The Opportunity:
Join a mission‑driven team supporting the Department of Transportation (DOT) and the Federal Transit Administration (FTA). As a Contract Specialist, you will play a critical role in managing cradle‑to‑grave procurement actions that directly support public transportation programs nationwide. You’ll apply your acquisition expertise in a collaborative environment where your work helps strengthen federal transit initiatives and improve mobility across the country.
Responsibilities:
In this role, you will support and execute the full federal acquisition lifecycle, including planning, solicitation, evaluation, award, and contract administration. You will:
- Provide acquisition expertise across procurement phases, including acquisition planning, market research, solicitation development (RFPs/RFQs), and review of SOWs, SOOs, and PWSs.
- Prepare or review pre‑procurement packages and maintain accurate documentation on contractual actions.
- Support and contribute to the administration of IDIQs, BPAs, contracts, and task, delivery, call, and purchase orders.
- Apply knowledge of multiple contract types, such as FFP, Cost Reimbursable, LH, and T&M.
- Assist with cost/price analysis, contract modifications, terminations/defaults, and closeout activities.
- Perform recurring and predefined contract administration duties.
- Troubleshoot and resolve complex acquisition issues, validate data, and support advertising, soliciting, evaluating, awarding, and administering contractual actions.
- Prepare contractual actions using federal acquisition e‑government tools and assist with additional acquisition tasks assigned by the COR.
- Actively participate as a contributing team member, assessing contractual requirements and offering meaningful recommendations.
- Communicate acquisition lifecycle phases effectively to stakeholders to prevent delays or bottlenecks.
- Manage procurements throughout the entire acquisition lifecycle with accuracy and efficiency.
Qualifications:
Required:
- Bachelor’s Degree or equivalent in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
- More than five (5+) years of experience in federal acquisition lifecycle management
- At least a Federal Acquisition Certification (FAC) Level III training or an equivalency
- Knowledge and experience with IDIQ contracts, BPAs, and task, delivery, call, and purchase orders
- Experience in FAR‑based acquisition approaches under time‑sensitive requirements
- Effectively communicate phases of the acquisition lifecycle to stakeholders to prevent delays or bottlenecks in the process
- Participates as an active team member, assesses contractual requirements, and provides meaningful recommendations even if unsolicited
- Ability to effectively manage procurements throughout the entire acquisition lifecycle
- Proficient in MS Office (Word, Excel, PowerPoint, Access, and Outlook) and MS Project
Desired:
- Previous financial management experience working with the DOT or FTA, specifically experience with ESC
- Proficiency in PowerBI and generating dashboards to visualize acquisition lifecycle phases
- Experience and knowledge of Cost Type contracts

The proposed salary range for this position is:
$78,700 - $165,200
