About this role
STV is seeking a Senior Project Controls Manager to join our growing Project Controls team in multiple client office locations across the United States. This leadership role will support some of the nation's most complex and high-profile aviation programs, including airport expansions, terminal developments, airside improvements, baggage handling systems, landside infrastructure, maintenance facilities, and capital improvement programs.
The Senior Project Controls Manager will serve as a trusted advisor to project teams and clients, providing strategic leadership for all aspects of project controls, including cost management, scheduling, forecasting, risk management, change management, performance reporting, and project analytics. This individual will play a critical role in helping clients successfully deliver major aviation infrastructure investments while supporting the continued growth of STV's national aviation practice.
The ideal candidate combines strong technical project controls expertise with exceptional leadership, client relationship management, and business development capabilities.
Responsibilities
Strategic Project Controls Leadership
- Lead project controls functions across large-scale aviation programs from planning and design through construction, commissioning, and closeout.
- Establish and implement project controls governance frameworks, procedures, standards, and best practices.
- Serve as the primary project controls advisor to project managers, program executives, clients, and stakeholders.
- Develop integrated project controls strategies encompassing cost, schedule, risk, forecasting, and performance management.
- Identify and proactively mitigate project risks, opportunities, and performance challenges.
Cost Management & Financial Controls
- Direct the development and management of project budgets, forecasts, cash flow analyses, and cost reports.
- Perform cost trending, earned value analysis, variance analysis, and estimate-at-completion forecasting.
- Review contractor payment applications, change orders, estimates, and cost proposals.
- Support contingency planning, financial reporting, and executive decision-making.
- Evaluate project performance and recommend corrective actions when necessary.
Scheduling & Performance Management
- Oversee development, maintenance, and analysis of complex CPM schedules utilizing Primavera P6 and related tools.
- Review contractor schedules and monitor compliance with project requirements.
- Analyze critical path activities, schedule risks, float consumption, and recovery plans.
- Develop and maintain integrated master schedules for major aviation programs.
- Establish and monitor key performance indicators (KPIs) and project controls dashboards.
Risk & Change Management
- Lead project risk identification, assessment, mitigation planning, and monitoring activities.
- Facilitate risk workshops and maintain comprehensive risk registers.
- Evaluate schedule and cost impacts associated with proposed project changes.
- Support claims avoidance, dispute resolution, and change management processes.
- Collaborate with project teams to implement effective corrective action strategies.
Client & Stakeholder Management
- Develop and maintain strong relationships with airport authorities, airlines, program management teams, contractors, and design partners.
- Deliver executive-level project controls reporting and presentations.
- Support governance meetings, executive briefings, and client reviews.
- Serve as a trusted advisor for project performance, program controls strategy, and delivery excellence.
Team Leadership & Business Development
- Mentor and develop project controls professionals, schedulers, cost engineers, and analysts.
- Support recruitment, workforce planning, and professional development initiatives.
- Contribute to proposal development, interviews, and strategic pursuits within the aviation market.
- Collaborate with aviation and infrastructure leaders to expand STV's project controls services and client relationships.
- Support implementation of digital project delivery tools and advanced reporting platforms.
Required Qualifications
- Bachelor's degree in Engineering, Construction Management, Project Management, Architecture, Finance, Business Administration, or a related field.
- 15+ years of progressive project controls experience supporting large capital programs.
- 8+ years of experience managing project controls teams on aviation, transportation, or major infrastructure projects.
- Demonstrated experience supporting complex aviation projects including: Airport terminal expansions
- Airfield and runway improvement programs
- Baggage handling systems
- Landside transportation facilities
- Airline support facilities

Preferred Qualifications
- Experience supporting aviation capital programs exceeding $500M.
- Experience working directly with major airport authorities, airlines, and aviation stakeholders.
- Professional certifications such as: Project Management Professional (PMP)
- Certified Cost Professional (CCP)
- Planning & Scheduling Professional (PSP)
- Certified Construction Manager (CCM)
- PMI-RMP
- Experience with Primavera Risk Analysis, Acumen Fuse, Unifier, e-Builder, Kahua, Procore, Power BI, or similar project management platforms.
- Master's degree in Engineering, Construction Management, Business Administration, or related discipline.
- Experience with alternative delivery methods, including Design-Build, CM/GC, Progressive Design-Build, and Program Management contracts.
Compensation Range:
$187,591.53 - $214,390.32
