Basic Purpose

This position serves as a professional specialist who is the primary field contact that has project supervisory and administrative oversight of grant development and execution with State and local agencies; monitors and evaluates grant programs statewide; and represents the Oklahoma Highway Safety Office (OHSO) at local, State and national levels. This position serves as an expert and technical advisor, to assist managerial/program staff, industry, community groups and governmental agencies in identifying, developing and providing technical support regarding Highway Safety programs statewide, regionally and nationally.

Typical Functions

Provide research, direction, oversight and coordination for one or more assigned statewide highway safety program areas. (Occupant Protection, Child Passenger Safety, State Traffic Information Systems, Impaired Driving Countermeasures, Distracted Driving, Motorcyclist Safety, State Graduated Driver Licensing Laws, Police Traffic Services and Non-Motorized Safety) (70% of time)

- Manage or support all aspects of the grant administration process.
- Review grant proposals and concepts to ensure they apply to the highway safety plan-based problem identification.
- Monitor grant activity through telephone contacts, quarterly reports, written correspondence and other documentation in accordance with risk assessment
- guidelines.
- Evaluate the implementation of program activities to determine effectiveness in terms of achievement of objectives and compliance with established timeliness.
- Prepare reports regarding grant activity along with collection, review and summarizing of data related to highway safety programs.
- Provide guidance, recommendations and alternative strategies to enhance existing grant programs based on review findings.
- Review program evaluations to determine what methods are successful in achieving program objectives and make technical application of these methods in other grant programs.
- Represent the OHSO at local, State, regional and national highway safety meetings, conferences, workshops, training seminars, and legislative meetings as the coordinator for assigned program(s). (10% of time)
- Compile and present information regarding highway safety initiatives at the local, State and regional levels.
- Communicate to the OHSO staff on information gained from highway safety meetings and conferences.
- Represent the OHSO at various State agency meetings to provide information on assigned program(s)
- Provide technical assistance and support for statewide collaboration on assigned program issues.
- Manage and direct special programs and/or serve as the OHSO representative to assigned statewide task forces/committees in one or more of the following areas (Occupant Protection, Child Passenger Safety, State Traffic Information Systems, Impaired Driving Countermeasures, Distracted Driving, Motorcyclist Safety, State Graduated Driver Licensing Laws, Police Traffic Services and Non-Motorized Safety) as assigned by the Director or Deputy Director. (10% of time)
- Participate in additional committees, task forces and advisory groups to address emerging traffic safety issues.
- Provide development, oversight, monitoring, and evaluation for task force/committee initiatives.
- Work in partnership with OHSO staff and State and local agencies, and other traffic safety advocates implementing programs identified in the Highway Safety Plan.
- Initiate and coordinate meetings with non-traditional agencies and organizations regarding partnerships on assigned program(s) and other traffic safety issues. (As approved by the Deputy Director)
- Provide input to OHSO staff concerning Program, Planning and evaluation processes. Continue to pursue continuing education and professional development opportunities. (10% of Time)
- Participate fully in the continuous improvement of the OHSO operational and strategic processes keeping with the Department and Division Mission and Vision statement as well as the SHSO Guiding Principles.
- Review and evaluate professional journal articles, publications, reports and literature reviews dealing with highway safety.

Level Descriptor

At this level employees are assigned responsibilities involving the direction or management of a major program, division, unit or function which is of moderate size and scope or perform professional level work involving program supervision, development, coordination, or implementation with responsibility for a major phase of a program which is large in size and scope.

Responsibilities may include

- Serving as an operating program manager assigned administrative, staff, or program responsibilities
- Performing functions in the areas of program management and development
- Providing guidance for operations and services
- Performing program planning, development and evaluation activities
- Organizing and coordinating program services and activities.
- Incumbents will be expected to perform assigned duties at all levels of complexity and will provide guidance, supervision and training to assigned staff.

Education and Experience

Education and Experience requirements at this level consist

- Bachelor's degree and two years of professional business or public administration experience in program or project management, law enforcement programs, non-profit management, or State/Federal contract management
- Or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the required education.
- Experience in safety/traffic safety or behavioral change programs and/or federal grant regulations preferred.

Knowledge, Skills, Abilities and Competencies

Knowledge, Skills, and Abilities required include

- Knowledge of project management methods and best practices, grant management, and management/leadership skills.
- Skill is required to operate various office equipment including computers and software with high proficiency.
- Ability is required to work with internal/external customers; to gather data and facts; to keep records; and to communicate effectively, both orally and in writing (high proficiency desired).

Special Requirements

- Employee must complete and maintain the Highway Traffic Safety Professional (HTSP) certification. Completion of certification is subject to skill-based pay incentive.
- Some travel required.
- This position is not eligible for remote/telework.
- This position is subject to a 12-month probationary period
