The Grants & Contracts Manager supports SGBP’s mission-driven Restoration Program projects in South Baltimore communities. As part of SBGP’s Transformational Projects work, the Restoration Program stewards more than $80 million in investments to restore and reconnect South Baltimore’s Middle Branch shoreline. Through the Middle Branch Resiliency Initiative (MBRI) and related investments, the Restoration Program is restoring acres of lost tidal habitat, improving water quality, strengthening resilience to flooding and erosion, and expanding public access to the waterfront. Working in partnership with South Baltimore communities, the program has already transformed significant stretches of shoreline and continues to pair major physical investments with community engagement, workforce development, programming, and stewardship.

The Grants & Contracts Manager serves as the administrative and compliance backbone of SBGP’s growing Restoration Program, ensuring that grants, contracts, procurement processes, and related agreements are executed and administered effectively so that ambitious, mission-driven restoration projects can move forward successfully. This position has the judgment and experience to independently interpret requirements, establish systems, flag risks, coordinate across internal and external partners, and drive administrative processes to completion with minimal supervision.

Here's a Snapshot of the Position:

Grants and Funding Administration :

- Reviews prospective funding agreements prior to execution to identify significant compliance, procurement, reporting, match, or other administrative requirements and flag potential issues for program leadership, Operations, or legal counsel.

- Leads post-award grant administration and compliance for external funding supporting the Restoration Program, translating funding agreements into actionable requirements, deadlines, documentation needs, and internal assignments.

- Coordinates funder contracting and grant administration, including agreements, amendments, reporting, reimbursement requests, supporting documentation, deliverable tracking, and closeout.

Procurement and Contracting :

- Leads or coordinates Restoration Program procurement and vendor contracting, working with the Restoration Managers, Operations team members, and legal counsel to move contracts from procurement through execution, and maintain required records.

- Coordinates Baltimore City Minority- and Women-Business Enterprise (M/WBE), state Disadvantaged Business Enterprise (DBE), and other contracting compliance, including required outreach, participation documentation, approvals, monitoring, and reporting.

- Manages the administrative process for property access and site-control agreements, including rights of entry, MOUs, and long-term stewardship or maintenance agreements, coordinating with project leads and legal counsel as needed.

Compliance Systems and Administration :

- Develops and maintains program-wide compliance systems that track award periods, budgets, milestones, match requirements, procurement conditions, reporting deadlines, contractual obligations, vendor deliverables, and other requirements across the Restoration portfolio.

- Serves as the Restoration Program's primary liaison with the SBGP Operations team on grants, contracts, procurement, reimbursements, and related compliance matters.

- Works closely with the Restoration team to collect technical and programmatic information needed for funder reporting while allowing project managers to remain focused primarily on project delivery.

- Proactively identifies upcoming requirements, potential compliance issues, administrative bottlenecks, and missing documentation and drive them toward resolution.

- Develops repeatable workflows, trackers, templates, checklists, and recordkeeping practices so that grant and contract administration is systematic and transparent rather than dependent on institutional memory.

Team Coordination :

- Works with the Restoration Director to establish program-wide systems for grant compliance, procurement, and vendor contract tracking.

- Works with the Restoration Managers to integrate funding and contracting requirements into project delivery and ensures timely completion of compliance obligations.

- Works with the Communications and Outreach team on funder-required communications, signage, website acknowledgments, and related requirements.

- Works closely with the Operations team and the Business System Administrator on organizational contracting, procurement, financial administration, and compliance processes.

What You Bring:

- 5+ years of relevant experience in grants, co ntracts, compliance, procurement, public administration, or a related field.

- Demonstrated experience administering grants and contracts, preferably involving government or other public funding.

- Comfort working with budgets, reimbursement documentation, match requirements, and other financial information associated with grant and contract administration.

- Exceptional organizational skills and attention to detail, with an ability to manage multiple deadlines, requirements, and processes simultaneously.

- Strong judgment and problem-solving skills, including the ability to identify compliance questions or risks and determine when additional guidance is needed.

- Strong written communication skills.

- Comfort interpreting agreements, policies, regulations, and other administrative requirements.

- Highly process-oriented; enjoys translating complicated requirements into clear workflows, trackers, checklists, and assignments.

- Mission-driven, with a genuine interest in environmental restoration and in helping deliver projects that strengthen communities and the South Baltimore waterfront.

- Demonstrated project management experience.

- Software proficiency including:

Intermediate to advanced proficiency in Microsoft Word, Excel, PowerPoint, and Outlook

- Google Suite (Calendar, Docs, Maps, etc.)

- Customer Relationship Management System (Salesforce)

- DocuSign

- Adobe Acrobat Pro

- Asana

- Video Conferencing to conduct meetings and events via Teams, Zoom, or other video conferencing technology

- Experience in one or more of the following: public procurement, Baltimore M/WBE or state DBE compliance, capital projects, reimbursement-based grants, or government contracting.

This position offers:

- Entry annual salary range of $78,000.00 to $87,000.00, commensurate with experience.
