As a poverty-reduction initiative, Agape, through its place-based strategy, Powerlines Community Network (PCN), implements a hope-centered, two-generation (2Gen) approach that promotes participant stability, well-being, economic mobility, and human flourishing. The SCSEP Supervisor will support workforce programs essential to the staff, clients, and stakeholders of the Powerlines Community Network.
The role is responsible for ensuring that the Senior Community Service Employment Program (SCSEP) is implemented with fidelity and that data is collected consistently and correctly based on program design, grant requirements, the Older Americans Act, applicable U.S. Department of Labor guidance, and Agape standards. SCSEP provides subsidized, part-time community service training for eligible unemployed, low-income adults age 55 and older and is designed to help participants build skills, foster self-sufficiency, and transition to unsubsidized employment. The SCSEP Supervisor will provide day-to-day leadership for participant services, eligibility and enrollment processes, assessments, Individual Employment Plans (IEPs), community service assignments, host agency relationships, training, supportive workforce services, job development, placement, retention, and performance outcomes.
The SCSEP Supervisor will be responsible for caseload reports and dashboard data outcomes, data entry, case management documentation, participant payroll/timekeeping oversight, host agency monitoring, applicant tracking, annual performance, staff supervision, and system management duties. Works in collaboration with partner agencies, community-based organizations, employers, public agencies, nonprofit host agencies, American Job Center partners, and surrounding communities to provide holistic wraparound services using the 2-Gen focus based largely on Aspen Institute’s work: Early Childhood Education, Post-secondary Education and Workforce, Economic Supports, Health and Well-Being, and Social Capital.
The SCSEP Supervisor should demonstrate an ability to work with a wide range of people, knowledge of employment and social services delivery systems, knowledge of resources available to older adults and job seekers, excellent communication skills (both verbal and written), proven ability as a problem solver and self-starter, excellent computer skills, as well as demonstrated user orientation, organizational, and time management skills. The SCSEP Supervisor should model hope-centered, strengths-based, trauma-informed, and resilience-building practices and ensure program quality, transparency, participant-centered service delivery, and accurate reporting.
The SCSEP Supervisor will ensure that the team responsibly facilitates efforts to address the economic mobility needs of participants served, appropriately addressing employment, educational/training, transportation, health and wellness, digital literacy, financial stability, and other barriers that may impact successful participation and transition to unsubsidized employment.
Responsibilities and Duties:
1. Assist in the design, execution, coordination, and continuous improvement of SCSEP workforce services.
2. Supervise, train, coach, and support SCSEP staff to ensure consistent implementation of program requirements, Agape practices, and participant-centered service delivery.
3. Oversee participant recruitment, eligibility determination, enrollment, priority-of-service practices, recertification, and required documentation in accordance with SCSEP requirements and grant standards.
4. Ensure participants receive comprehensive assessments and that assessment information is used to develop and update Individual Employment Plans (IEPs) and identify appropriate training and community service assignments.
5. Oversee the development, approval, monitoring, and rotation of Community Service Assignments (CSAs) with eligible public agencies and nonprofit host agencies, ensuring assignments support the skills and employment goals identified in each participant’s IEP.
6. Develop and maintain productive relationships with host agencies; conduct orientation, technical assistance, site monitoring, and follow-up to ensure safe, meaningful, skill-building assignments and compliance with program expectations.
7. Monitor participant training hours, timesheets, payroll-related documentation, attendance, and assignment activity to ensure accuracy, timeliness, and compliance with grant requirements.
8. Coordinate participant training, workshops, digital literacy, job readiness, career exploration, and other activities designed to increase skills and prepare participants for unsubsidized employment.
9. Lead job development and transition efforts with staff, employers, and workforce partners to support participants in securing unsubsidized employment in the public or private sector.
10. Collect, record, analyze, and communicate data related to SCSEP services, participant progress, host agency activity, employment outcomes, grant performance measures, and continuous quality improvement.
11. Maintain current and accurate documentation of participant services, assessments, IEPs, referrals, training, community service assignments, case notes, employment activities, exits, and follow-up services in required case management and reporting systems.
12. Agape is a data-informed agency. The SCSEP Supervisor must use data from case management and program reporting systems for the continuous quality improvement process of the program and staff caseloads, as well as participate in regular team meetings dedicated to service and program improvement.
13. Provide reporting and other activities to ensure compliance with grants, federal and state requirements, monitoring expectations, audits, and additional funding requirements.
14. Ensure program implementation and fidelity across SCSEP services, including adherence to eligibility, assessment, IEP, host agency, community service assignment, participant wage/hour, performance, and unsubsidized employment requirements.
15. Collaborate with Agape leadership and training staff to ensure necessary staff, participant, and host agency training is routinely implemented.
16. Coordinate outreach, recruitment, orientations, hiring events, employer engagement, host agency development, and community activities to encourage participant engagement, stability, skill development, and employment goal attainment.
17. Monitor caseload distribution, staff productivity, participant engagement, vacancies, exits, durational limits, and performance goals; develop corrective action or improvement strategies when needed.
18. Serve as an interface between SCSEP staff, TeamWorks leadership, host agencies, employers, American Job Center partners, and other workforce ecosystem partners.
19. Manage special projects appropriate to role as duties assigned.
20. Assist with data collection and analysis as needed.
21. Complete internal reports and provide program-related information.
22. Attend regular supervisory and team meetings.
23. Attend Multidisciplinary Team Meetings and other in-service trainings provided by the agency.
24. Must be able to work with a flexible schedule, which would allow for needed interaction and involvement for the tasks of this position, i.e., weekend and evening hours, etc.
25. Will perform all other duties, within the general scope of this position, as requested by the Director of TeamWorks, or other members of Agape Leadership.
II. Record Keeping:
1. Maintain accurate and timely reports for participant records according to Agape procedures, SCSEP grant standards, and applicable federal requirements through data entry into required case management and reporting systems.
2. Ensure participant eligibility, assessments, IEPs, community service assignments, host agency documentation, timesheets, training, employment, exit, and follow-up records are complete, current, and audit-ready.
3. Be prompt in initiating and replying to all correspondence and inquiries.
4. Submit timely reports of all referrals, services, participant activity, host agency activity, and employment outcomes.
5. Provide all needed and required data, including monitoring and audit documentation, for evaluation purposes.
6. Actively participate in Agape’s PQI Process, using data to inform supervision, program practices, participant outcomes, and continuous improvement.
III. Professional Responsibilities
1. Maintain positive and productive relationships with workforce collaborative partners, host agencies, employers, participants, staff, and administration.
2. Participate in staff meetings, in-service training, and approved and planned relevant workshops, seminars, and training events.
3. Attend workshops and conferences, as approved or planned by the agency, to improve and enhance skills and delivery of services.
4. Participate and help coordinate agency functions.
5. Will participate in agency planning and development, especially specific to programmatic related areas.
6. Maintain current knowledge of SCSEP guidance, Older Americans Act requirements, workforce system partnerships, older-worker employment strategies, and grant compliance expectations.
Physical Requirements:
• Prolonged periods of sitting at a desk and working at a computer.
• Prolonged walking and standing, and climbing stairs within community, partner, employer, and host agency sites.
• Must be able to lift up to 20 pounds at a time.

Qualifications
Bachelor’s degree or higher in Business, Social Work, Public Administration, Human Services, Workforce Development, or related field preferred. Bachelor’s degree required, Master’s preferred with at least 3 years of relevant experience, including program coordination and supervisory experience (7 years of relevant experience in lieu of a degree). Experience with workforce development, employment and training programs, older-worker services, federally funded programs, or community-based services strongly preferred. The ideal candidate must have a demonstrated ability to provide culturally sensitive, community-based services while working with a wide range of people and a passion for serving others. Proven ability to facilitate engaging group instruction, both to team and stakeholders. Must have excellent communication skills, both written and verbal, demonstrated computer proficiency, including the use of Microsoft Office Suite and other software applications essential to this position. Must demonstrate outstanding organizational and management skills and have proven ability as a problem-solver and self-starter. Experience using a case management system and the utilization of data analysis to inform service plans, performance outcomes, and supervision needs. Knowledge of SCSEP, the Older Americans Act, WIOA/One-Stop partnerships, eligibility documentation, community service assignments, Individual Employment Plans, and transition to unsubsidized employment is preferred. Must have an automobile available for business use and maintain a current driver’s license and current auto insurance with acceptable levels of coverage. Will be required to work a flexible schedule to include evenings and weekends as needed.
