The Payroll Manager is a subject matter expert of payroll processes and functions and is responsible for managing, maintaining, and regularly reviewing the payroll processing system to ensure timely and accurate processing of payroll transactions. This position administers and supervises the payroll operations of the college and is responsible for ensuring appropriate employee compensation and accurate payroll deductions; IRS tax reporting; annual W-2 process; calculating terminal pay, FRS contributions and assistance with related reporting; SGIP payments and reporting; state unemployment reporting; and compliance with federal, state, and college regulations. The Payroll Manager enforces DOL wage and hour requirements; administers involuntary garnishments and deductions; manages pre- and post-tax benefit deductions; maintains internal controls; and provides accurate payroll data and documentation to auditors. The Payroll Manager also assists with regulatory compliance as it relates to plan documents and vendor agreements.
Job Description
Responsibilities and Duties Include:
- Manages all aspects of daily payroll operations, including payroll processing and reporting; payroll deductions; workers’ compensation; unemployment insurance; employee and retiree benefits; health, dental, vision and life insurance; Short/Long Term Disability (STD/LTD); Flexible Spending Account (FSA); and tax shelters including 403(b), 457, and 401(a).
- Manages, maintains, and reviews the payroll processing system to ensure timely and accurate processing of payroll transactions which includes ensuring the system is correctly processing salaries, reported hours worked, paid leave, holiday pay, and overtime calculations.
- Maintain payroll schedules and ensures all payroll processes meet established deadlines.
- Ensures that payroll deductions are accurate as aligned with SGIP and FRS in collaboration with accounting and IT partners including the monitoring of all related reports.
- Analyzes, interprets, and applies all federal, state, and local laws, rules, regulations, and policies related to payroll.
- Stays abreast of updates to applicable federal and state regulations and periodically reviews payroll processes and procedures to ensure full compliance with DOL, IRS, FRS, college rules and HRIS business processes.
- Confirms payroll tax compliance with relevant laws and internal policies, staying informed of key dates and regulatory deadlines.
- Ensures the accurate payment and reporting of college employee benefits in compliance with the provision of tax laws, federal and state regulations, and college policies.
- Monitors and ensures compliance with wage and hour laws, terminal leave, benefit deductions, retirement contributions, and other payroll-related requirements.
- Ensures all court orders, levies, and garnishments are administered in accordance with applicable laws and regulations.
- Maintains internal controls by reviewing and approving payroll transactions, audits, reconciliations, and reports; auditing manual transactions entered into the system; and identifying and correcting discrepancies.
- Oversees the calculation of manual payroll checks, including terminal leave pay, employee awards, one-time payments and issuance of manual checks.
- Prepares terminal pay calculations for employees, including projections for planning purposes.
- Oversees the submission and processing of 941 Quarterly Tax Returns, W-2 year-end reporting, and State Quarterly Re-employment payments.
- Prepares and submits all payroll related reports, including workers’ compensation, actual and estimated payroll, and reports for health, life, dental, vision and disability payments and coordinates with accounting as appropriate on related reporting completed outside of the HR payroll department.
- Collaborates with college constituents to facilitate the accurate completion of various payroll processes including the Office for Finance and Information Technology Services, as well as functional leads and colleagues on the HRIS payroll system configuration, maintenance, upgrades, testing, and process improvements.
- Serves as the subject matter expert on payroll functions and systems, providing guidance, resources, and ongoing support to employees, supervisors, and colleagues and facilitating training on these items for the college.
- Responds to payroll inquiries with accurate and reliable information, resolving complex and sensitive payroll issues with a high level of confidentiality and customer service to both internal and external constituents.
- Facilitates high-quality training, supervision, and evaluation of direct reports, providing guidance and support to ensure the successful delivery of services.
- Keeps a record of operating procedures and may share position specific knowledge, including use of collegewide ERP and related system processes, by providing guidance on standard operations and established departmental procedures as needed.
- Provides service to the college through participation in events, committees, and other college activities.
- Complies with all published College Rules, procedures, guidelines, and laws/regulations governing public employees, including but not limited to those related to document retention and destruction, FERPA, and confidentiality.
- Strictly honors the privacy, security, and confidentiality of records and other sensitive information according to appropriate state, federal, and college regulations, policies, and procedures.
- Provides service excellence through courteous, informed, accessible, and professional engagement.

Reports to: HR Operations Director
QUALIFICATIONS
Required: A bachelor’s degree in finance, accounting, business administration, or related fields with four (4) years of related professional work experience. A combination of related education and/or experience that involves the interpretation and application of complex guidelines with adherence to detailed calculations equal to eight (8) years will be considered.
Additional Requirements: A criminal background check will be conducted.
