The Refinery and Energy Asset Strategist (Sr. Manager) is a high impact front office role that is integral to the success of the commercial market research function and trading delivery at Phillips 66. The Refinery and Energy Assets Strategist will be responsible for forecasting operational rates, tracking outages and capacity changes for refineries, NGL assets, petrochemical crackers and NGL docks across the Americas and align the forecasts and tracking across the wider global refinery and energy assets team. The successful candidate will lead a small team, including one direct report focused on tracking planned and unplanned turnarounds (TARs), and will work with global infrastructure analysts to develop a consistent global approach and tool set. The Strategist will work collaboratively with other market strategists, regional analysts, and trading teams to develop and maintain models and balances that will be utilized in commodity level supply demand balances to develop trading insights.

What You’ll Do
- Communicate refinery, NGL and Renewable asset, petrochemical cracker operations, forecasts and market insights as part of regular review meetings and in larger forums, including cross commodity meetings and global trading meetings
- Lead the development of improved internal asset database and tools and applications to convert asset tracking data into throughput forecasts and communicate the insights to the wider trading organization
- Lead and develop a direct report responsible for tracking planned and unplanned turnarounds (TARs) across refineries and other energy assets, ensuring outage data is accurate, current and integrated into forecasts
- Develop and maintain a real time forecast of refinery and asset throughput used to inform the demand side of the crude oil, naphtha, Renewables and NGL balances and the supply side of product, Renewables, NGL and petrochemical balances
- Aggregate and reconcile internal and external data sources, including changes in unit level capacity, refinery yield, utilization, outage and logistics data, to build and refine proprietary asset forecast models
- Work with regional and global teams to integrate refinery, NGL asset, cracker and dock forecasts into related trading bench supply and demand balances, including crude, gasoline, distillates, Renewables and NGLs
- Draw on fundamental and technical data as appropriate to develop forward view predictive models for refining margins, asset utilization and infrastructure constraints
- Stay abreast of external market analyst views on refining, petrochemicals and infrastructure, and incorporate these into internal fundamental analysis to create a competitive edge versus external views
- Synthesize cross regional refining and asset themes into actionable insights, including the impact of infrastructure changes, dock capacity and logistics constraints on trade ideas
- Drive continuous improvement of existing forecast and outage tracking models and processes
- Lead ad-hoc projects and analysis around market fundamentals, including infrastructure and turnaround related changes, to support trade ideas
- Provide day-to-day coaching, performance management and technical development for the direct report on the team
What You’ll Bring - Required
- Legally authorized to work in the United States
- Bachelor's degree or higher
- 6 or more years of commercial/trading, refining, or related experience in the energy industry
- Intermediate or greater proficiency in Microsoft Excel, Word, and PowerPoint
What Makes You Stand Out - Preferred
- Prior experience as a People Leader (direct supervisor)
- Demonstrated knowledge of refinery and/or petrochemical plant operations, yields and optimization
- Experience with advanced quantitative platforms (for example Python, Claude code, Databricks)
- 10 or more years of commercial/trading, refining, or related experience in the energy industry
- Bachelor's degree or higher in engineering, finance or economics
- Ability to manage conflict, influence others and persuade/facilitate resolution
- Understanding of NGL assets, petrochemical cracker economics, and dock/logistics infrastructure
- Experience tracking turnaround (TAR) news and their impact on throughput and balances
- Strong communication skills, both verbal and written, to ensure clarity and common understanding with technical and non-technical audiences, including senior leadership
- Strong analytical, problem-solving and organizational skills
- Strong ability to manage multiple projects simultaneously
- Capable of gaining consensus and trust across multiple functional areas within and external to Commercial to build a common vision and direction
- Ability to code in Visual Basic, Python and/or R
- Ability to incorporate AI and AI prompting into daily analysis
- Ability to adapt to quickly evolving requirements
- Ability to synthesize data into useful information and articulate it in an easy to understand format
- Knowledge of Commercial trading businesses
- High degree of initiative and works proactively to anticipate needs
- Excellent written, oral, interpersonal and presentation skills
Compensation Range
This position has a base salary range of $198,000 – $242,000. This role is eligible to participate in the company’s commercial bonus program, offering the opportunity to earn additional compensation based on business and individual performance, in accordance with program guidelines.
When employees are promoted or move to a new salary grade, Phillips 66 generally aligns base pay positioning to 95% of the midpoint of the new salary range or provides a 5% increase to current base salary—whichever is greater. This approach ensures competitive, equitable pay aligned with market benchmarks and recognizes your experience and contributions. Our goal is to position employees fairly within the new range, supporting both internal equity and career growth.
While this framework guides most transitions, exceptions may occur based on business needs, budget considerations, or individual development plans. In such cases, compensation decisions will continue to reflect a commitment to internal equity, market competitiveness, and career growth, with transparency at the core.
The Commercial organization works to effectively leverage assets and market knowledge to create additional value within the risk parameters of the Company. We do this by maximizing general interest profitability, enhancing return on capital employed by successfully partnering with the Refining, Transportation and Marketing functions to ensure Value Chain Integration. Our truck and rail fleets support our feedstock and distribution operations. Rail movements are provided via a fleet of more than 10,000 owned and leased rail cars. Truck movements are provided through numerous third-party trucking companies, as well as through our 100 percent-owned subsidiary, Sentinel Transportation LLC.
