The Project Sr Group Manager manages multiple teams through other managers. In-depth understanding of how own sub-function contributes to achieving the objectives of the function. A good understanding of the industry, direct competitors' products and services, is also necessary in order to contribute to the commercial objectives of the business. Requires thorough understanding of strategic direction of the function within the relevant part of the business, combined with a solid conceptual/practical grounding in both the function and/or area of expertise and related subject areas. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary. Responsible for executing functional strategy in area managed. Determines approach to implementing functional strategy. Accountable for end results, budgeting, planning, policy formulation and contribution to future strategy of the area(s). Impact reflects size of team managed, strategic influence on the business and interaction with other functions or businesses. Full management responsibility for multiple teams, including management of people, budget and planning, to include duties such as performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval. May be doing involved or responsible for diverse (cross-discipline) activities. Typically, a direct report to a C16 role and function as an intergral member of the functional leadership team within a country/site location, job family, or line of business.

Responsibilities:

- Responsible for the direction-setting, execution of strategy, issue resolution and accountable delivery head for multiple programs.
- Manage project and program level execution of deliverables for a functional area.
- Provide strategic direction and feedback with respect to initiative or project creation, alignment to business goals, stakeholder management, and executive communications.
- Build and manage relationships with key stakeholders, organizations and business heads.
- Lead the facilitation, coordination, and arbitration of cross functional macro level topics within/across programs and with Senior Management.
- Identify and drive resolution of issues, including those outside established projects of work.
- Collaborate with stakeholders to ensure project scope definition meets business objectives.
- Collaborate with Project Sponsor to ensure business case/cost benefit analysis is in line with business goals.
- Direct the process with other departments if resources are being borrowed in order to ensure the project can be completed.
- Assist program team in negotiating for resources owned by other departments in order ensure the program can be completed.
- Drive adherence to program processes, procedures, methods, and standards for program delivery and leverage across the project.
- Direct the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.
- Direct the identification of risks which impact project delivery and ensure mitigation strategies are developed and executed when necessary.
- Evaluate subordinates' performance and makes recommendations for pay increases, promotions, terminations, and other personnel actions.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Position Overview

We are seeking an accomplished and strategic leader to serve as the OTC and ETF Operational Change Manager . As the Manager of an Operations Change team, you will be a pivotal figure in shaping and executing the strategic direction and ensuring the operational excellence of our post-trade services.

You will play a crucial role in leading the entire team to drive process and technology change across the group, influencing key decisions, and delivering a portfolio of complex projects with significant impact. In this capacity, you will have ultimate accountability for the performance, culture, and strategic evolution of the entire team, ensuring strict project governance and accountable delivery of the assigned roadmap activities.

Responsibilities

As the OTC and ETF Operational Change Manager , you will be accountable for:

- Strategic Leadership & Vision: Define, own, and drive the execution of the strategic roadmap for the entire OTC/ETF Operational Change function . Influence senior stakeholders and drive alignment across global functions to deliver on long-term business objectives.

- Process Transformation: Oversee all process analysis and the design of solutions in response to client or operational needs. Drive the delivery of business requirements and lead the overall testing strategy and execution for the portfolio of projects.

- Stakeholder Collaboration: Co-operate closely with senior business stakeholders, including Product and Technology partners and our clients, to ensure the right infrastructure is in place to align with our vision and strategic goals.

- People Leadership & Talent Development: Lead, mentor, and develop a high-performing department, including managing team leads and senior analysts. Define and execute the talent strategy for the entire team, including acquisition, performance management, and succession planning.

- Senior Stakeholder & Client Management: Serve as the primary senior point of contact for key institutional clients, building and maintaining executive-level relationships. Represent the department in client escalations, governance forums, and strategic client reviews.

- Governance & Risk Ownership: Own the operational risk and control framework for the department. Take proactive actions to minimize and mitigate implementation and project risk. Ensure robust governance across all processes, proactively identify risk exposures, and drive remediation strategies.

- Technology & Innovation Leadership: Partner with Technology, Operations, and Product leadership to define and prioritise the technology investment roadmap. Challenge the status quo, display initiative, and champion automation, digitalization, and AI-driven initiatives.

- Commercial & Business Development: Collaborate with Sales, Product, and Coverage teams to identify and pursue new business opportunities. Provide subject matter expertise in client pitches, RFP responses, and product structuring to support revenue growth.

- Cross-Functional Programme Management: Lead and sponsor complex, multi-workstream transformation programmes across the entire portfolio of change initiatives. Drive delivery to time, cost, and quality standards, providing executive oversight.

- Industry Representation & Thought Leadership: Act as a recognised subject matter authority in OTC Derivatives and ETFs, representing Citi at industry forums and regulatory working groups.

- Financial & Resource Management: Own and manage the entire departmental budget, headcount planning, and cost management. Ensure resources are allocated effectively to meet strategic objectives. Provide senior management with regular reporting on KPIs, operational metrics, and strategic initiatives.

- Operational Analysis: Oversee root cause analysis of common operational problems and manage client and business ad-hoc queries and requirements at a department level.

Qualifications and Experience

We are looking for a proven senior leader with:

- Extensive progressive experience in a Change Management unit, operational improvements area (e.g., Lean, reengineering programs), or in a senior operations, product, or business management capacity, particularly with OTC derivatives and ETFs.

- Deep expertise in OTC Derivatives and ETF theory and its practical application across multiple asset classes (rates, credit, FX, equity, and commodities).

- Desirable: Experience in Funds Accounting/Middle Office/Transfer Agency operations; strong understanding of financial markets.

- Demonstrated experience leading and managing teams of managers and driving large-scale organizational change.

- A strong track record of senior client relationship management, including engagement at C-suite and investment director level.

- Proven ability to design and execute strategic operating model transformations, including automation and technology-led change programmes.

- Proven working knowledge of OTC and ETF industry-leading platforms, with the ability to provide strategic direction on systems architecture.

- Strong commercial acumen and experience contributing to business development, revenue generation, or product strategy.

- Exceptional analytical, organizational, influencing, negotiation, and prioritization skills, with the ability to work independently under pressure.

- Proficiency in data-driven decision making; advanced skills in MS Office suite (Excel, PowerPoint, Word); working knowledge of programming languages (Python, SQL, Java) and/or data visualisation tools is advantageous.

- Excellent communication (oral & written) and interpersonal skills, capable of leading meetings with diverse stakeholders. Very good command of English.

- Experience in leading a team in enhancing project delivery with the use of AI tooling.

- Understanding of BABOK standard and/or IIBA certification is advantageous.

- Strong risk awareness and a proven ability to maintain a robust control environment under pressure.

Education

- Bachelors’ degree or equivalent experience. Masters’ degree preferred. Ideally in a quantitative discipline such as Mathematics, Statistics, Quantitative Finance, Economics, or a related field.

- Relevant professional certifications (e.g., CFA, FRM, PMP) are highly advantageous.
