About this role
Amentum is seeking a Director of Subcontracts . The Director of Subcontracts provides strategic leadership, policy oversight, and operational direction for all subcontract administration activities across the business area. This role ensures full lifecycle compliance with FAR, DFARS, CAS, CPSR adequacy requirements, and Amentum policy while enabling efficient procurement, supply chain execution, and subcontractor performance management. The Director leads a high-performing subcontract administration team, drives process standardization, mentors personnel, and partners with executive leadership to support program success and corporate strategic priorities.
KEY RESPONSIBILITIES:
Leadership & Strategy
Lead, mentor, and develop the subcontract administration organization, providing hiring, training, development, performance evaluations, and succession planning. Define and implement goals, objectives, operating practices, and performance standards for the subcontract management function. Drive continuous improvement, digital transformation, and standardization of subcontract and procurement processes. Advise senior leadership on subcontracting status, risk, compliance, and operational performance. Support business area and corporate-wide initiatives and strategic planning.
Subcontract Lifecycle Management
Oversee full lifecycle subcontract administration including planning, solicitation, evaluation, negotiation, award, administration, modifications, and closeout. Review and approve complex subcontract packages including cost/price analysis, negotiation memoranda, determinations, teaming agreements, NDAs, special provisions, and certifications. Direct team members monitoring subcontractor cost, schedule, quality, technical performance, and compliance.
Compliance, Policy Oversight & Audit Readiness
Ensure compliance with FAR, DFARS, CAS, TINA, Service Contract Act, export control requirements, ACO consent, and all federal and corporate requirements. Develop, maintain, and enforce subcontracting policies, procedures, and templates. Prepare for and lead CPSR readiness efforts and corrective actions, coordinating responses to DCMA, DCAA, audits, and customer reviews. Ensure subcontract file completeness and compliance with documentation standards.
Proposal, Capture & Pre-Award Support
Collaborate with capture and business development teams on strategies, source selection approaches, and subcontractor qualification. Provide subcontract pricing, risk assessment, and acquisition planning support for proposals.
Negotiation & Risk Management
Lead negotiations of complex subcontract agreements. Identify, assess, and mitigate subcontractor performance, financial, schedule, compliance, and supply chain risks. Ensure appropriate flow-downs of prime contract requirements.
Financial & Operational Management
Coordinate subcontract funding, invoicing, accruals, cost tracking, and closeout with Finance. Develop business rhythms and reporting metrics to assess team performance. Ensure accurate subcontract data entry within ERP systems.
Small Business & Supplier Management
Oversee small business subcontracting plan compliance and reporting. Support supplier diversity initiatives. Lead supplier performance and subcontractor responsibility determinations.
SPECIALIZED RESPONSIBILITIES
Manage subcontract disputes, claims, and terminations.
Support international subcontracting activities under ITAR/EAR compliance.
Support FOIA-related subcontract documentation.
Represent Amentum in industry forums.

MINIMUM REQUIRED QUALIFICATIONS
· Bachelor’s degree in Business, Supply Chain, Contracts, or related field.
· 12+ years of progressive subcontract or procurement experience.
· 5+ years of management or leadership experience.
· Extensive knowledge of FAR, DFARS, CAS, CPSR, and federal procurement regulations.
· Experience with audit support.
· Proficiency with ERP procurement systems.
PREFERRED QUALIFICATIONS
· Master’s degree in related field.
· Professional certifications such as CPCM, CFCM, CPSM.
· Experience in federal/DoD programs.
· Knowledge of emerging compliance areas.
Compensation Details:
$150,000 - $180,000
