Position Summary
- The Training and Performance Consultant partners with operating divisions to identify the causes of performance and capability gaps, then designs, builds, and delivers the training solutions that close them. Consultants embed with operations teams to understand how work is performed, where errors originate, and what knowledge is undocumented. They translate those findings into practical solutions, including live and virtual instruction, digital learning, desk aids, participant manuals, and structured knowledge resources, and measure whether performance changed. The role combines research and analysis, instructional design, project management, and classroom facilitation.
Project Demonstration
- If selected for an interview, the candidate will be asked to share a copy of work that demonstrates their skill level. The subject matter of the demonstration is up to the candidate. Be prepared to explain the work in detail, including how you identified the need the work was meant to address, why you chose the format you did, and how you knew whether it worked. Examples of the kind of work we expect to see include but are not limited to the following: a desk aid, participant manual, a flow chart, a short training guide, training presentation or video, needs analysis or process map, graphical representation of an idea or concept, or training plan. The demonstration should be between 5 – 10 minutes. Any work sample presented during the interview will be used solely for evaluation purposes as part of the selection process and will not be used for any other purpose.
Position Essential Functions
The specific job duties of a Training and Performance Consultant may vary depending on the needs of the agency and the divisions served, but some common tasks the Training and Performance Consultant might be responsible for include:
- Embedding with assigned operating divisions to observe workflows, interview staff and supervisors, and review production and quality data in order to identify the root causes of performance and capability gaps; and documenting findings in a form that supports prioritization and decision-making by division leadership.
- Researching state and federal laws, the OESC Act and Rules, U.S. Department of Labor guidance, and other policies and procedures to ensure that training is based on the most recent guidance available.
- Organizing and building training curricula for the OESC across divisions and program areas to ensure that trainings align with overall organizational goals and objectives. This may include facilitating live classes remotely or in-person, as well as designing desk aids and participant manuals intended for point-of-need use, and building asynchronous learning materials using programs such as Articulate Rise.
- Writing clear procedural documentation and assessment materials, including measurable learning objectives, knowledge checks, and performance-based assessments that reflect the work as it is actually performed.
- Conducting classroom, virtual, and on-the-job training using adult education and training principles and techniques; adapting delivery to varied experience levels within a single session, from new hires through experienced staff and supervisors; evaluating results and making changes or adjustments as needed.
- Building and maintaining the agency's training knowledge resources so that procedural and policy information is findable, current, and authoritative; establishing and following update protocols that keep content accurate through legislative, policy, technology, and procedural change; and reducing agency dependence on undocumented expertise held by individual staff.
- Owning assigned initiatives end to end, including scope, timeline, stakeholder coordination, and delivery; collaborating with other employees, departments, and divisions to plan, coordinate, and evaluate the activities of multiple work units; and maintaining visibility into project status and dependencies for division leadership and agency management.
- Defining how each training solution's success will be measured before it is built, establishing performance baselines where data permits, and reporting post-delivery results to management. Also, analyzing the quantitative and qualitative measurements used to evaluate job performance, and ensure that those being trained receive practical ways to affect those scores.
- Monitoring progress of those that have received training to ensure that scores are being affected and adjust training to achieve the best overall outcomes.
- On-site attendance is an essential function of the position, as the role requires direct interaction with staff, clients, and on-site office resources.

Knowledge of:
- Adult education principles and techniques;
- Virtual, classroom, and on-the-job training principles;
- Instructional design principles, including writing measurable objectives, sequencing content deliberately, and designing practice and assessment that reflect real work;
- Performance analysis and root-cause investigation methods;
- Knowledge management and technical documentation practices;
- Change management theory and practice.
Skill and Competencies:
- Excellent verbal and written communication skills, including technical writing;
- Strong interpersonal skills and relationship-building ability, including establishing credibility quickly and asking effective questions;
- High standards of professional ethics, discretion, and confidentiality, particularly when handling staff performance information;
- Analytical rigor sufficient to draw conclusions from production and quality data rather than anecdote, and to separate symptom from cause;
- Project management skill sufficient to carry multiple concurrent initiatives and keep commitments visible;
- Excellent time management skills;
- Exceptional attention to detail and organizational skills;
- Proficiency with Office 365 applications (including, but not limited to Word, Outlook, Excel, Access, Teams, Microsoft Forms, Power BI, and SharePoint) and with programs used for rapid development of training materials and online courses, such as Articulate Rise;
- Knowledge and application of traditional and modern training methods and techniques for adult learning.
Ability to:
- Conduct both live and virtual training, workshops or seminars;
- Observe and analyze workflows in an operational setting and identify the causes of performance gaps;
- Research law and policy including guidance from the Department of Labor for use in developing training;
- Become functionally conversant in multiple program areas such as unemployment insurance adjudication, appeals, fraud investigation, eligibility determination, and reemployment services, quickly enough to be credible with practitioners;
- Collaborate with other employees, departments, or divisions to develop and evaluate learning plans;
- Establish and maintain effective working relationships with others;
- Plan and organize adult education, professional development, and training programs;
Physical Demands/Work Environment
- Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise level, and includes regular periods of work on site within assigned operating divisions. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms. This position requires regular periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of the office machinery in accordance with safety and security protocols.
Minimum Qualifications
- Level III – Education and Experience requirements at this level consist of a bachelor’s degree and one year of experience in education or training plus one additional year of qualifying experience in software applications used for rapid development of training materials and online courses; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the bachelor’s degree and one year of experience in education or training plus one additional year of qualifying experience in software applications used for rapid development of training materials and online courses; or a master’s degree in adult education or human resource development plus one additional year of qualifying experience in software applications used for rapid development of training materials and online courses.
- Level II – Education and Experience requirements at this level consist of a bachelor’s degree plus one year of experience in education or training; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the bachelor’s degree plus one year of experience in education or training; or a master’s degree in adult education or human resource development.
- Level I – Education and Experience requirements at this level consist of a bachelor’s degree; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the bachelor’s degree.
Preference Statement
Preference may be given to candidates with any or all of the following:
- Practical experience in Instructional Design and Curriculum Development.
- Professional admin experience with learning management systems such as Workday and familiarity with their role in learning and development.
- Experience conducting workflow observation, process analysis, task analysis, or root-cause investigation in an operational setting.
- Experience working in a regulated or compliance-driven operating environment.
- Experience building or administering a knowledge base, wiki, SharePoint site, or similar documentation system.
- Practical experience with videography, graphic or technical design, or web design.
- Project management coursework, certification, or equivalent applied experience.
- Familiarity with unemployment insurance, workforce services, or public benefits administration.
