCCC, Emergo Train System, MIMMS or equivalent are a strong asset.
- Postgraduate qualifications in public health, emergency/disaster medicine, mass-casualty management or related areas are a strong asset.
- Experience or qualifications in EMS management, development, quality improvement, dispatch/communication or humanitarian project management are an asset.
- Previous voluntary experience, including within the Red Cross and Red Crescent Movement, is an asset.
- Computer proficiency.

Languages
- English: Minimum C1 level.
- French or Arabic: Minimum C1 level in at least one of these languages.
Our Operational & Field Constraints
- In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
- Candidates must be in good health and will have to do a medical check-up prior to departure in the field.
- Candidates must possess a driving license (for manual transmission vehicles).
- Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for the first two missions (minimum 12 months each) or total of 24 months.
