Purpose:
Lead multiple concurrent critical infrastructure projects from early opportunity identification through capture, award, delivery and close-out. Act as the customer-facing sales representative, capture lead and delivery lead in one: securing work, shaping winning scopes and delivering safe, technically robust and commercially sound outcomes across ports, marine, transport, logistics, utilities, water, industrial infrastructure and associated enabling works.
Scope:
Accountable for multiple infrastructure scopes running in parallel, including ports and marine facilities, logistics and industrial infrastructure, utilities, water systems, site development, enabling works, upgrades, asset renewal and interface-heavy brownfield modifications from customer engagement and proposal development through studies, concept/select, FEED, detailed engineering, procurement support, construction support, commissioning and handover.
Responsibilities:
- Multiple Project Leadership: Maintain an integrated view of assigned, pipeline and awarded projects, including priorities, milestones, resources, deliverables, risks, opportunities, interfaces and customer commitments. Set proportionate governance, rebalance resources, protect critical-path activities and escalate constraints early.
- Work Winning & Capture: Own the front-end customer relationship for assigned opportunities, acting as sales representative, capture lead and delivery lead. Identify prospects, shape scopes, position Worley’s value proposition, coordinate technical and commercial inputs, support pricing and approvals, and ensure proposals are realistic, differentiated and executable.
- Scope & Commercial Management: Define, control and manage project scope, deliverables, assumptions, exclusions and interfaces from proposal through execution. Maintain strong commercial discipline through MOPC ownership, baseline scope control, change and variation management, entitlement protection, forecasting, invoicing, cash flow, risk and opportunity management. Monitor commercial and delivery performance indicators, including CPI/WPI where applicable, ensuring brownfield constraints, live asset interfaces and commissioning requirements are addressed proportionately within the execution strategy.
- Stakeholders & Interfaces: Act as the Worley focal point for customers, authorities, operators, developers and delivery partners, aligning priorities, decisions and performance. Coordinate EPCs, contractors, vendors, specialist consultants and internal teams with clear interfaces, responsibilities, deliverables, review cycles and escalation paths.
- Execution Controls: Prepare fit-for-purpose execution plans and control scope, schedule, cost, progress, productivity, quality, resources, risk, opportunity and change across multiple concurrent projects. Maintain accurate MOPC inputs, forecasts, CPI/WPI trends, earned progress, invoicing status and commercial records, using performance data to drive recovery actions, protect entitlement and support timely management decisions.
- Technical & Team Leadership: Integrate multi-discipline engineering across civil, structural, marine, electrical, mechanical, utilities, geotechnical, environmental, planning and construction disciplines. Ensure requirements, codes, standards and authority conditions are applied while maintaining focus on critical interfaces, key deliverables and team collaboration.
Qualifications and Experience:
- Essential: Engineering degree or equivalent technical qualification, with demonstrable project management, controls, contract and risk-management competence.
- Typically 15+ years’ infrastructure project delivery experience, including substantial project and/or engineering management responsibility.
- Proven ability to run several projects at once, balancing priorities, resources, customer commitments, schedule, cost, risk, quality and cash flow.
- Demonstrated ability to identify, secure and grow work with customers, translating operational needs into compelling scopes, proposals and executable delivery plans.
- Extensive infrastructure delivery experience across brownfield and greenfield environments, including live operations, staged works, stakeholder interfaces, authority approvals, utilities diversions, constructability and commissioning readiness.
- Strong working knowledge of infrastructure client expectations, authority and stakeholder approval processes, EPC/EPCM interfaces, contractor coordination, applicable codes and multi-discipline engineering delivery.
- Desirable: Professional registration; PMI/APM/IPMA/AIPM certification; ports, marine, transport, utilities, water, industrial infrastructure or logistics exposure; capture planning, proposal leadership, scopes, tender packages, technical bid evaluations and EPC execution strategies.
Decision Authority, Tools and Success Measures:
- Authority: Makes day-to-day project decisions across assigned work within delegated authority and approved baselines. Recommend strategies, priorities, recovery plans and technical/commercial options, escalating material safety, customer, contractual, financial, schedule or operational issues.
- Systems & Tools: Advanced use of project management, controls, document management, risk, action tracking, reporting and performance systems, plus Microsoft Outlook, Word, Excel, Teams and PowerPoint. Confident user of digital productivity tools and initiatives, including AI-enabled workflows, Microsoft Copilot, bots, dashboards and automation to improve reporting, action tracking, knowledge management, productivity and decision support. Desirable: Primavera P6, Microsoft Project and customer/EPC document platforms.
- Success Measures: Safe, compliant and predictable delivery across multiple concurrent projects.
- Constructable infrastructure solutions with controlled stakeholder interfaces, authority approvals, operational continuity and minimal avoidable disruption to live assets or communities.
- Strong customer confidence, visible pipeline ownership and conversion of opportunities into executable, commercially sound work.
- Accurate MOPC inputs, CPI/WPI visibility, reliable forecasting, timely invoicing, controlled scope/change and concise project reporting that enables decisions across multiple concurrent projects.
