About this role

Johns Hopkins Public Safety is seeking a Manager, Public Safety Training  to participate in the planning, development and delivery of basic, advanced and specialized training for University and Medicine Public Safety/Security personnel. Provide for the daily supervision of the Johns Hopkins Public Safety Training Center and a dynamic group of permanent and adjunct, specially trained instructors tasked with instructional design and delivery of enterprise-wide risk reduction processes, crime prevention practices, annual training, police department training and public safety workforce development strategies to more than 1300 uniformed employees.

This position provides for the daily supervision of the Johns Hopkins Public Safety Automated Communications Training facility and a dynamic group of permanent and adjunct, specially trained instructors tasked with instructional design and delivery of automated and emergency communications instruction, including the monitoring of enterprise-wide compliance with Criminal Justice Information System (CJIS) certification and Maryland Police and Correctional Training Commission (MPCTC) requirements for police and communications personnel. This position is also responsible for daily supervision of the Quality & Assurance Analyst, and coordination with the Local Agency Security Officer (LASO), CJIS Compliance Officer, and the Terminal Agency Coordinator (TAC).

Specific Duties & Responsibilities

- Provides project management to implement organizational goals, strategic programs that foster employee and community education, including concept creation, overseeing implementation, and identifying solutions to barriers that may exist.
- Leads planning of small to medium-scale events and initiatives for public safety personnel, affiliate organizations and community stakeholder groups.
- Manages the Johns Hopkins Public Safety Learning Management Systems, including the upload and publishing of learning modules, attendance records and user maintenance.
- Ensures the accuracy, maintenance and control of training and certification records.
- Identifies departmental training needs, conduct benchmarking and assist the Sr. Director with establishment of the Department's training goals and objectives.
- Works with Administrative Coordinator and Trainers to facilitate the scheduling, documenting and enrollment of Public Safety personnel as well as affiliates in training courses and other learning opportunities.
- Manages basic, advanced and specialized training coordinated by Public Safety Training personnel. Assist instructors in developing their lesson plans.
- Ensures maintenance of and controls use of public safety training facilities and equipment.
- Ensures appropriate usage of office equipment, and effective control of sensitive and privileged information, programs and correspondence.
- Maintains liaison with executive and senior managers, regulatory bodies and allied criminal justice, public safety and security/ police planning organizations to remain current with progressive approaches to public safety operations.
- Supervises training staff and has responsibility for performance management and results of the assigned area. Approves overtime for areas of responsibility.
- Revises standard operating procedures, plans and/or methods to account for the implementation of updated training and technical guidance.
- Provides liaison and representative to public safety directors, JHU and JHM stakeholder communities, working groups, and committees in developing policy, procedural and training solutions to improve public safety.
- Reports data and summary analysis on employee compliance the effectiveness of training programs, delivery models and outcomes.
- Identifies security, police and special police licensing mandates, including monitoring for updated legislative requirements and judicial interpretations requiring updated training.
- Maintains good relationships, be responsive, communicate and work effectively with other divisional offices and sites, as well as many other Johns Hopkins Institutions and entities.
- Handles courteously and competently incoming calls, providing information and answering questions pertaining to Johns Hopkins Public Safety, training programs and facilities.
- Responds to requests from alumni for research, service, and/or information.

In addition to the duties above:

- Manages basic, advanced and specialized training specific to the Automated Communications Training Facility by assisting instructors in developing their lesson plans specific to the use of automated communications systems utilized by Johns Hopkins Police and Public Safety personnel including but limited to, CJIS networks such as the Maryland Electronic Telecommunications Enforcement Resource System (METERS) and the National Crime Information Center (NCIC), Automated Fingerprint Information System (AFIS); Electronic Traffic Information Exchange (E-TIX); Capitol Area Wireless Integrated Network (CapWIN); Axon Body Worn Camera (BWC), Records Management (RMS) and Computer Aided Dispatch (CAD) systems.
- Identifies CJIS, police and applicable emergency communications licensing and regulatory mandates.
- Working knowledge of public safety communication operations, applicable laws, and CJIS policies, procedures and regulatory requirements.

Minimum Qualifications

- Bachelor's Degree in Education, Training or related field.
- Five years of experience of leadership in training and development, or equivalent combination of education and experience, preferably working with a large department.
- Additional education may substitute for required experience, and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

- Professional certification through, IAHSS or ASIS preferred.
- Experience in a security or law enforcement agency servicing a university and/or medicine campus.
- Experience as a certificated Maryland Police & Correctional Training Commission General Instructor.
- Professional certification as a Public Safety Telecommunicator Instructor, and Emergency Medical Dispatch (EMD) Instructor by the Association of Public-Safety Communications Officials (APCO).
- Ten (10) years in work coordination, training, and daily oversight of staff, students, or volunteers.

Technical Qualifications & Specialized Certifications

- Must be in possession of a valid state motor vehicle driver's license have and maintain a clean motor vehicle driving record (no more than two current points).
- Ability to obtain and retain a State Maryland Special Police Commission.
- Ability to successfully complete the CN2 NCIC/METERS/CJIS instructor Certification within 90 days of hire
- Ability to successfully complete the Public Safety Telecommunicator Instructor, and Emergency Medical Dispatch (EMD) Instructor Certification through the Association of Public-Safety Communications Officials (APCO) within 90 days of hire.
