KEY FUNCTION :

Plan, organize, and allocate resources to ensure the day-to-day operation of the laboratory services in Hematology, Flow Cytometry, Chemistry, and Transfusion Medicine. Ensure adequate staff resources to perform all lab functions, quality assurance, and the maintenance and improvement of the Quality Management System.

REPORTING :

Under the general direction of the Medical Director, Laboratory, and accountable to the Administrative Director, Laboratory and Pathology.

DUTIES :

- Develop goals and objectives, align tasks to outcomes to achieve results, and establish and implement procedures for department operation by using lean principles.

- Identify the most relevant information by monitoring and analyzing to achieve targeted outputs.

- Recommend systemic solutions to improve the efficiency of how departmental services are provided.

- Prepare reports (e.g. financial, statistical, and quality management).

- Promote customer/client service improvements and ensure the needs of the laboratory’s users are communicated to management and staff.

- Determine and document space, equipment, supply, and service requirements; select and purchase supplies as budgeted, and manage capital equipment requests in accordance with hospital processes.

- Ensure the upkeep and security of the physical assets in the laboratory.

- Manage laboratory workforce, including recruitment, credentialing, training, orientation, and scheduling.

- Develop standards of performance, monitor and supervise staff, evaluate performance, and make recommendations on disciplinary action and performance.

- Keep abreast of new developments, trends, and techniques in related fields.

- Review, interpret, implement, and ensure departmental compliance with policies, Collective Bargaining Agreements operating plans, and processes affecting quality improvement, risk management, legislative, and regulatory compliance.

- Ensure laboratory activities are conducted in compliance with applicable regulatory and accreditation requirements.

- Ensure laboratory emergency and disaster planning preparedness is maintained.

- Ensure laboratory information and reports are communicated in an effective and timely manner.

- Ensure the protection of confidential information is in compliance with the Personal Health Information Protection Act (PHIPA) requirements.

- Encourage professional development of staff, learners, and self through networking, in-services, conferences and seminars.

- Promote a safe work environment and good employee and labour relations.

- Promote and support research activities in the laboratory and within HSN.

- Prepare and manage departmental budgets; monitor financial performance and develop action plans to remain on budget.

- Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.

- Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.

- Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.

- Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.

- Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.

- Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.

- Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.

- Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.

- Represent the department or program on various committees and in meetings as required.

- Perform other duties as required.

QUALIFICATIONS

EDUCATION AND TRAINING:

- Minimum of a four (4) year Bachelor’s Degree in Medical Laboratory Sciences, from an accredited university or willingness to pursue.

- Current Certificate of Registration in good standing with the College of Medical Laboratory Technologists of Ontario (CMLTO).

- Master’s Degree in a relevant Medical Laboratory Science or advanced knowledge in the field (e.g. Advanced Registered Technologist or equivalent) is preferred.

- Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.

EXPERIENCE:

- Minimum of ten (10) years’ experience working in a Medical Laboratory department as a Medical Laboratory Technologist within a health care environment.

- Experience working in health care management is preferred.

KNOWLEDGE/SKILLS/ABILITIES:

- Demonstrated knowledge in the areas of Occupational Health and Safety (OH&S), Human/Labour Relations, and Financial Management.

- Demonstrated knowledge of all aspects of Medical Laboratory Technology.

- Demonstrated knowledge of a variety of groups of stakeholders both within and outside of the hospital.

- Demonstrated team-building, time management, prioritization, organization, and problem-solving skills.

- Demonstrated ability to make sound judgments involving technical and confidential material.

- Demonstrated ability to apply hospital and departmental policies.

- Demonstrated ability to provide a customer-focused approach to service delivery.

- Proven ability to develop, monitor, administer and report on budgets.

- Demonstrated ability to coach, advise and teach others using the principles of adult learning.

- Demonstrated training, experience or utilization of quality improvement methodology for process improvement.

- Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.

- Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.

- Ability to use tact and discretion in dealing with health care providers and employees.

- Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.

- Demonstrated superior interpersonal and communication skills, both written and verbal.

- Demonstrated commitment to the safety of co-workers and patients.
