The Systems Ops Group Manager is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to one or more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources, policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.

Responsibilities:

- Directly manages multiple IT project leadership teams.
- Responsible for all technology components of the development and implementation of major/multiple/highly complex projects; may manage enterprise wide projects.
- Develops detailed IT work plans, schedules, project estimates, resource plans and status reports.
- Provides IT strategic direction for projects managed. Sets guidelines for appropriate staffing requirements to meet operational needs.
- Impacts the IT project leadership function by strategic influence and by exercising control over resources, budget management and planning; accountable for end results.
- Evaluates subordinates' performance and makes decisions on pay increases, hiring, terminations and other personnel actions.
- Applies in-depth understanding of concepts and procedures within own area and basic knowledge of other areas to resolve issues that have impact beyond own area. Ensures essential procedures are followed and contributes to defining standards.
- Demonstrates an in-depth understanding of how IT project leadership integrates within the overall technology function to achieve objectives; requires a good understanding of the industry.
- Provides evaluative judgment based on analysis of factual information in complicated, unique and dynamic situations; draws on diverse range of internal and external sources. Influences and negotiates with senior leaders (across functions); may communicate with external parties.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Position Overview

We are seeking an accomplished Senior Vice President to join our Investor Services Operations team. As a senior leader within the broader Security Services Operations group, you will be a pivotal figure in shaping the strategic direction and operational excellence of our post-trade services.

You will play a crucial role in shaping and driving process and technology change across the group, influencing key decisions, and delivering complex projects with significant impact. In this capacity, you will not only oversee the full trade lifecycle but will also be accountable for the performance, culture, and strategic evolution of the team.

Responsibilities

As the Senior Vice President - Senior Lead OTC/ETF Manager, you will be accountable for:

- Strategic Leadership & Vision: Drive the definition and delivery the strategic roadmap for the OTC/ETF derivatives operating model. Influence senior stakeholders and drive alignment across global functions to deliver on long-term business objectives.

- Process Analysis and Design: Oversee process analysis and the design of solutions in response to client or operational needs. Drive the delivery of business requirements and lead testing strategy and execution.

- Stakeholder Collaboration: Co-operate closely with senior business stakeholders, including Product and Technology partners and our clients, to ensure the right infrastructure is in place to align with our vision and strategic goals.

- People Leadership & Talent Development: Lead, mentor, and develop a high-performing team of analysts. Foster a culture of accountability, continuous improvement, and professional growth. Drive talent acquisition, performance management, and succession planning.

- Senior Stakeholder & Client Management: Serve as the primary senior point of contact for key institutional clients, building and maintaining executive-level relationships. Represent the department in client escalations, governance forums, and strategic client reviews.

- Governance & Risk Ownership: Own the operational risk and control framework for the department. Take proactive actions to minimize and mitigate implementation and project risk. Ensure robust governance across all processes, proactively identify risk exposures, and drive remediation strategies.

- Technology & Innovation Leadership: Partner with Technology, Operations, and Product leadership to define and prioritize the technology investment roadmap. Challenge the status quo, display initiative, and champion automation, digitalization, and AI-driven initiatives.

- Commercial & Business Development: Collaborate with Sales, Product, and Coverage teams to identify and pursue new business opportunities. Provide subject matter expertise in client pitches, RFP responses, and product structuring to support revenue growth.

- Cross-Functional Programme Management: Lead and sponsor complex, multi-workstream transformation programmes across Operations, Technology, Legal, Compliance, and Risk. Drive delivery to time, cost, and quality standards, providing executive oversight.

- Industry Representation & Thought Leadership: Act as a recognized subject matter authority in OTC/ETF Derivatives, representing Citi at industry forums and regulatory working groups.

- Financial & Resource Management: Hold accountability for departmental budgeting, headcount planning, and cost management. Provide senior management with regular reporting on KPIs, operational metrics, and strategic initiatives.

- Operational Analysis: Oversee root cause analysis of common operational problems and manage client and business ad-hoc queries and requirements.

Qualifications and Experience

We are looking for a proven senior leader with:

- 6-10 years of progressive experience as a Business Analyst in a Change Management unit, operational improvements area (e.g., Lean, reengineering programs), or in a senior operations, product, or business management capacity, particularly with OTC derivatives.

- Deep expertise in OTC Derivatives theory and its practical application across multiple asset classes (rates, credit, FX, equity, and commodities).

- Deep expertise in ETF theory and its practical operational flow and controls across both creation and trading.

- Desirable: Experience in Funds Accounting/Middle Office/Transfer Agency operations; strong understanding of financial markets.

- Demonstrated experience leading and managing teams, including driving large-scale organisational change.

- A strong track record of senior client relationship management, including engagement at C-suite and investment director level.

- Proven ability to design and execute strategic operating model transformations, including automation and technology-led change programmes.

- Proven working knowledge of Calypso Technology or comparable industry-leading platforms, with the ability to provide strategic direction on systems architecture.

- Strong commercial acumen and experience contributing to business development, revenue generation, or product strategy.

- Exceptional analytical, organizational, influencing, negotiation, and prioritization skills, with the ability to work independently under pressure.

- Proficiency in data-driven decision making; advanced skills in MS Office suite (Excel, PowerPoint, Word); working knowledge of programming languages (Python, SQL, Java) and/or data visualisation tools is advantageous.

- Excellent communication (oral & written) and interpersonal skills, capable of leading meetings with diverse stakeholders. Very good command of English.

- Understanding of BABOK standard and/or IIBA certification is advantageous.

- Knowledge and experience in the integration and use of AI tools to delivery projects.

- Strong risk awareness and a proven ability to maintain a robust control environment under pressure.

Education

- Bachelors’ degree or equivalent experience. Masters’ degree preferred. Ideally in a quantitative discipline such as Mathematics, Statistics, Quantitative Finance, Economics, or a related field.

- Relevant professional certifications (e.g., CFA, FRM, PMP) are highly advantageous.
