About this role

Meta's Capacity Planning organization is responsible for ensuring that the infrastructure powering billions of users, AI workloads, and next-generation products is available at the right place, at the right time, and at the right scale. As a Staff-level Program Development Manager within Capacity Planning, you will own the development and evolution of the frameworks, processes, and tools that enable Meta to plan and deliver compute, network, and storage capacity across a global fleet. This is a high-impact, cross-functional role where your work directly shapes how Meta anticipates demand, resolves supply-demand imbalances, and makes multi-billion-dollar infrastructure investment decisions.

Responsibilities

Define and own the strategic roadmap for capacity planning program development, including the methodologies, processes, and tooling that govern how Meta forecasts and allocates infrastructure capacity across compute, network, and storage domains
Lead the design and continuous improvement of capacity planning frameworks that translate long-range demand signals into actionable supply plans across a global data center fleet
Drive cross-functional alignment between Capacity Planning, Data Center Engineering, Network Infrastructure, Finance, and Product Engineering teams to build integrated capacity plans of record
Develop and maintain programmatic dashboards and reporting structures that provide leadership with real-time visibility into supply-demand gaps, risk exposure, and capacity headroom across the infrastructure portfolio
Identify systemic bottlenecks in the capacity planning lifecycle and lead initiatives to reduce planning cycle time, improve forecast accuracy, and increase supply delivery predictability
Establish and govern capacity planning governance processes, including cadence design, escalation paths, and decision-making frameworks for resolving supply-demand conflicts at scale
Partner with Finance and Capital Planning teams to translate capacity plans into multi-year capital expenditure forecasts and ensure alignment between infrastructure investment decisions and business demand
Evaluate and integrate emerging planning tools, automation capabilities, and data pipelines that improve the fidelity and speed of capacity planning outputs
Communicate complex capacity trade-offs, risk scenarios, and strategic recommendations to VP and Director-level stakeholders through structured written and verbal presentations
Mentor other program managers and planning professionals on capacity planning best practices, analytical frameworks, and cross-functional program execution

Qualifications

Bachelor's degree in a directly related field, or equivalent practical experience
8+ years of experience in capacity planning, infrastructure planning, supply chain planning, or a closely related program management discipline within a large-scale technology or data center environment
Experience developing and operationalizing planning frameworks, forecasting methodologies, or supply-demand balancing processes at a global or multi-region scale
Experience leading complex, cross-functional programs involving infrastructure, engineering, and finance stakeholders without direct organizational authority
Experience translating infrastructure capacity plans into capital expenditure forecasts and communicating investment trade-offs to executive audiences
Experience building or improving planning tools, data pipelines, or analytical systems that support large-scale infrastructure decision-making Demonstrated ability to integrate AI tools to optimize/redesign workflows cost and schedules. Drive measurable impact (e.g., efficiency gains, quality improvements)
Experience in Design and Construction of Data Centers
Demonstrated ongoing AI skill development (e.g., prompt/context engineering, agent orchestration) and staying current with emerging AI technologies
Demonstrated track record of designing and implementing governance structures or operating models that scaled across large, matrixed infrastructure organizations
Proficiency with capacity modeling tools, scenario planning techniques, or demand forecasting methodologies applied to infrastructure workloads
Experience with compute, network, or storage capacity planning in a hyperscale cloud or data center environment, including familiarity with hardware procurement lead times and supply chain constraints
Demonstrated ability to integrate AI tools to optimize/redesign workflows and drive measurable impact (e.g., efficiency gains, quality improvements)
Experience adhering to and implementing responsible, ethical AI practices (e.g., risk assessment, bias mitigation, quality and accuracy reviews)
