Program Integrator Level 3 - Technical / Systems Engineering

SITEC Consulting is seeking an experienced Program Integrator Level 3 with a strong technical and systems engineering background to support Government program and acquisition activities within the Intelligence Community.

This position is best suited for a Program Integrator who can operate effectively at the intersection of technical requirements, acquisition, program execution, and systems engineering . The successful candidate must be able to understand complex technical requirements, identify and communicate risks and dependencies, and translate technical information into actionable program and acquisition documentation.

Key Responsibilities

- Support Government Program Managers in the planning, coordination, execution, and monitoring of complex technical programs and initiatives.

- Analyze and understand technical requirements, system dependencies, program risks, interfaces, and integration considerations .

- Work closely with systems engineering, technical, acquisition, contracting, and program-management stakeholders to ensure requirements and dependencies are clearly understood and appropriately documented.

- Revise, update, and maintain technical acquisition documentation , including Statements of Work, TTOs, acquisition strategies, technical memoranda, program plans, schedules, and related documentation.

- Support the identification, documentation, tracking, and mitigation of technical and programmatic risks .

- Assist Government leadership with evaluating technical alternatives, dependencies, priorities, and impacts to cost, schedule, and performance.

- Support integrated product teams and cross-functional technical/program teams.

- Maintain and organize program documentation, requirements, action items, risks, and technical information using Government-approved collaboration and program-management tools.

- Develop briefing materials, status reports, point papers, schedules, and other products supporting program decision-making.

- Coordinate across technical and non-technical stakeholders to ensure program activities remain aligned with mission requirements and acquisition objectives.

Required / Highly Desired Experience

- Strong technical, engineering, systems engineering, or technical program-management background .

- Demonstrated ability to understand and communicate complex technical requirements, risks, dependencies, and system relationships .

- Experience supporting technical acquisition or systems-development activities within the DoD or Intelligence Community .

- Experience revising, developing, or maintaining technical acquisition documentation .

- Working knowledge of JIRA and Confluence .

- Experience supporting or working within Super Intelligence (SI) environments or related Agency initiatives.

- Strong ability to communicate between engineering, technical, acquisition, program-management, and Government leadership teams.

- SharePoint experience is highly desired.

- Familiarity with Agency acquisition, organizational, and program execution processes is strongly preferred.

Experience & Education Requirements

Candidates must meet the Program Integrator Level 3 contractual requirements:

- 12 years of demonstrated combined experience in DoD/IC program management, contract management, and/or financial management with a Bachelor's Degree in a business or technical field; or

- 15 years of directly related experience with a PMP, CFCM, or DAWIA Level III certification in lieu of the degree; or

- 18 years of directly related experience in lieu of the qualifying degree or certification.

Intermediate proficiency with Microsoft Excel, including pivot tables, slicers, and pivot charts, is required. Familiarity with Plan-It is preferred.

Ideal Candidate Profile

This role is a great fit for someone with strong technical program integration and systems engineering experience who can understand technical requirements, identify program risks and dependencies, and translate those considerations into acquisition and program-management documentation. Experience supporting Government technical programs, working in JIRA and Confluence , revising technical acquisition documentation, and coordinating across engineering and program teams would be especially valuable. SharePoint experience and familiarity with Super Intelligence environments are highly desired.
