As an IT Project & Portfolio Manager, you will lead technology projects and manage a portfolio of IT capabilities from requirements and acquisition through delivery, sustainment, and continual improvement. This role integrates project management, IT investment planning, cybersecurity, supply-chain risk management, service management, and lifecycle cost oversight to ensure investments remain aligned with mission and enterprise priorities.

This position is designated as a DoD Cyber Workforce Framework (DCWF) cyber workforce role aligned to Work Role 802 (IT Project Manager) and Work Role 804 (IT Investment/Portfolio Manager). The successful candidate will apply cybersecurity and risk-management considerations throughout project, acquisition, contracting, cloud, supplier, and service-management activities while supporting classified and mission-critical environments.

In this job, you will:
- Plan, organize, schedule, and execute concurrent IT projects and portfolio initiatives, maintaining scope, cost, schedule, quality, risk, dependencies, and performance measures aligned with enterprise mission objectives.
- Translate mission needs and requirements into prioritized IT investments, acquisition strategies, lifecycle plans, and measurable outcomes; recommend improvements, upgrades, and business-process solutions.
- Lead project and portfolio governance activities, including resource planning, budgeting, contracting, lifecycle cost estimates, corrective actions, and executive-level reporting.
- Integrate cybersecurity, network, system, cloud, performance, and supply-chain security requirements into project plans, acquisition packages, statements of work, service agreements, and acceptance criteria.
- Evaluate procurement and supplier activities for information-security and supply-chain risk; assess supplier/product trustworthiness and support acquisition decisions throughout the procurement lifecycle.
- Develop and monitor risk, compliance, and assurance measures, including RMF-informed risk analysis, threat assessment, mitigation planning, audit support, and documentation of supply-chain risks for critical system elements.
- Coordinate and service end-to-end IT service delivery with internal process owners, service managers, product owners, customers, vendors, and cybersecurity stakeholders; help define operating-level agreements, SLAs, and underpinning contracts.
- Review service and project performance data, customer feedback, issues, variances, and corrective actions to drive continual improvement and ensure required outcomes are achieved.
- Apply enterprise architecture, system lifecycle, networking, cloud-service, and cloud-deployment concepts when evaluating solution options across on-premises, private, public, and hybrid environments.
- Support continuity, resilience, and operational planning by incorporating enterprise cybersecurity and supply-chain risk-management considerations into project and portfolio decisions.
- Navigate applicable laws, regulations, policies, standards, ethics, and import/export considerations affecting cybersecurity technologies, cryptography, acquisition, and supply-chain risk.
- Communicate effectively with technical teams, business leaders, customers, contracting personnel, security professionals, and senior stakeholders to resolve conflicts, establish priorities, and sustain mission alignment.
Required Education, Experience, & Skills
- Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, Engineering, Business, Project Management, or a related field, plus relevant professional experience managing complex IT projects, programs, or investment portfolios; equivalent military or additional directly relevant experience may be considered in lieu of degree requirements.
- Demonstrated experience managing IT projects across the full lifecycle, including requirements analysis, planning, scheduling, cost/budget management, resource allocation, risk management, performance measurement, stakeholder coordination, and delivery of IT services or products.
- Working knowledge of enterprise IT goals, IT architecture concepts and frameworks, system lifecycle management, service-management concepts, networking fundamentals, and cloud service/deployment models (SaaS, PaaS, IaaS; public, private, hybrid, and on-premises).
- Working knowledge of cybersecurity principles, cyber threats and vulnerabilities, operational impacts of cybersecurity lapses, and risk-management processes, with the ability to integrate security practices throughout project and acquisition activities.
- Experience supporting IT acquisition/procurement activities and ensuring cybersecurity, supply-chain, network, system, performance, and operational-security requirements are addressed in acquisition packages, outsourcing arrangements, contracts, and deliverables.
- Knowledge of supply-chain risk-management standards, policies, processes, and practices, with the ability to evaluate supplier/product trustworthiness and assess procurement effectiveness in addressing information-security and supply-chain risks.
- Ability to develop and use measures for project, system, service, risk, compliance, and assurance performance; analyze variances; initiate corrective action; and communicate status, issues, and recommendations to decision-makers.
- Experience coordinating with IT process owners and ability to service stakeholders and define service expectations, operating-level agreements, SLAs, performance reporting, customer feedback, and continual-improvement actions.
- Knowledge of applicable cybersecurity laws, regulations, policies, standards, and ethical requirements, with sound judgment in resolving conflicting requirements and escalating risk appropriately.
- Strong written and verbal communication, facilitation, negotiation, analytical, and problem-solving skills, with the ability to work across technical, acquisition, contracting, cybersecurity, and mission organizations.
- Ability to obtain and maintain the security clearance required for the assigned program; current SECRET clearance is strongly preferred for classified program support.
- Must meet DoD 8140.03 qualification requirements for the assigned DCWF work role(s) within the timeframe established by the program or customer.
Preferred Education, Experience, & Skills
- Project Management Professional (PMP), Program Management Professional (PgMP), PMI-ACP, Certified ScrumMaster, or comparable project/program management credential.
- ITIL Foundation or higher, DAU acquisition training, FAC-P/PM or equivalent acquisition/program management education, or demonstrated experience working within federal/DoD acquisition environments.
- Experience managing and executing an IT investment portfolio, technology roadmap, capital-planning process, lifecycle cost estimate, or portfolio prioritization process that balances mission value, risk, cost, schedule, cybersecurity, and resource constraints.
- Experience with DoD Risk Management Framework (RMF), security authorization processes, compliance/assurance metrics, or collaboration with ISSMs, ISSOs, security control assessors, network/security engineers, and cyber operations teams.
- Experience drafting or reviewing cybersecurity and supply-chain risk-management documentation, acquisition requirements, contract language, statements of work, SLAs/OLAs, and acceptance criteria.
- Knowledge of organizational process improvement and maturity models such as CMMI, and experience applying continual-improvement methods to project, procurement, or IT-service delivery.
- Experience with current and emerging cyber technologies and the ability to evaluate solution alternatives, technology trends, research, industry capabilities, and external technical expertise from government, academia, research centers, or industry.
- Knowledge of import/export control requirements affecting cryptography, cybersecurity technologies, systems, and software, including the ability to support acquisition or import/export reviews when required.
- Experience supporting classified networks, National Security Systems, SIPRNET-connected environments, or other high-assurance DoD/federal IT environments.
- Advanced degree in a related discipline and/or experience leading multi-disciplinary teams, budgets, staffing, contracting, audits, or executive governance reviews.

Pay Information
Full-Time Salary Range: $79365 - $134921

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
