The Sr P3 Construction Outreach/Communications Specialist is an embedded, field-based communications and public engagement professional who works directly alongside construction project teams, development teams, and the project owner to support and oversee planning, coordinating and implementing communications, stakeholder engagement and public involvement activities.

Based at an assigned project field location, the Sr. P3COCS serves as a critical communications connection between construction activities, project leadership, stakeholders and the public. The position requires the ability to understand active construction operations and translate changing field conditions, schedules, traffic impacts and project milestones into timely, accurate and audience-focused communications.

What You'll Do:

- Develops and helps implement effective dissemination of outreach materials, facts and information on project messaging and supports client activities to stakeholders according to the public outreach plan including external agencies, associations, and news organizations using print, periodicals, radio, social and/or visual communication media.
- Reviews and refines records and reports related to public involvement meetings, forums and public hearings as well as tracks social engagement and other digital strategies as needed.
- Drafts speeches, creates and designs presentation materials, prepares remarks, briefing documents and/or composes correspondence for use in mailings, meetings, workshops and other public events.
- Responsible for initial fact checking for reports, articles, and other publications.
- Develops and implements digital strategies for use on web-based communications, including but not limited to websites and social channels.
- Helps develop key performance indicators (KPIs) and reviews draft reports to indicate a campaign's milestones.
- Supports coordination efforts for public meetings and engagements to best support outreach and initiative goals.
- Interacts with clients to coordinate implementation of communication programs and goals.
- Performs other duties as assigned.

What You'll Need:

- Bachelor's degree in Political Science, Marketing, Communications, English, Journalism or related field and 6 years of relevant experience, or
- In lieu of education, 10 years of relevant experience

What We Prefer:

- Demonstrated experience in public engagement, public involvement, communications, community relations or a related field, supporting transportation, infrastructure, construction or other complex public-facing projects.
- Experience working embedded in a field-based environment as an integrated member of a construction and project delivery team, with the ability to work effectively alongside project managers, construction managers, inspectors, contractors, engineers and technical professionals.
- Proven ability to develop and implement communications plans and corresponding deliverables (such as but not limited to press releases, detour maps, social media campaigns, etc.), public involvement and stakeholder engagement strategies that support active construction activities, project milestones and evolving project needs.
- Strong understanding of how to identify upcoming construction activities and potential community impacts that require proactive communications, including traffic shifts, closures, detours, access changes and major construction operations.
- Ability to translate complex construction, engineering and technical information into clear, accurate and accessible communications for stakeholders, communities and the traveling public.
- Strong writing and editing skills with experience developing construction updates, stakeholder communications, public information materials and other audience-focused content.
- Demonstrated ability to maintain a high level of attention to detail, accurately document project activities, and create and preserve comprehensive records to ensure all project-related information is incorporated into the official administrative record.
- Ability to build and maintain productive relationships with project teams, community stakeholders, businesses, local partners, and other appropriate audiences throughout project delivery and construction.
- Experience planning, supporting and facilitating public meetings, stakeholder briefings, community outreach activities and project events, with the confidence to represent the project professionally in public-facing environments.
- Ability to work closely with appropriate communications departments and project leadership to ensure information and messaging are accurate, timely, coordinated and aligned with overall project priorities.
- Strong judgment and situational awareness, including the ability to identify emerging issues, stakeholder concerns and potential communications risks early and elevate them appropriately.
- A proactive approach to communications, with the ability to anticipate project impacts, stakeholder needs and communications opportunities before they become reactive situations.
- Strong organizational skills and the ability to manage multiple priorities while adapting to changing construction schedules, field conditions and project demands.
- Comfort working where project decisions and construction activities are happening, using real-time project knowledge to drive timely, accurate and effective public communications.
