Job Description
STMicroelectronics Malta is seeking a skilled and motivated H&S engineer to join our Central Construction Facility Services team.
The job requires a visionary leader—integrating EHS management systems into a broader culture of innovation and creativity that maintains full control of our H&S culture. The prospective candidate will be a primary culture-shaper, utilizing ideation and "creativity boosters" to enhance the employee experience while ensuring technical and regulatory excellence supporting the sustainability targets and long-term vision of STMicroelectronics.
Duties & Responsibilities
The responsibilities include, but are not limited to:
- The Health and Safety Engineer plays a pivotal role in maintaining, executing, and continuously improving the site’s Health & Safety management systems in full alignment with ISO 45001 standards and Chapter 646 of the Laws of Malta (Health and Safety at Work Act) . This position safeguards all personnel—including employees, contractors and third parties—while driving a proactive safety culture and ensuring uninterrupted operational continuity.
- ISO 45001 & Regulatory Compliance: Oversee the implementation, audit preparation, and daily maintenance of the ISO 45001 and RBA frameworks. Seamlessly align operations with Chapter 646 of the Laws of Malta, ensuring strict compliance to mitigate administrative risks and statutory penalties.
- Risk Management & Health Surveillance: Coordinate site risk evaluations (through Risk Assessments), manage occupational health surveillance (including clinic services and medical recommendations), and monitor environmental health controls, such as Legionella and water quality testing.
- Strategy & Psychological Wellbeing: Develop and execute H&S strategies that address both physical safety protocols and psychological wellbeing in the workplace.
- Contractor & Third-Party Management: Review contractor agreements and align procurement processes with purchasing to guarantee complete vendor safety compliance.
- Incident Prevention & Daily Operations: Coordinate day-to-day H&S operational activities, track key performance indicators (KPIs), analyze trends, and manage emergency response readiness.
- Policy Deployment & Reporting: Update and communicate site safety policies, track performance metrics, and prepare executive reports for internal management, corporate entities, and external authorities.
- Training & Culture Promotion: Coordinate comprehensive safety training programs, ensure workforce competency, and champion proactive safety engagement across all plant departments.
- External Communications: Communicate with authorities and agencies related to the H&S, mainly Occupational Health and Safety Authority (OHSA), Civil Protection Department (CPD), External Auditors, and H&S Equipment Suppliers.
- Emergency Response Team (ERT ): Will be deeply involved in the ERT both as a leader/member and as well with the organisation of training to the ERT team.
Skills and Qualifications
- Education: Preferably a Bachelor's Degree in Occupational Health and Safety, Sciences, Mechanical/Electrical Engineering, or equivalent/higher-level education. Alternatively, equivalent extensive experience in the sector of H&S, especially in the Occupational area will be considered. Deep knowledge and preferably experience of the Chapter 646 of the Laws of Malta and ISO 45001 management systems, will be considered highly essential.
- Experience: 3–5 years of relevant experience in health, safety, and environmental roles, preferably within an industrial, manufacturing, construction, or engineering environment.
- Certifications: Qualifications or deep knowledge of ISO standards and internal auditing are considered a strong asset.
- Legislative Knowledge: In-depth understanding and proven experience in applying Chapter 646 of the Laws of Malta (Health and Safety at Work Act) and relevant EU H&S directives.
- Standards & Systems: Proficient in ISO 45001 management system standards, safety protocols, and audit coordination.
- Compliance: Solid understanding of regulatory compliance, legal requirements, and health surveillance management.
- Analytical Problem-Solving: Dynamic, solution-oriented analytical skills to evaluate performance data, investigate issues, and implement effective solutions.
- Operational Execution: Proven ability to conduct comprehensive safety inspections, coordinate audits, and deliver highly effective training and awareness programs.
- Communication & Collaboration: Strong communication and reporting skills, with exceptional cross-departmental coordination capabilities to navigate complex organizational structures and work effectively with cross-functional teams.
- Mindset: Proactive, highly detail-oriented, and intensely safety-focused.
- Leadership: Strong leadership and influencing skills to promote a culture of health and safety, backed by an ethical and professional approach.
- Resilience: Open-minded, adaptable, and fully capable of working independently and reliably under pressure.
- Presentation Skills: Able to create presentations and delivery of the presentations to top management as part of the management system.
