The Workday Payroll Administrator is responsible for the accurate, timely, and compliant execution of payroll operations in a fast-paced, high-volume, multi-state environment. This role delivers exceptional customer service to employees, agency partners, and internal stakeholders while ensuring operational excellence.
Working within established procedures, this position plays a critical role in payroll processing, auditing, reporting, system enhancements, and process improvements. The Payroll Administrator serves as a key subject matter resource and collaborates cross-functionally with HR, Accounting, HRIS, and Payroll leadership to support a seamless payroll experience and drive continuous improvement.
Essential Functions and Responsibilities
Payroll Administration & Processing
- Review and analyze timecard data, perform audits, and assist with corrections
- Process payroll transactions accurately and timely across multiple states and entities
- Prepare, load, and validate EIB (Enterprise Interface Builder) data within Workday
- Execute bi-weekly payroll processing for 2,000+ employees, ensuring full cycle completion
- Perform payroll audits, identify discrepancies, and conduct reconciliation and corrections
- Process same-day termination payments in compliance with state-specific requirements
- Submit garnishment orders timely to third-party vendors
- Manage tax setup and closure of jurisdictions, including reciprocity requirements
- Process wage and general ledger (GL) allocations; support related inquiries
- Administer taxable fringe benefit reporting with a strong understanding of tax impacts
- Support payroll system testing, implementations, and enhancement initiatives
- Identify and implement opportunities to improve payroll processes and controls
Customer Service & Communication
- Respond to payroll-related inquiries via ServiceNow and other communication channels
- Deliver clear, professional guidance related to payroll calculations, taxes and deductions
- Partner with HR, Finance, HRIS and Payroll leadership to resolve issues efficiently
- Maintain accurate documentation of employee interactions and case resolutions
- Promote a high level of customer satisfaction through proactive and solution-oriented support
Reporting, Compliance & Operational Support
- Ensure compliance with SOX (Sarbanes-Oxley) controls, including validations, audits, and documentation retention
- Analyze and resolve payroll data integrity issues; recommend and implement solutions
- Support internal and external payroll audits and compliance reviews
- Generate payroll and accounting reports; assist with GL variance analysis and research
- Ensure compliance with federal, state, and local payroll regulations
- Support quarter-end and year-end activities, including reporting and W-2 processing
- Contribute to process improvement initiatives and operational efficiency efforts
- Maintain and update payroll documentation, procedures, and reporting enhancements
- Maintain accurate payroll records in accordance with company policies and regulatory requirements

Knowledge, Skills and Abilities:
- Proficient Excel skills with V/X Lookups
- Experience processing same-day termination payments in regulated states
- Experience with SOX controls, payroll audits, and compliance requirements
- Experience administering garnishments and tax jurisdictions
- Strong knowledge of payroll laws, regulations, and best practices
- Excellent analytical, organizational, and problem-solving skills
- Strong attention to detail with the ability to maintain accuracy in a high-volume environment
- Effective time management skills with the ability to prioritize and meet deadlines
- Excellent written & verbal communication skills; ability to explain complex payroll concepts clearly
- Strong customer service mindset with a proactive, solutions-oriented approach
- Ability to handle confidential information with discretion
- Ability to work both independently and collaboratively in a team environment
- Proficiency in Microsoft Office (Excel, Word, PowerPoint, Teams)
Preferred Skills:
- Experience with ServiceNow or similar case management tools
- Experience with OneSourceVirtual (OSV)
- Advanced Excel skills (e.g. Pivot Tables, Macros)
- Certified Payroll Professional (CPP) designation or progress toward certification
Education and Background:
- 2+ years of payroll administration experience in a multi-state organization for 1000+ employees
- 1+ years of Workday Payroll and Time Tracking experience
