CDIT Solutions
is seeking a seasoned ELM Technical Manager to support Oracle's Government,
Defense, and Intelligence practice on a customer's Enterprise Learning
Management (ELM) PeopleSoft installation. This is a hands-on consulting role
providing PeopleSoft functional, development, and administration services at
the client location. The ideal candidate is a motivated self-starter who loves
solving challenging problems and is comfortable interacting directly with
customers and executive leadership.

As a Practice /
Technical Manager, this role leads experienced consulting teams and is
responsible for the day-to-day implementation and operations of the system,
delivering high-quality, integrated solutions within time and budget
constraints. The successful candidate will develop detailed designs of Oracle
IT capabilities — including integrations with third-party products and GOTS
capabilities — and will design, implement, test, and deploy complex extensions
and configurations to address unique business processes and workflows.

• Serve as a trusted technical and functional advisor to
customers, executive leaders, and team members, bringing excellent
interpersonal and communication skills to every engagement.

• Assess high-level architectural designs, research
potential implementation roadmaps, and conduct feasibility assessments.

• Translate technical requirements into clear direction
that reflects the customer's desired outcomes, helping developers produce the
strongest possible product.

• Drive customer buy-in and lead development processes
when needed to keep delivery moving.

• Apply strong analytical and creative problem-solving
skills across design, build, and testing phases.

• Operate effectively both independently and as part of a
cross-functional team.

• Apply deep functional knowledge across HCM, Financials,
and Education applications — particularly within the PeopleSoft ecosystem —
with the experience to recommend low-cost, long-term maintainable solutions.

• Deliver reporting expertise across diverse technology
stacks, applying data warehouse theory and concepts; collaborate with end users
to generate reporting artifacts and translate complex concepts for
non-technical audiences.

• Identify risks and develop mitigations on substantive
and unique issues.

• Develop methods, techniques, and evaluation criteria
for on-premises, cloud, and hybrid-based solutions.

Required
Qualifications

• Active DoD TS/SCI clearance with Full Scope Polygraph
(FSP).

• Demonstrated functional expertise in Oracle PeopleSoft
Enterprise Learning Management (ELM).

• Prior experience as a Practice Manager, Technical
Manager, or equivalent lead role on PeopleSoft implementations.

• Hands-on experience across PeopleSoft HCM, Financials,
and/or Education application modules.

• Experience designing and deploying complex extensions,
configurations, and integrations — including with third-party products and GOTS
capabilities.

• Strong reporting background with working knowledge of
data warehouse concepts.

• Proven ability to communicate effectively with
customers, developers, and executive stakeholders.

Preferred
Qualifications

• Prior consulting experience within Oracle's Government,
Defense, and Intelligence (GDI) practice or similar federal environments.

• Experience with on-premises, cloud, and hybrid
PeopleSoft deployments.

• Familiarity with federal learning-management use cases,
compliance training workflows, and reporting requirements.
