Job Title: Project Manager Federal Construction (NAVFAC) Job Description
This role leads the full lifecycle of a federal construction project focused on substation replacement work at Building 26 and 27 within the Philadelphia Navy Yard. The Project Manager oversees day-to-day NAVFAC construction activities, coordinates subcontractors, and ensures projects stay on schedule, within scope, and in compliance with federal construction standards. The position requires a strong blend of field construction experience, project management expertise, and the ability to manage multiple stakeholders in a highly regulated environment.
Responsibilities
- Oversee the day-to-day operational aspects of NAVFAC construction projects, including substation replacement work at designated buildings within the Philadelphia Navy Yard.
- Manage the full project lifecycle, from preconstruction planning through project closeout, ensuring compliance with NAVFAC and federal construction requirements.
- Review project scope of work thoroughly and ensure it is clearly defined, documented, and communicated to all stakeholders.
- Engage, prequalify, and coordinate subcontractors, including organizing and leading site visits to enable accurate bidding and pricing of work.
- Support estimating efforts by reviewing the scope of work, aligning appropriate subcontractors, and providing input on cost and schedule impacts.
- Oversee and coordinate the work of the Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager (QCM) to ensure safety, quality, and schedule adherence.
- Develop, maintain, and manage detailed project schedules, including integrating subcontractor schedules and updating progress regularly.
- Monitor project progress and proactively identify risks, delays, or issues, implementing corrective actions to keep the project on track.
- Lead project coordination activities, including regular meetings with subcontractors, internal teams, and client representatives.
- Manage construction documents, including drawings, specifications, and addenda, and ensure the project team works from current, approved documents.
- Prepare, track, and manage requests for information (RFIs) and ensure timely resolution of design or scope questions.
- Initiate, evaluate, and process change orders, ensuring scope changes are properly documented, priced, and approved.
- Coordinate with design and engineering teams to resolve technical issues and ensure constructability of project plans.
- Ensure all work complies with applicable codes, standards, and NAVFAC guidelines, as well as project-specific quality requirements.
- Maintain accurate project records, including daily reports, meeting minutes, logs, and other documentation required for federal projects.
- Serve as a primary point of contact for the client, providing clear, professional, and timely communication on project status and issues.
- Promote and enforce a strong safety culture on site in collaboration with the SSHO, ensuring all personnel follow site-specific safety plans.
- Support the preparation of project reports and presentations as needed for internal leadership and client stakeholders.
- Mentor and support field and project staff, fostering a collaborative and professional work environment.
Essential Skills
- 510 years of experience in federal construction projects, specifically with NAVFAC work.
- Proven project management experience in construction, including managing scope, schedule, and subcontractors.
- Hands-on construction field experience with the ability to understand and oversee day-to-day site activities.
- Demonstrated scheduling experience, including developing, updating, and managing construction schedules.
- Strong computer skills, including proficiency with MS Office and Excel.
- Experience with project coordination activities such as RFIs, change orders, and construction document control.
- Ability to read, interpret, and manage construction documents, including drawings and specifications.
- Excellent organizational skills with the ability to manage multiple tasks, deadlines, and stakeholders.
- Strong written and verbal communication skills for effective interaction with clients, subcontractors, and internal teams.
- Professional maturity, with the ability to exercise sound judgment and maintain composure in a fast-paced project environment.
- Eligibility to work on federal projects requiring United States citizenship.
Additional Skills & Qualifications
- Experience working at the Philadelphia Navy Yard or similar federal installations.
- Prior experience managing NAVFAC projects involving electrical or substation-related work.
- Degree in Construction Management, Engineering, or a related field (preferred).
- Experience supporting estimating by reviewing scopes of work and aligning subcontractors for bids.
- Familiarity with federal contracting and compliance requirements on construction projects.
- Experience working on multiple bases or federal facilities across a regional footprint.
- Interest in long-term career growth with a well-established contractor focused on federal work.
Work Environment
The Project Manager works primarily onsite at the Philadelphia Navy Yard on a daily basis, closely overseeing construction activities at the project buildings. The role involves regular presence in active construction areas, coordination with field staff, and interaction with subcontractors and client representatives. The environment includes typical federal construction site conditions, such as exposure to outdoor weather, active equipment, and ongoing trades work. The position uses standard office technology, including computers and MS Office applications, for scheduling, documentation, and communication. Job Type & Location
This is a Contract to Hire position based out of Philadelphia, PA.
Pay and Benefits
The pay range for this position is $48.07 - $57.69/hr. Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
