As a Director, Refining Strategy supporting Refining, you will lead the development of enterprise-aligned strategies and policies that help our refining business compete and win in a changing energy landscape. You will connect market, operational, commercial, and functional insights to shape direction, guide investment and capability choices, and turn strategy into practical plans that strengthen safety, reliability, profitability, and long-term competitiveness. What You'll Do

- Lead enterprise-aligned strategy and policy development for Refining, translating Phillips 66's mission, vision, and strategic priorities into clear objectives, actionable plans, and competitive advantages while modeling integrity in decisions and commitments.

- Shape long-range and near-term strategy through rigorous analysis of assets, markets, regulations, technology, and operating performance; bring clarity to complex issues and provide stability as conditions change.

- Develop and manage a portfolio of strategic, policy, and capability initiatives - from framing and business cases through execution tracking, performance reviews, and benefits realization - while holding yourself and partners accountable for outcomes.

- Make and communicate authoritative recommendations on strategic options, operating models, enabling technologies, capital allocation, and resource priorities by weighing data, risk, trade-offs, and diverse perspectives to drive quality decisions.

- Partner across refining operations, commercial, functional, and corporate teams to align priorities, remove barriers, share information early, and create integrated solutions rather than disconnected plans.

- Build organizational capability by setting clear direction, clarifying roles, coaching leaders and project teams, and bringing together diverse skills and perspectives to deliver a shared vision.

- Advise leaders on policies, governance, standards, and strategic issues, including complex or contentious matters, and represent the strategy and policy function with credibility across the organization and with external stakeholders as appropriate.

- Establish planning, budgeting, and performance-management routines that connect strategy to resource decisions, measure progress against commitments, and adjust plans to sustain safety, reliability, efficiency, and financial performance.

What You'll Bring -Required

- Legally authorized to work in the job posting country

- Bachelors degree

- 10 years of more years of broad, relevant professional experience providing expert competence in strategy, policy, business planning, or a related field

- 6 or more years of managerial experience planning, managing, and organizing resources within short- and medium-term horizons under an established policy framework

- Travel up to 10% as needed

What Makes You Stand Out -Preferred Qualifications

- Demonstrated experience with strategic planning and analysis and policy development and implementation

- Master's degree

- More than 15 years of relevant professional experience, including significant responsibility for enterprise-wide, large, or global strategy and policy

- Experience in refining, downstream, energy, petrochemical, or related industry strategy

- Experience leading strategy, policy, or business transformation programs in capital-intensive operations or manufacturing environments

- Experience developing business cases and advising on investment, portfolio, operating model, and enabling technology decisions

- Experience connecting market, regulatory, and technology trends to practical strategies for refining competitiveness and energy transition

- Experience leading multi-project portfolios and developing leaders and cross-functional teams that deliver results through accountability, collaboration, and sound judgment

Compensation Range

This position has a base salary range of $220,500- $269,500.

Where a candidate offer falls within the posted range depends on the candidate's experience, skills, and alignment with the role’s requirements.
