PMO Lead

Location: Hampshire Area (onsite 5 days per week)

The PMO Lead is responsible for establishing, operating, and continuously improving the Project Management Office that governs and enables the successful delivery of the IT Transition programme and subsequent IT Change programmes. This role provides the structural backbone of programme delivery - the governance, planning, reporting, risk management, financial tracking, quality assurance, and decision-support framework that ensures programmes are delivered on time, within budget, to quality, and in compliance with contractual obligations.

This is not an administrative role. The PMO Lead is a senior delivery professional who designs and operates the programme control environment, provides trusted management information to programme leadership and client stakeholders, and ensures that governance disciplines are followed - not just documented. The role holds the programme honest: surfacing risks, challenging assumptions, validating progress, and ensuring decisions are made with accurate, timely, and complete information.

Operating across the IT Transition and into steady-state Change programmes, the PMO Lead must be equally effective in the high-intensity, time-bound environment of transition delivery and the ongoing governance demands of a continuous change pipeline. The role bridges programme management, service management, commercial management, and client governance - ensuring alignment and traceability across all.

Key responsibilities

- Establish and operate the PMO, including its operating model, governance, processes, tools and standards.
- Develop and maintain the integrated programme plan, milestones, dependencies and critical path.
- Establish effective programme governance, supporting Programme Boards, Steering Committees and client governance forums.
- Own programme RAID, risk and issue management, ensuring risks are actively managed, escalated and mitigated.
- Produce accurate, insightful management information, dashboards, reports and governance packs for senior leadership and clients.
- Manage programme financial reporting, including budgets, forecasts, cost variance and change impacts.
- Establish quality assurance, stage gates, deliverable tracking and acceptance processes.
- Provide visibility of resource requirements, capacity and skills gaps across programme workstreams.
- Support transition activities including readiness assessments, cutover, go-live and hypercare governance.
- Develop the PMO framework for the ongoing IT Change pipeline, including prioritisation, capacity, delivery tracking and benefits realisation.
- Ensure effective integration between programme governance and ITIL/service management processes.
- Drive continuous improvement, lessons learned and increasing PMO maturity.

Personal Attributes

We are looking for an experienced PMO professional with a strong track record of supporting complex IT programmes. You will ideally have:

- Significant experience as a PMO Lead, PMO Manager or Senior PMO Analyst.
- Proven experience establishing and operating PMO functions within complex IT environments.
- Experience supporting IT Transition, transformation, outsourcing or managed service programmes.
- Strong programme governance, planning, reporting, risk and financial management skills.
- Experience producing senior-level reporting, dashboards and governance packs.
- Strong stakeholder management skills, including client-facing experience.
- Experience with programme planning and/or PPM tools such as MS Project, Primavera, Jira, ServiceNow, Planview or equivalent.
- A good understanding of programme and project methodologies such as PRINCE2, MSP, Agile or PMI/PMP.
- Strong analytical and communication skills, with the ability to turn complex programme data into clear, actionable insight.
- The ability to challenge constructively, influence senior stakeholders and operate effectively in a fast-paced delivery environment.

Desirable: MSP, PRINCE2, PMP, Agile, P3O, MoP or ITIL qualifications, plus experience in government, defence, regulated or security-conscious environments.

What success looks like

You will establish a PMO that provides clear governance, accurate information and effective decision support, enabling the programme to deliver on time, within budget and to the required quality.

You will also successfully evolve the PMO from a transition-focused function into an effective governance framework for an ongoing IT Change portfolio.
