The Listing Improvement Programme is currently planned as a 5-year programme running to the end of the financial year 2030/31. By the end of the programme, we would expect the post-holder to transition to an equivalent role supporting HMCTS transformation activity. This may take place earlier, if business requirements change.

The Listing Improvement Programme is a cross-cutting HMCTS programme. It aims to improve listing in the Crown Courts by bringing together operational practice, data, evidence and technology to support effective court delivery.
The programme is moving from mobilisation into delivery and implementation. It now needs strong analytical and data leadership to ensure decisions are supported by timely, robust and practical evidence.
The post-holder will lead the programme’s Data and Analysis workstream. They will be the senior lead for data, management information, analysis, benefits, evaluation and data science. They will work closely with the programme’s Delivery, Change and Digital Tooling leads and with other colleagues across HMCTS and MoJ.
This is an exciting opportunity to use data and evidence to drive improvement across the justice system. The post-holder will shape how HMCTS and its partners use insight to improve listing, strengthen operational decisions and deliver better outcomes. They will influence major programme, operational and product decisions, working with senior leaders, operational teams and the judiciary.
Job Description
The post-holder will be accountable for the quality, coherence, prioritisation and delivery of data and analytical work across the Listing Improvement Programme.
They will set the programme’s analytical direction and ensure evidence addresses its most important strategic and delivery questions. They will translate complex evidence into clear advice for senior executive, operational, programme and judicial audiences.
The role requires broad analytical leadership rather than expertise in one discipline. The successful candidate will lead multidisciplinary work across data, management information, operational analysis, evaluation, benefits and data-driven products, supported by disciplinary experts.
In this role you will:
- Lead the Data and Analysis workstream, including its people, resources, priorities, plans, risks and dependencies.
- Set the analytical strategy, plan and prioritise resources against the programme’s most important strategic, operational and delivery questions.
- Embed analysis in programme planning, implementation, operational readiness and digital product delivery.
- Lead the approach to data and management information, including requirements, measures, definitions, reporting and governance.
- Lead the benefits and evaluation strategy, including the Theory of Change, baselines, modelling and benefits measurement.
- Commission proportionate quantitative and qualitative evaluation of programme interventions.
- Synthesise evidence to advise whether interventions should be adapted, scaled or stopped.
- Ensure evidence supports the business case, investment decisions and benefits reporting, translating it into clear advice for programme, operational and judicial leaders.
- Oversee data science development, ensuring data, methods, assumptions, models and validation are robust and outputs are embedded into digital products for operational use.
- Resolve data availability, quality and access issues with data owners, operational teams and digital and data colleagues.
- Set professional standards and provide proportionate assurance of analytical work.
- Build effective partnerships across HMCTS, MoJ and the analytical professions.
- Lead and develop an inclusive multidisciplinary team, contributing to the wider HMCTS and MoJ analytical community.
We expect our Grade 6 leaders to be flexible and proactive in taking on new areas of work as they emerge to meet organisational, ministerial and judicial priorities - so the list above is illustrative but not necessarily exhaustive.
Essential skills
- Membership of, or eligibility for membership of, an appropriate Government Analysis Function or Government Digital and Data profession, or equivalent professional expertise.
- Experience of leading multidisciplinary analytical teams and delivering high-quality analytical work in a complex environment.
- Ability to translate complex quantitative and qualitative evidence into clear, practical advice and recommendations for senior decision-makers.
- Experience of developing and using data, management information, analysis and evaluation to improve operational performance, services or outcomes.
- Experience of working across and influencing operational, digital and analytical teams to improve the availability, quality and use of evidence, turning complex information into actionable insight for decision-makers.
- Experience of developing and assuring benefits modelling, evaluation and evidence approaches for complex programmes or interventions.
- Strong leadership, influencing and stakeholder management skills, including the ability to build high-performing and inclusive teams.

Desirable skills
- Experience of analysing courts and/or wider criminal justice data, particularly complex operational or administrative datasets.
- Experience of working in courts, criminal justice or another complex operational environment, including with senior operational and/or judicial stakeholders.
- Experience of evaluating change in a complex operational system, including the use of comparator groups, quasi-experimental approaches or mixed-method evaluation.
- Experience of analytical model development, validation or the development of data-driven products in a multidisciplinary environment.
Additional Information
This is a national role but travel to 102 Petty France, SW1H 9AJ and other HMCTS sites will be required, subject to business needs.

Salary details
New recruits to the Civil Service joining MoJ are expected to join at the band minimum.
Existing Civil Servants applying on promotion, will usually be appointed on the salary minimum of the new pay band, or receive an increase of 10 percent on the current base salary, whichever is higher (This is restricted to the pay maximum of the new band)

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map . All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours
