We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.

Trans Mountain is seeking a collaborative, motivated, and values driven individual to join our dynamic team as a Senior Purchasing Specialist, Pacific Link (Contract). In this position, you will play a key role in developing and executing sourcing and procurement strategies for critical project materials and equipment, while ensuring compliance with supply chain policies, governance requirements, and industry best practices.
The successful candidate will demonstrate expertise in strategic procurement, contract and purchase order management, supplier performance, stakeholder collaboration, and managing commercial risks related to market conditions and regulatory requirements. This position offers the opportunity to help establish foundational supply chain processes for a major project, influence procurement outcomes, and contribute to the successful delivery of Pacific Link objectives.
Key Responsibilities
Supplier and Vendor Coordination
- Coordinate the Approved Manufacturers List (AML) and Approved Vendors List (AVL).
- Coordinate technical reviews of vendors/vendor shops and activities of external consultants which may include Third Party legal, engineering, market intelligence, customs and Inspection.
- Coordinate master data for Vendors, Contractors, and/or Suppliers, such as vendor manuals, QMS, EHS, Payment/EFT, etc.
Research and Strategy Development
- Research and benchmark industry best practices in supplier management to identify opportunities for improvement.
- Document and share lessons learned and best practices related to supplier management.
- Contribute to the development, enhancement and/or implementation of supply chain strategies that support the overall business or project objectives.
Risk Management and Compliance
- Identify and mitigate supplier-related risks, escalating issues as needed.
- Support the negotiation and execution of POs with key suppliers, focusing on performance-related clauses, indemnification, liability/risk ownership, termination or delay penalties and owner remedies.
- Support the implementation of supplier diversity and sustainability initiatives.
- Support incorporation of Indigenous Relations and procurement strategies where needed.
Collaboration and Communication
- Facilitate cross-functional collaboration to address supplier-related challenges and drive continuous improvement.
- Promote effective communication and collaboration between internal stakeholders and suppliers.
- Collaborate on risk and change mitigation measures, strategies and contract management.
Lead Sourcing & Contracting Activities
- Lead sourcing events for assigned packages, including, where applicable, PO plan development, market solicitation, evaluation criteria development and signoff, bidders lists, evaluation completion, clarifications and award recommendation.
- Lead contracting activities including negotiations, exceptions management and finalization, contract finalization/execution, contract management, change management, claims management, closeout and related stakeholder support.
Performance Monitoring and Improvement
- Contribute to the development and monitoring of key performance indicators (KPIs) or delivery/production milestones/progress for vender performance.
- Conduct supplier performance analysis and identify opportunities for improvement.
- Contribute to the development and maintenance of supplier scorecards and performance dashboards.
- Manage supplier reporting coordination and/or expediting to ensure timely and consistent delivery by suppliers.
Frameworks, Processes, and Tools
- Support the development and implementation of supplier management frameworks, SCM standards, processes, and tools.
- Support the development and execution of vendor audits and assessments.
Training and Development:
- Develop and deliver training programs, information sessions, alignment meetings and/or resources to enhance internal stakeholders’ understanding and application of vender or materials management principles and multi-discipline input into sourcing and purchasing activities.
- Support understanding of purchase orders, key terms and mechanisms for utilization in performance of scope.
Subject Matter Expertise and Advocacy
- Act as SCM Subject Matter Expert for Materials Quality Assurance processes.
- Act as a subject matter expert and advocate for best practices in supplier management across the organization.
Qualifications and Professional Experience
- Post-secondary education in Supply Chain Management, Business Administration, Commerce, or a related discipline.
- Supply Chain Management Professional (SCMP) designation, or an equivalent combination of education and experience.
- Minimum 12 years of progressive experience in supply chain management, procurement, or a related field, preferably within the energy, pipeline, or major project environment.
- Demonstrated experience with sourcing, contract administration, purchase order management, negotiation, supplier performance management, and risk mitigation.
- Strong understanding of supply chain management principles, procurement strategies, contract models, commercial terms, and industry best practices.
- Proficiency with ERP systems, contract management systems (CMS), supplier management platforms, and other procurement technologies.
- Knowledge of relevant industry regulations, procurement standards, trade requirements, and commercial practices.
- Experience managing local, domestic, and international supplier relationships, with strong market knowledge of supplier capabilities and sourcing options.
- Experience with international procurement, manufacturing and fabrication environments, transportation and logistics, supplier qualification, inspection programs, or Six Sigma methodologies is considered an asset.
- Experience with vendor quality control programs, key performance indicators (KPIs), records management, customs requirements, Incoterms, material management, and equipment-related project activities is considered an asset.
- Proven ability to build and maintain effective external stakeholder relationships, including conflict resolution and supplier performance improvement.
- Completion of Supply Chain Management courses and ongoing SCMP professional development is considered an asset.
- A track record of delivering high-quality work, managing competing priorities, and supporting key business processes and project objectives.
Working Conditions
- Willingness and ability to travel as required.
- Must have a valid Class 5 driver’s license.
- May need to provide support outside of regular business hours and/or on the weekend.
