The Department of International Health at the Johns Hopkins Bloomberg School of Public Health is seeking a Sr. Grants & Contracts Analyst- Post Award.
The Senior Grants and Contracts Analyst – Post-Award (Post-Award Sr GCA) will provide dedicated professional level research funds management with specific responsibility for post-award functions including but not be limited to: account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. This position works independently on a variety of grants/contracts that range from moderately to highly complex within the assigned divisional research team under the direction of the Grants and Contracts Manager. It will oversee and direct all aspects of complex award management activities and provide oversight to Grants and Contracts Analysts, including monitoring and managing accounts, audits, evaluations, and reporting. The ideal candidate should have experience in related fields, be able to lead and direct other employees, and take responsibility for personnel actions. This position is able to handle higher volumes and more complex portfolios than more junior GCA roles in the division.
The Post-Award Sr GCA provides broad/in-depth financial guidance to faculty with active extramural funding mechanisms. The Post-Award Sr GCA is responsible for the financial management of all sponsored accounts for a given faculty. This position offers leadership, guidance and learning support to Grants and Contracts Analysts within the department and works closely with faculty and their staff for post-award research admin tasks.
Specific Duties & Responsibilities
- Serve as the faculty’s primary point of contact throughout all phases of the post-award process.
- Manage the sponsored portfolios of various faculty.
- Maintain ongoing updates and communications related to current grants and contracts, including regular auditing and reporting to faculty on financial status of grants, contracts, and other relevant accounts; provide relevant updates and reports to Grants and Contracts Manager as needed.
- Meet at least quarterly with faculty to review all sponsored accounts.
- Review monthly financial reports and send to faculty.
- Serve as first level of approval for sponsored purchases, cost transfers, and other sponsored actions.
- Set and manage payroll/labor allocations against faculty sponsored accounts.
- Review and submit progress reports that do not require any type of signatory.
- Review and complete FSR Reconciliation Sheet.
- Submit non-financial reports (technical, invention, patent, etc.) to sponsor.
- Resolve deficit balances and control salary issues.
- Assign analysis and request submission tasks to Grants and Contracts Analysts as needed.
- Oversee the administrative aspects of awarded grants, including establishing project accounts, coordinating and tracking the negotiation of terms and conditions with funding agencies, and ensuring compliance with grant agreement terms and conditions and funder regulations.
- Ensure that project expenditures, financial transactions tracking, and account reconciliation are handled appropriately to ensure proper stewardship of grant funds.
- Stay abreast of relevant regulations, policies, and guidelines governing research administration.
- Facilitate contract negotiations with industry partners, government agencies, and other external entities.
- Provide leadership and guidance in the preparation of progress reports, financial reports, and other required documentation to funding agencies and sponsors in accordance with grant requirements and deadlines.
- Manage the process for delivering the technical and financial reports for private and government sponsors.
- Develop reports for forecasting and trending of expenditures of awards.
- Ensure compliance in all other areas related to grant and contract management, including compliance registrations, safety and environmental health issues, internal protocols, and conflicts of interest.
- Ensure that related post-award processes are coordinated appropriately by members of the JHURA/ORA, SPSS, and local grants and contracts units, including award setup, review, account setup verification, and ensure that staff are setup appropriately.
- Provide information and direct assistance required to complete contract and grant closeouts as needed. Ensure that all closeouts handled by other members of the grants & contracts team have been handled appropriately.
- Manage the performance and efficiency of the Grants and Contracts Analysts at the discretion of the Grants and Contracts Manager.
- Attend regular training sessions to keep current on policies and procedures relevant to position responsibilities.
- Perform other duties as requested by the Director of Research Administration or the Grants and Contracts Manager

Minimum Qualifications
- Bachelor's Degree.
- Four years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting.
- Additional education may substitute for required experience and additional related experience may substitute for required education beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
- Successful completion of the Research Administration Trainee program (13-15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied.
Preferred Qualifications
- Knowledge of JHU online systems for budgets, purchasing and accounting.
- Thorough knowledge and understanding of The Johns Hopkins University accounting system and related fiscal offices.
- Knowledge of modern ERP and grant management solutions used to track financial performance and compliance adherence.
- Knowledge of accounting and budgeting theory and practices.
Technical Qualifications & Specialized Certifications
- Thorough knowledge of external Federal guidelines/procedures for grants and contracts, including Uniform Guidance.
