The Team

You'll lead a delivery team within a cross-functional program that includes software engineers, solution and cloud architects, database administrators, DevSecOps engineers, quality assurance specialists, user experience professionals, business analysts, product managers, data analysts, accessibility and security specialists, and behavioral health subject matter experts. We partner with federal stakeholders to operate and modernize a mission-critical data collection and performance reporting platform used by grantees and program staff.

The Work

In this player-coach role, you will provide day-to-day technical leadership while remaining hands-on in the design, development, testing, and support of secure .NET applications. You will guide engineers through solution design and implementation, organize technical work, review code, resolve blockers, and help the team deliver dependable capabilities for data entry, batch ingestion, validation, workflow, reporting, and data exchange.

A key part of the work is improving the platform without disrupting active users. You will help the team modernize legacy components incrementally, strengthen engineering practices, improve performance and data quality, expand automated testing and deployment, and make production behavior easier to observe and troubleshoot. You will also coach engineers and communicate technical options, risks, and progress to program and client stakeholders.

Key Responsibilities:

- Lead a team of software engineers by organizing technical work, clarifying priorities, removing blockers, reviewing outcomes, and providing practical coaching and feedback.
- Design, develop, and maintain production web applications using C#, .NET, ASP.NET Core or MVC, and modern JavaScript or TypeScript.
- Translate product, data, security, accessibility, and operational requirements into clear technical designs and implementation plans.
- Guide the design of REST APIs, domain models, SQL Server data structures, queries, and integrations with internal and external systems.
- Oversee capabilities for data entry, batch upload, validation, duplicate detection, workflow, notifications, reporting, and data download.
- Establish expectations for automated tests, code quality, peer review, branching, release readiness, and maintainable documentation.
- Support continuous integration and deployment practices and coordinate application releases with cloud, DevSecOps, database, security, and quality assurance teams.
- Lead investigation of production defects and performance issues using application logs, monitoring data, root-cause analysis, and tested corrective actions.
- Ensure the team applies secure coding, least-privilege access, role-based authorization, privacy, Section 508, and WCAG requirements throughout delivery.
- Participate in Agile planning, estimation, demonstrations, release activities, and user acceptance testing while communicating dependencies, risks, and tradeoffs to stakeholders.
- Contribute to shared engineering standards and mentor less-experienced engineers across the program.

Required Qualifications:

- Bachelor’s degree in computer science, software engineering, information systems, or a related field, or equivalent professional experience.
- 5+ years developing and supporting resilient, well-tested production web applications, including 3+ years using C#, .NET or .NET Core, and ASP.NET MVC or Web API with object-oriented design.
- 2+ years leading or providing technical direction to software engineers, including reviewing code, resolving technical blockers, documenting decisions, and communicating with stakeholders.
- 3+ years working with SQL Server or another relational database, including data modeling, query development, and performance troubleshooting.
- 2+ years developing REST APIs and browser-based applications using JSON, HTML, CSS, and JavaScript or TypeScript, with a strong understanding of HTTP and HTTPS/TLS.
- 2+ years using automated testing and Git-based development workflows, including pull requests, code reviews, and release management; 1+ year supporting cloud-hosted applications using containers or comparable deployment approaches.
- 2+ years implementing authentication, authorization, role-based access, and secure handling of sensitive data.
- Authorization to work in the United States, ability to perform all work within the United States, and ability to obtain and maintain a favorable Public Trust determination and complete required background screening.

Preferred Qualifications:

- Experience leading incremental modernization of legacy .NET applications while maintaining reliable production service.
- Experience troubleshooting production performance and reliability issues in AWS or AWS GovCloud using monitoring and logging tools such as CloudWatch or Splunk.
- Experience improving CI/CD pipelines, automated quality checks, container deployment, and repeatable environment configuration using infrastructure as code.
- Experience integrating Okta or another federated identity platform for single sign-on and multifactor authentication.
- Experience designing or supporting batch data ingestion, ETL, data validation, or business intelligence integrations such as Tableau.
- Experience supporting federal or public health systems, with familiarity with NIST Moderate controls, FedRAMP, ATO processes, or Section 508/WCAG accessibility requirements.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is :
$119,323.00 - $202,850.00
