The City of Austin Employment Services Center is seeking a detail-oriented, highly organized Program Manager I to lead and coordinate all facets of four annual citywide job fairs. Purpose:
Under general direction, this position is responsible for managing programs that integrate multiple elements or projects to achieve a defined objective.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Determines program goals, objectives and resource requirements.
- Establishes program standards, methods, policies and procedures.
- Coordinates and collaborates with stakeholders.
- Monitors and evaluate programs effectiveness and implements improvement strategies.
- Manages the budget of assigned program and associated projects and provides financial information.
- Assists in developing, managing and submitting proposed budget forecast information.
- Manages, coordinates, implements and monitors projects associated with assigned program.
- Interacts with internal and external customers.
- Investigates and responds to inquiries from the public and other departments.
- Provides technical advice and assistance to department management, city management, field personnel, contractors, etc.
Responsibilities - Supervisor and/or Leadership Exercised:
May be responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for discharge.

- Knowledge of principles and practices associated with assigned program area(s).
- Knowledge of fiscal planning and budget preparation and monitoring.
- Knowledge of management principles related to municipal project and program activities.

Minimum Qualifications:
- Graduation with Bachelor's degree from an accredited four-year college or university with major course work in a field related to the job plus three (3) years of experience in a field related to the job, one (1) year of which was in a lead, supervisory, project or program management capacity.
- Experience may substitute for education up to a maximum of four (4) years.
Preferred Qualifications:
- Demonstrated experience planning and executing large events or multi‑component projects.
- Strong project management skills, including timeline development, task coordination, and resource planning.
- Excellent written communication skills for developing clear procedures, templates, and guides.
- Strong stakeholder engagement and collaboration skills.
- Ability to analyze program operations and implement effective improvements.
- Proficiency with computers and software applications used for scheduling, documentation, tracking, and communication.
- Ability to manage multiple priorities, adapt to changing needs, and work with frequent interruptions.
- Sound judgment, professionalism, diplomacy, and confidentiality in all interactions.
- Ability to build and maintain productive working relationships with staff, partners, and the public.
Licenses and Certifications Required:
Valid Texas Class C Driver License.

In this position, you will:
- Plan, coordinate, and manage all components of four citywide job fairs, including timelines, logistics, vendor coordination, outreach, onsite operations, and post‑event evaluation.
- Establish and maintain program standards, processes, methods, and procedures for consistent event production.
- Develop clear documentation such as work instructions, process guides, tools/templates, and a comprehensive Event Production Manual (Standard Operating Procedure).
- Work collaboratively with internal departments, external partners, employers, and community organizations to ensure successful event execution.
- Monitor, assess, and report on program effectiveness; recommend and implement process improvements.
- Manage program budgets related to event production and provide ongoing financial reporting.
- Respond to inquiries from the public, departments, and partners with professionalism and clarity.
- Provide technical guidance to stakeholders and City personnel involved in program delivery.
- Coordinate and track projects related to the program, ensuring deadlines and deliverables are met.

Salary Range: $33.06 - $41.33

Days and Hours:
The standard schedule for this position is Monday through Thursday for six (6) hours per day and Friday for five (5) hours per day, for a total not to exceed twenty‑nine (29) hours per week. An alternative schedule may be approved, provided it does not exceed this weekly hourly limit. Additionally, the position will be eligible for telework at a later date, subject to departmental needs and supervisory approval.
Driving Requirement:
This position requires a Valid Texas Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation (DRE) r equirements. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.
