IRC Ukraine is recruiting this position for the Consortium Management Unit (CMU) of the Ukraine Life-Saving Assistance Consortium (ULAC), an IRC-managed multi-partner humanitarian consortium being developed in connection with the Ukraine Humanitarian Fund (UHF) US Award Tranche II. The Consortium MEAL, Accountability & Reporting Manager leads consortium-level monitoring, evidence consolidation, accountability and narrative reporting. The role coordinates the consortium Monitoring Plan and harmonized monitoring requirements; consolidates and quality-assures results; maintains visibility over geographic and population coverage; coordinates relevant process monitoring and post-distribution monitoring (PDM); aggregates accountability to affected populations (AAP) information; and coordinates high-quality UHF/OCHA monitoring and reporting.

The position establishes a coherent consortium evidence and reporting framework while working through, rather than replacing, participating organizations' MEAL and reporting systems.

This position is contingent upon successful award of funding and confirmation of the project start.

The position will be based in Kyiv, Ukraine, with travel to other locations as required for consortium coordination, monitoring and implementation support.

Primary Responsibilities:

Consortium monitoring framework and harmonization:

·   Coordinate development, operationalization and periodic review of the consortium Monitoring Plan, aligned with approved UHF/OCHA indicators, targets and reporting requirements.

·   Establish harmonized consortium-level definitions, data requirements, reporting calendars, templates, disaggregation standards and quality expectations, using participating organizations' systems wherever feasible.

·   Coordinate indicator mapping across technical components and participating organizations and maintain a consolidated performance framework showing progress against agreed results.

·   Ensure consortium monitoring arrangements are proportionate to delivery modalities and provide timely evidence for management and adaptive decision-making.

Results consolidation, quality assurance and coverage:

·   Consolidate monitoring data from participating organizations and coordinate systematic quality assurance, reconciliation and follow-up before consortium-level use or submission.

·   Maintain visibility over geographic and population coverage and identify potential gaps, overlap, inconsistencies or performance concerns requiring management attention.

·   Coordinate relevant process-monitoring and PDM requirements, including for cash/voucher and in-kind assistance where applicable, with responsible technical and MEAL teams.

·   Analyze performance trends, implementation bottlenecks and emerging issues and translate evidence into concise management information for the Consortium Coordinator and relevant coordination mechanisms.

Accountability to affected populations and responsible data:

·   Coordinate consortium-level AAP requirements and support harmonized minimum expectations for safe, accessible and responsive feedback mechanisms.

·   Aggregate and analyze non-identifying feedback, complaints and response trends to identify systemic issues, access barriers or quality concerns and support program adaptation.

·   Ensure sensitive complaints, safeguarding/PSEA concerns and other confidential matters are handled through appropriate organizational referral and reporting mechanisms rather than routine consortium reporting.

·   Promote responsible data management, data minimization, confidentiality and appropriate information-sharing across consortium monitoring and reporting processes.

UHF/OCHA reporting, monitoring and learning:

·   Lead the consortium calendar and process for consolidated UHF/OCHA narrative and monitoring reporting, coordinating timely inputs and quality assurance across participating organizations and relevant IRC functions.

·   Draft and/or consolidate high-quality narrative reports that accurately connect activities, results, challenges, adaptations, accountability evidence and forward actions.

·   Coordinate consortium inputs to applicable UHF/OCHA monitoring and accountability tools and requirements, including AIT inputs where applicable.

·   Coordinate evidence preparation for UHF/OCHA monitoring visits and support timely follow-up to monitoring findings.

·   Facilitate consortium learning and review processes and support documentation of operational lessons and effective practices.

·   Work closely with the Consortium Coordinator and Finance & Compliance Manager to triangulate programmatic, financial, accountability and risk information for consortium performance oversight.

KEY WORKING RELATIONSHIPS

Position reports to: Consortium Coordinator

Technical line: IRC Grants and MEAL functions

Supervises/Direct reporting: TBC, subject to final CMU staffing structure

Other internal contacts: IRC MEAL and Grants functions; technical teams; Partnerships; Finance; field teams; safeguarding/PSEA and other relevant functions

Key external contacts: UHF/OCHA on monitoring and reporting matters, as coordinated through the Consortium Coordinator and relevant IRC leadership

Requirements

·   Advanced university degree in monitoring and evaluation, social sciences, statistics, international development, information management or a related field, or equivalent relevant experience.

·   Typically 7+ years of progressively responsible MEAL, program quality, information management or donor-reporting experience in humanitarian or development settings.

·   Demonstrated experience designing and coordinating MEAL systems for complex, multi-sector or multi-partner programs.

·   Strong experience with indicator frameworks, data-quality assurance, quantitative and qualitative analysis, PDM/process monitoring, AAP and donor reporting.

·   Experience consolidating results and narrative reporting across multiple implementing organizations is strongly preferred.

·   Strong understanding of responsible data practices, confidentiality and safeguarding-sensitive information management.

·   Excellent analytical writing and ability to turn complex evidence into concise management and donor reporting.

·   Excellent written and spoken English required; Ukrainian language skills are highly desirable.
