The selected candidate will serve as a Program Management Staff member supporting the F-35 Sustainment Program and will be responsible for driving complex proposal efforts from inception through contract award for Component Depot Activations (CDA). This individual contributor role requires strong program management, proposal execution, cross-functional coordination, and customer engagement skills to successfully develop and negotiate proposals in support of program and business objectives.
The Proposal Program Manager will serve as the primary program management focal point for assigned proposals, coordinating activities across Engineering, Contracts, Business Management, Global Supply Chain, Finance, and other functional organizations. The role requires personal ownership of proposal execution/award, the ability to manage multiple priorities, and the ability to independently drive actions to closure with limited oversight.
Basic Qualifications
* Program/proposal management or related discipline experience (DoD programs, government contracting)
* Experience executing complex proposals and contract negotiations end-to-end
* Experience developing/reviewing SOWs, BOEs, cost/pricing inputs, and schedules
* Experience building stakeholder relationships and managing multiple priorities with limited oversight
Desired Skills
* F-35 Sustainment/Depot/ Component Depot Activation (CDA) experience; supporting the Joint Program Office (JPO) customer engagements
* Strong organizational/time-management for multiple efforts; independent problem-solving and driving closure
* Leading proposals from solicitation through negotiation and contract award. Knowledge of proposal compliance standards AC-7808 and AC-5890
* Developing/negotiating supplier proposals and/or BOEs; DoD contracting processes and contract types
* Collaborating with Engineering, Contracts, Business Mgmt, Supply Chain, and Finance
* Analyzing technical, cost, schedule, and contractual data to drive programmatic decisions
* Negotiation, influencing, conflict-resolution; presenting to leadership/government; proposal execution strategies and process improvements
* F-35 organizational structure, sustainment, and contractual environment; PMP or equivalent certification
* Cost-plus/fixed-price contracting and EVMS/program financial management
* Coordinating cross-functional teams without direct supervisory authority
* Active Secret clearance
Pay Information
Full-Time Salary Range: $120600.00 - $224000.00

PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
