Job Summary

The Asset Management Specialist leads the development, implementation and continuous improvement of the Enforcement Division’s asset management program, supporting a diverse portfolio of vehicles, technology, communications equipment, uniforms and specialized operational assets across eight regulatory and enforcement service areas.

The role provides strategic and operational leadership through the development of asset strategies, lifecycle and investment plans, governance frameworks, performance measures and business processes that support operational readiness, sustainability, accountability and effective resource allocation. Working collaboratively across corporate and operational teams, the Specialist provides subject matter expertise, oversees asset management systems and data, and leads initiatives that optimize asset performance and support front-line service delivery.

Duties and Responsibilities

- Lead the Division’s asset management program, including the development and implementation of strategies, policies, governance frameworks, standards, controls and performance measures.

- Establish and maintain consistent processes governing asset planning, acquisition, deployment, utilization, maintenance, replacement, transfer and disposal to support effective life cycle management and accountability.

- Develop lifecycle plans, replacement forecasts, multi-year asset plans, budget forecasts, business cases and funding recommendations to support long-term investment and resource allocation decisions.

- Assess asset condition, utilization, criticality, risk, and lifecycle requirements to identify investment priorities, optimization opportunities, funding gaps and future asset needs.

- Lead procurement planning and acquisition strategies, including requirements development, specification preparation, evaluations, contract administration, vendor management and warranty oversight.

- Implement and oversee asset management systems, inventories and registries to ensure accurate asset data, effective tracking, lifecycle accountability and audit readiness.

- Evaluate and optimize asset management technologies and related business processes to enhance asset visibility, system effectiveness and operational efficiency.

- Develop dashboards, performance measures and management reports and analyze financial, utilization, inventory and lifecycle data to identify trends, risks and opportunities for optimization and continuous improvement.

- Conduct audits, reconciliations, risk assessments and benchmarking activities to strengthen governance, optimize asset performance and support informed decision-making.

- Provide strategic advice and recommendations regarding asset investment, governance, procurement, lifecycle planning, operational risk and resource allocation.

- Lead stakeholder engagement, consultation and requirements gathering with Fleet Services, Finance, Procurement, IT, Materiel Management and operational partners to support coordinated asset planning and stewardship.

- Lead cross-functional initiatives and represent the Division on corporate committees, working groups and enterprise projects to advance asset management objectives and operational effectiveness.

- Coordinate operational asset stewardship activities, including vehicles, inventories, assignments, transfers, recoveries, replenishment and compliance monitoring.

- Ensure governance, funding, procurement, training, tracking and life cycle controls are established to support the successful introduction of new programs, services, technologies and operational assets.

- Performing other duties, responsibilities and special projects as assigned.

Skills and Qualifications

- Post-secondary degree or diploma in Business Administration, Public Administration, Asset Management, Supply Chain Management, Logistics, Operations Management, Information Technology, or related discipline.

- Minimum of five (5) years of progressively responsible experience in asset management, program development, inventory management governance, fleet coordination, logistics, operational resource management or a related field, or an equivalent combination of education and relevant experience.

- Demonstrated experience developing and implementing asset management policies, governance frameworks, lifecycle strategies, internal controls, performance measures and continuous improvement initiatives.

- Demonstrated experience providing governance, planning or analytical support for a large, high-value and operationally diverse asset portfolio.

- Experience conducting strategic planning, risk analysis, lifecycle forecasting, state-of-good repair reviews, inventory management, asset optimization, budget development and business case preparation.

- Demonstrated ability to assess financial exposure, operational consequences and organizational risk and translate complex findings into practical strategies, controls and recommendations.

- Experience administering or providing functional oversight of corporate or enterprise assets, inventory, fleet or technology-management systems, such as SAP, fleet management information systems, IT asset-tracking tools or equivalent platforms.

- Demonstrated knowledge of data governance, asset registries, audit controls, performance measurement, management reporting and asset lifecycle data.

- Strong research, policy development, analytical, problem-solving and organizational skills.

- Demonstrated ability to interpret corporate policies, operational requirements, technical information and industry best practices and develop appropriate divisional standards, procedures and processes.

- Advanced proficiency with Microsoft Office applications, particularly Excel, Word and PowerPoint, with the ability to analyze complex data, develop dashboards, prepare professional reports, presentations and business cases.

- Excellent written and verbal communication skills, including the ability to explain complex information and present recommendations to management and stakeholders.

- Strong interpersonal, consultation and stakeholder management skills, with the ability to influence outcomes and establish effective working relationships across multiple business areas.

- Demonstrated project management and change management skills, with the ability to lead cross-functional initiatives involving competing priorities, multiple stakeholders and complex operational requirements.

- Ability to exercise independent judgement, manage sensitive information and work with minimal supervision in a complex, high-accountability environment.

- Knowledge of municipal procurement, inventory management, fleet operations, and asset optimization and management best practices is considered an asset.

- Knowledge of LEAN principles and continuous improvement methodologies is considered an asset.

- Certification in Asset Management, Supply Chain Management, Project Management or a related discipline is considered an asset.

- Valid Ontario Class G Driver’s Licence.
