This role oversees multiple federal design-build and design-bid-build construction projects from initial planning through closeout, ensuring they are delivered on schedule, within budget, and in full compliance with contract and regulatory requirements. The Traveling Construction Federal Project Manager manages complex general construction contracts across diverse locations, coordinates closely with federal agencies such as USACE and NAVFAC, and provides both field and office leadership to project teams. The position requires extensive travel to project sites nationwide, direct engagement with site development and building construction activities, and active collaboration with internal teams and external partners to drive successful project execution.
Responsibilities
- Oversee multiple federal construction projects from planning through closeout, ensuring alignment with scope, schedule, and budget.
- Manage project schedules, work plans, and deliverables in accordance with USACE, NAVFAC, and other federal agency standards.
- Conduct regular site visits (approximately one week per month, with flexibility based on project needs) to inspect work progress, quality, and compliance.
- Provide extended on-site coverage for several weeks at a time when project or operational needs require a continuous management presence.
- Oversee site development activities and coordinate with teams managing building construction, including superstructure, MEP systems, fire protection, security, and envelope systems.
- Ensure adherence to federal, state, and local construction codes, environmental regulations, and project-specific requirements.
- Work closely with engineers, subcontractors, and field teams to resolve technical challenges and maintain project momentum.
- Actively engage in all aspects of construction as a general contractor, integrating both horizontal and vertical scopes into a cohesive project approach.
- Directly manage internal teams, including project engineers, superintendents, and support staff, to ensure effective execution of project tasks.
- Collaborate with external partners who perform and manage the work, ensuring alignment with project goals, schedules, and quality standards.
- Build and maintain strong relationships with subcontractors, vendors, and stakeholders to support successful project delivery.
- Develop, monitor, and update project budgets and forecasts, ensuring accurate financial tracking and reporting.
- Lead and oversee subcontractor agreements, change orders, and procurement processes to maintain cost control and contractual compliance.
- Identify and mitigate financial risks while promoting cost efficiency and value-driven decision making.
- Serve as the primary liaison between federal clients such as USACE and NAVFAC, subcontractors, and internal project teams.
- Lead project meetings and provide clear, concise progress updates to stakeholders and leadership.
- Build and maintain strong client relationships to support repeat business and future project opportunities.
- Ensure compliance with contract specifications, safety protocols (including OSHA and EM 385), and all applicable security requirements.
- Identify project risks and develop practical mitigation strategies to protect schedule, budget, and quality.
- Ensure all work meets or exceeds established quality control and quality assurance standards.
- Supervise both field and office staff, ensuring project teams remain aligned with organizational goals and performance expectations.
- Provide mentorship and support to junior project managers and engineers to foster professional growth and strong project leadership.
- Report directly to senior construction leadership, delivering timely project updates, risk assessments, and issue resolutions.
- Support business development efforts, including estimating and preconstruction activities, and transition to project sites to help start operations while full-time teams are hired.
Essential Skills
- At least 10 years of overall experience in construction, with a preferred balance of approximately 5 years in fieldwork and 5 years in project management.
- Comprehensive knowledge of general construction practices, including renovations, new construction, site development, and excavation.
- Multiple years of experience in the design, construction, and management of SCIF projects.
- Demonstrated ability to manage large general construction contracts ranging from approximately $500,000 to $25,000,000.
- Strong proficiency with project management software platforms such as RMS, Procore, Primavera P6, and Microsoft Project.
- Experience working on federal construction projects with USACE, NAVFAC, or similar federal agencies.
- Ability to obtain and maintain DISCO Secret Clearance or higher, as required, and secure access to military installations.
- Strong relationship-building skills with clients, subcontractors, and project partners.
- Clear and effective communication skills in English, both written and spoken.
- Familiarity with the Microsoft Office Suite for documentation, reporting, and communication.
- Valid drivers license and ability to travel extensively to project sites.
- Proven experience in construction project management, including scheduling, budgeting, and contract administration.
- Experience in field engineering and on-site construction oversight.

- Experience with estimating for general construction projects and supporting preconstruction and business development activities.
- Background in business development related to federal construction projects.
- Experience overseeing federal design-build (DB) and design-bid-build (DBB) projects.
- Ability to work effectively with diverse project teams across multiple locations and time zones.
- Strong problem-solving skills and the ability to develop practical solutions to technical and operational challenges.
Work Environment
This is a highly mobile, travel-intensive role that requires traveling to project sites essentially 100% of the time. Coverage includes projects across all 50 states, with expansion into locations west of Hawaii. Work is performed in a mix of field and office environments, including active construction sites, federal facilities, and on-site project offices. The position involves regular site visits and extended stays of several weeks at project locations to provide direct oversight and support during critical phases. You will work with modern project management tools such as RMS, Procore, Primavera P6, Microsoft Project, and the broader Microsoft Office Suite to manage schedules, budgets, documentation, and communication. The environment is fast-paced and collaborative, with close coordination among engineers, superintendents, project managers, subcontractors, and federal agency representatives. Safety protocols, including OSHA and EM 385 standards, are strictly followed, and access to secure or military installations may be required. Dress expectations vary by setting, with professional attire for client and office meetings and appropriate safety gear and site-appropriate clothing when working on construction sites.

Pay and Benefits
The pay range for this position is $120000.00 - $150000.00/yr.
