MdM in Syria

Following the rapid power shift in Damascus on 8 December 2024, the Syrian Arab Republic is undergoing a pivotal transformation that is fundamentally reshaping its humanitarian, political, and recovery landscape. The legacy of more than 14 years of conflict continues to manifest in an ongoing and unprecedented humanitarian crisis, characterized by significant challenges.

Currently, 16.5 million people are in need, with 8 million individuals urgently prioritized—representing 33% of the Syrian population. Syria’s health crisis is compounded by multisectoral fragilities and overlapping crises, including severe shortages of human resources, insufficient medical supplies, disparities in salary scales between the Ministry of Health and INGOs, weak governance and monitoring systems, political uncertainty, evolving humanitarian coordination mechanisms, reduced funding amid increasing needs, and expanded humanitarian access to previously restricted yet highly contaminated areas.

MdM is adapting its interventions to remain effective and impactful within Syria’s evolving humanitarian landscape.

MdM’s strategy in Syria is structured around two main priorities:

- Providing primary healthcare services, including outpatient consultations, vaccination, nutritional care, and reproductive health, through the direct support of three health facilities

- Ensuring a community-based approach to promote equitable access to healthcare services for all

About the role

You will be responsible for coordinating and overseeing grants management, donor compliance, resource mobilization, and partnership and donor engagement for MdM in Syria. In addition, you will be responsible for the mission's communication and will represent the mission in relevant forums.

What you’ll do

Under the supervision of the general coordinator, your main responsibilities are the following:

Proposal management:

- Lead and coordinate concept notes and proposals
- Write the non-technical sections (context, needs analysis, cross-cutting)
- Ensure coherence between narrative, logframe and budget as well as alignment with MdM strategy and donor requirements

Reporting:

- Track all active grants and deadlines
- Coordinate donor and internal reports (including the monthly situation report)
- Ensure quality and consistency between programmatic and financial information

Donor engagement:

- Maintain donor mapping and a database of calls for proposals
- Train teams on donor rules, prepare meetings and briefing materials for the general coordinator
- Support audits and evaluations

Partnerships:

- Support the development of MoUs and partnership agreements
- Coordinate due diligence
- Manage collaboration with partners, including in a consortium

Communication:

- Develop communication products (factsheets, country profiles, success stories)
- Contribute to the visibility strategy, train staff on guidelines
- Collect field content, and manage social media in line with MdM and donor guidelines

Who you’ll work with

You will work closely with the program officer at HQ, the Institutional Funding Unit, the technical coordinators, the support coordinators, the MEAL team, and the communication teams at HQ and in the field, among others.

Requirements

You are the right match if you:

- Hold a Master’s degree in the following or related field: Development, International Relations, Humanitarian Management
- Have at least one year of experience in a similar role
- Have demonstrated experience in coordinating and preparing strong narrative and financial reports for a variety of donors
- Have a strong understanding of donor compliance, especially for ECHO, FCDO and UN mechanisms
- Have a previous experience with Médecins du Monde (MdM) (strong asset)
- Speak English fluently, Arabic is highly appreciated

This role may not suit you if you:

- Don't have experience in multi-donors’ budgets
- Don't have the ability to work under pressure, in insecure and fast-changing contexts, with sound judgment, diplomacy and adaptability
- You are not aligned with MdM’s values and activist approach

Contract & status:

- Gross monthly salary: 3 069 €

- Fixed-term contract for 3 months starting as soon as possible
