Position Summary
The Director of Corporate and Public Safety provides executive-level leadership and strategic
direction for the College's corporate and public safety training enterprise, overseeing all
aspects of program planning, implementation, compliance, staffing, and fiscal management.
This position has primary oversight of all consulting services, the College's Mid-Atlantic OSHA Training Institute Education Center partnership and a broad portfolio of Corporate Health & Safety workshops. The Director serves as the primary institutional representative for
corporate and public safety program areas and is accountable for achieving program fiscal
and operational outcomes, maintaining regulatory compliance, and advancing the division's
mission through innovation, partnership, and community engagement.
Essential Duties and Responsibilities
• Provide executive leadership and strategic direction for all programs, staff, and
operations within the Corporate and Public Safety department in collaboration with the
Vice President of the Division
• Develop, manage, and monitor departmental budgets, including grant funds,
institutional allocations, and partnership resources.
• Collaborate in the generation of revenue for the department by participating in area
organizations that could be potential customers, cold-calling, and participation in
local events where potential customers may be found.
• Ensure full compliance with federal, state, and institutional regulations, accreditation
standards, and grant requirements.
• Lead the recruitment, selection, supervision, and professional development of all
departmental personnel.
• Build and maintain high-level partnerships with employers, community organizations,
government agencies, and educational institutions.
• Lead the development and submission of grant applications, contracts, and formal
partnership agreements.
• Represent the department and division in institutional governance, public forums, and
external advisory bodies.
• Analyze program data and outcomes to guide continuous improvement, resource
allocation, and strategic planning.
• Report to executive leadership on departmental performance, emerging needs, and
recommendations for institutional action.
• Champion equity, inclusion, and access in all program design, staffing, and
community engagement efforts.
Required Qualifications
• Bachelor's degree or education related to the field. Experience will be considered in
lieu of education
• Seven or more years of experience in education, or a related sector.
• Demonstrated success in managing grant-funded programs or contracts,
departmental budgets, and diverse professional teams.
• Exceptional leadership, communication, and relationship-building skills.
• Proven ability to develop and execute strategic plans that result in measurable
program impact and are fiscally responsible.
• Knowledge of employer engagement strategies.
• Working knowledge of OSHA standards, workplace safety regulation, and emergency
management frameworks (ICS/NIMS).
• The ability to teach in one or more program areas when needed, possessing one or
more of the following certifications:
• Certified Safety Professional (CSP)
• OSHA Outreach & OTI Education Center Instruction
• OSHA #511 (Occupational Safety and Health Standards for General Industry)
• OSHA #501 (Trainer Course for General Industry)
OSHA #503 (Update for General Industry Outreach Trainers)
• Hazardous Materials & HAZWOPER
• Incident Command & NIMS
• Certified Emergency Manager (CEM)
• FEMA/EMI IS-100, IS-200, IS-700, IS-800, plus ICS-300 and ICS-400, with
ICS/NIMS Train-the-Trainer (e.g., TEEX MGT906)
• Workplace Violence & Active Shooter
• ALICE, FEMA Active Shooter, or Run/Hide/Fight instructor certification.
• Subject-Specific Topics (Lockout/Tagout, Electrical Safety, Hazard
Communication, Safety Committee Planning)
Working Conditions
• This position may be required to work across any of the College's three campuses to
support departmental programs, events, and operational needs as assigned. Flexibility
to travel between locations is an essential function of the role.
• Primarily office-based with frequent travel to partner organizations, employer sites,
and community events.
• Regular evening and weekend availability required to support program operations and
external engagement.
• Sedentary to light work with occasional lifting up to 50 pounds.
Schedule/Location : This position is designated as on-site at the NCC Fowler Family Southside Campus in Bethlehem, PA, and is not eligible for a remote or hybrid work schedule. Regular, in-person presence is required to fulfill essential job functions. Flexible Scheduling will be considered.
