About this role
We are hiring Program Operations, Program Delivery and Program Outreach Interns who support the planning, execution, and monitoring of energy efficiency programs within ICF’s Utility, Programs and Services division. These roles provide hands-on experience in program operations and offers a valuable opportunity to apply academic knowledge in a professional setting.
As an intern, you will collaborate with cross-functional teams, contribute to the development of high-quality products and services, and gain exposure to major projects and client interactions. This experience is designed to help build foundational skills in project management, communication, and teamwork, while deepening your understanding of energy-efficient technologies and utility-sponsored programs.
This is an entry-level, 10-week, full time internship that begins in early June 2027. Pay is expected to be $23 per hour for undergraduate students and $28 per hour for graduate students. These roles will be hybrid from Albuquerque, NM and Tempe, AZ. At this time, we are unable to provide relocation nor housing assistance.
As a Program Operations intern, you will:
- Coordinate and support the execution of program activities, events, tasks, and deliverables.
- Conduct research and analyze data on market trends, customer segments, competitive landscapes, and energy efficiency equipment to support program planning and decision-making.
- Evaluate market potential, program growth opportunities, and distributor, contractor, and trade ally networks.
- Collaborate with Sales, Account Management, Engineering, and other team members to develop aligned outreach, sales, customer targeting, decarbonization, equity and affordability, lead generation, and value proposition strategies.
- Prepare and maintain reports, schedules, meeting minutes, and other program documentation.
- Summarize findings and present actionable recommendations that support data-driven decisions and the development of accurate, timely, high-quality products and services.
- Provide administrative and communications support, including coordinating meetings and helping teams complete priorities on time.
As a Program Delivery Intern, you will:
- Support the Program Delivery team by developing client presentations and communicating key program results to internal and external stakeholders.
- Identify and develop program opportunities that advance clients’ clean energy goals.
- Review program processes and recommend opportunities to improve efficiency and delivery.
- Coordinate with program implementation teams and cross-functional partners, including Marketing, IT, and Customer Care.
- Engage participating service providers to gather information and identify opportunities for program improvement, depending on the role.
- Prepare and review technical specifications and calculations for energy efficiency measures and projects, depending on the required skill set.
As a Program Outreach Intern, you will:
- Provide support for field-based staff and the network of participating Trade Allies
- Support communications with participating contractors, customers, and consultants.
- Clarify and resolve/escalate customer/contractor concerns related to program participation as necessary.
- Collaborate with regional and national teams to provide national cohesiveness and bring efficiency & best practices to your client’s programs.
- Support and track contractor enrollment in programs.
- Assist technical teams to ensure QA/QC standards for the program are met.

Basic Qualifications
- By start date, a minimum of 30 completed college-level credit hours is required preferably in Business Administration, Economics, Project Management, Energy Management, or a related field.
- Must be able to pass any required background check(s), which may include drug screening.
- Due to contract requirements, U.S. Citizenship or Permanent Work Authorization is required
Preferred Qualifications
- A completed bachelor’s degree and enrollment verification or 9 credits completed in a graduate program in Business Administration, Economics, Project Management, Energy Management, or a related field.
- Strong organizational, time management, task prioritization, and attention-to-detail skills.
- Excellent written, verbal, analytical, and collaborative communication skills.
- Ability to work independently and effectively as part of a team.
- Proficiency in Microsoft Office Suite, particularly Excel, PowerPoint, and Word.
- Experience with program coordination, documentation, research, data collection, market analysis, or sales planning projects.
- Familiarity with data analytics and visualization tools such as Power BI, Power Query, or VBA.
- Interest in energy efficiency, market research, and sales strategy; familiarity with HVAC, water heating, space heating, kitchen equipment, or lighting technologies is a plus.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is :
