## Project Overview:
Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.
## Job Summary:
In this role, you will lead process improvement, organizational capability, learning, culture, and innovation initiatives that strengthen EHS performance across a project. You will work with project leadership to evaluate EHS programs, identify systemic opportunities, develop scalable solutions, and support consistent implementation of the EHS Management System throughout the project lifecycle.
You will partner with project management, construction, engineering, quality, supply chain, commissioning and startup, human resources, customers, and M&T Global Business Unit (GBU) EHS. You will use performance data, assessments, workforce feedback, and lessons learned to strengthen governance, field execution, workforce capability, engagement, and wellbeing. #LI-AE2
## Major Responsibilities:
- Provide project leadership for EHS process improvement, organizational effectiveness, learning, culture, and continual improvement.
- Establish consistent methods for evaluating EHS program effectiveness.
- Evaluate implementation of applicable EHS policies, management-system requirements, Core Processes, project plans, customer requirements, and regulations.
- Lead or support audits, assessments, program reviews, and field verification; identify systemic issues and verify corrective-action effectiveness.
- Develop practical improvement plans addressing recurring findings, control weaknesses, operational inefficiencies, workforce concerns, and emerging risks.
- Facilitate structured problem solving, root cause analysis, Learning From Events, lessons learned, and cross-project improvement efforts.
- Analyze indicators, observations, employee feedback, assessment findings, training data, and corrective-action trends to guide decisions.
- Prepare executive-ready reports, dashboards, recommendations, guidance, tools, templates, and implementation resources.
- Standardize and share effective EHS practices while allowing appropriate adaptation for project scope, risk, geography, contract, and customer needs.
- Develop role-based curricula, onboarding, leadership workshops, competency frameworks, facilitator materials, and train-the-trainer programs.
- Assess training needs and verify learning effectiveness through demonstrated knowledge, field application, behavior, and operational outcomes.
- Integrate mental health, wellbeing, fatigue, and resilience into EHS programs, training, leadership practices, and work planning.
- Build productive relationships with customers, subcontractors, regulators, auditors, industry partners, and internal stakeholders.
- Support project EHS management reviews with trends, program findings, capability needs, improvement priorities, and recommended actions.
- Maintain knowledge of applicable regulations, ISO 14001 and ISO 45001, adult-learning practices, organizational-development methods, and emerging industry risks.
- Model visible leadership, integrity, environmental stewardship, and field engagement; reinforce Stop Work Authority when unacceptable risk exists.
## Education and Experience Requirements:
- Bachelor’s degree in Occupational Safety and Health, Industrial Hygiene, Environmental Science, Engineering, Education, Organizational Development, Construction Management, or a related discipline, plus typically 13 or more years of relevant experience; or, in lieu of a degree, typically 17 or more years of directly relevant experience.
- Experience supporting ESH programs in large engineering, procurement, construction, advanced manufacturing, semiconductor, pharmaceutical, data center, industrial, energy, or similarly complex environments.
- Experience with continuous improvement, management systems, audits, assessments, corrective actions, lessons learned, or organizational change.
- Working knowledge of EHS management systems, risk-based planning, regulatory compliance, ISO 14001, and ISO 45001.
- Ability to analyze performance information, identify systemic issues, develop practical recommendations, and communicate with project and senior leadership.
- Strong facilitation, writing, presentation, coaching, organization, and stakeholder-engagement skills.
- Ability to influence across projects, contractors, customers, and organizational levels in a matrixed environment.
- Valid driver’s license.
## Required Knowledge and Skills:
- Professional certification such as CSP, ASP, CIH, CHMM, PMP, Lean Six Sigma, change management, instructional design, or ISO internal auditor.
- Experience with readiness reviews, management reviews, risk registers, staffing plans, or project closeout.
- Experience with digital EHS systems, workflow automation, dashboards, analytics, learning-management systems, or performance reporting.
- Knowledge of construction safety, environmental compliance, industrial hygiene, emergency management, permit-to-work, contractor management, and critical-control verification.
- Familiarity with advanced manufacturing hazards, cleanrooms, hazardous chemicals, phased energization, simultaneous operations, commissioning, and startup.
