Program Summary:
LOFT’s Finance Department provides financial leadership, stewardship, and services that support the organization’s strategy and long-term sustainability. The department oversees day-to-day accounting, cash management, budgeting and forecasting, financial reporting, contract management, and procurement. The Finance team promotes accountability, informed decision-making, and the responsible use of funds to help ensure that contributions from funders and donors are directed toward delivering programs and services for the people LOFT serves.
Job Summary:
The Procurement and Contracts Specialist is responsible for supporting the full procurement process for goods, services, consulting, and all other purchasing needs. This role will ensure compliance with LOFT’s procurement policy and the Broader Public Sector Procurement Directives issued by the Ontario government. This role ensures that publicly funded goods and services are acquired through processes that are demonstrably open, fair and transparent. This role oversees the full cycle of a procurement process. This role also oversees the vendor contract lifecycle and supports the review of all agreements LOFT enters into.
What You Will Do:
- Manage end-to-end procurement activities , including planning, sourcing, solicitation, evaluation, contract award, execution, renewal, and close-out.
- Prepare and manage procurement documents , including RFPs, RFQs, RFSQs, and RFIs, while advising internal teams on appropriate procurement methods and processes.
- Ensure compliance with LOFT’s procurement policies , Ontario’s Broader Public Sector Procurement Directive, and applicable funder and donor requirements.
- Manage vendor relationships and communications , including inquiries, award notifications, debriefings, bid disputes, and contract-related matters.
- Coordinate vendor contracts and agreements , including amendments, renewals, extensions, and terminations, in collaboration with Finance, programs, and other internal stakeholders.
- Support internal teams throughout the procurement process , including developing evaluation criteria, coordinating evaluations, documenting decisions, and providing procurement guidance.
- Maintain accurate procurement and contract records , tracking tools, templates, policies, procedures, and Vendor of Record (VOR) information.
- Monitor compliance and reporting requirements by conducting purchasing audits and completing required procurement and funder reports, including Ontario Procurement Activity Reporting (PAR).
- Provide training and guidance to staff on procurement policies, procedures, and best practices.
- Collaborate with internal and external stakeholders to deliver timely, professional, and client-focused procurement and corporate services support aligned with LOFT’s mission, values, and strategic priorities.
- Perform other related duties as assigned.
What You Bring:
- Post-secondary education in Business Administration, Supply Chain Management, Finance, or a related field.
- 3–5 years of progressive experience in procurement, sourcing, contract administration, or vendor management, preferably in a not-for-profit, public sector, Broader Public Sector, or publicly funded environment.
- Working knowledge of the Ontario Broader Public Sector Procurement Directive, competitive procurement practices, contract management, and public sector accountability requirements.
- Experience preparing and administering procurement documents and contracts, including supporting evaluation processes, agreements, amendments, renewals, and terminations.
- Strong understanding of fair, transparent, and accountable procurement practices, including confidentiality, conflicts of interest, risk management, and ethical sourcing.
- Excellent written and verbal communication skills, with strong analytical, problem-solving, judgment, and attention to detail.
- Demonstrated ability to manage multiple priorities, deadlines, procurements, and stakeholders in a fast-paced environment.
- Strong interpersonal and relationship-building skills, with the ability to work effectively with internal teams and external partners.
- Proficiency in Microsoft Office and experience with procurement, contract management, or document management systems.
Work Environment:
- Combination of walking and sitting for a long period of time.
- Ability to use office equipment and computers.
- Must lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
- Ability to work at a desk, conference table or in meetings of various configurations.
