Trans Mountain Corporation operates Canada’s only pipeline system transporting oil products to the West Coast. We deliver approximately 890,000 barrels of petroleum products each day through a dual pipeline system of more than 1,150 kilometres of pipeline in Alberta, British Columbia and Washington state.
Trans Mountain also operates a state-of-the-art loading facility, Westridge Marine Terminal, with three berths providing tidewater access to global markets.

Work Setting: In-office
Reporting to the Director, Project Services, the Manager, Project Controls, Technical Services leads the project controls capability required to support the development and delivery of Pacific Link. The Manager establishes and maintains integrated standards, systems and controls for cost, schedule, estimating, progress measurement, change, risk and performance reporting; provides reliable analysis and forecasts to support leadership and governance decisions; and ensures readiness for stage-gate and assurance reviews. Working across technical, delivery, partner and corporate interfaces, the role builds a capable controls team, establishes clear accountabilities and drives consistent, disciplined and transparent performance management across the project lifecycle.
Key Responsibilities
Project Controls Strategy and Governance
- Develop and implement the Pacific Link project controls strategy, framework, standards, procedures and operating rhythms in alignment with approved governance and delivery requirements.
- Establish fit-for-purpose controls across cost management, planning and scheduling, estimating, progress measurement, change management, risk, reporting, close-out and information stewardship.
- Define decision rights, approval thresholds, accountabilities, escalation pathways and minimum control requirements for project teams, partners, contractors and service providers.
- Provide project controls assurance for stage-gate, checkpoint and governance reviews, confirming that required deliverables, baselines, forecasts and supporting evidence are complete and decision-ready.
Integrated Cost, Schedule and Performance Management
- Lead the development, integration and maintenance of approved cost and schedule baselines aligned to scope, work breakdown structures, contracting strategies and key milestones.
- Oversee cost control, forecasting, cash flow, commitments, accruals, contingency, trend analysis, schedule performance, critical-path analysis and milestone management.
- Establish consistent progress-measurement rules, performance indicators and integrated reporting that provide a reliable view of status, forecast outcomes, variance and emerging pressure points.
- Challenge assumptions and performance data, identify root causes of variance and direct recovery, mitigation or corrective-action planning with accountable leaders.
Estimating, Change and Risk Integration
- Oversee estimating standards, estimate development, basis-of-estimate documentation, benchmarking and estimate assurance appropriate to each phase of development and delivery.
- Establish and administer disciplined change-control processes that assess scope, cost, schedule, risk and approval implications and maintain traceability from identification through disposition.
- Integrate cost, schedule, change and risk information to support scenario analysis, contingency stewardship, management reserve decisions and forecast confidence.
- Ensure material trends, changes and risks are escalated with clear options, impacts, recommendations and accountable owners.
Systems, Data and Reporting
- Lead the selection, configuration, implementation and effective use of project controls systems, tools, coding structures, calendars, data standards and reporting processes.
- Establish single-source-of-truth principles, data-quality controls and reconciliation practices across schedules, cost systems, forecasts, risk registers, change logs and executive reporting.
- Develop concise, decision-focused dashboards and reports for the Director, Project Services, project leadership and governance bodies, clearly presenting performance, outlook, dependencies and required action.
- Continuously improve controls processes, automation, analytics and reporting based on assurance findings, user feedback and evolving delivery needs.
Partner, Contractor and Cross-Functional Integration
- Align project controls requirements and reporting expectations across Pacific Link, project partners, contractors, consultants and Trans Mountain functions.
- Collaborate with Engineering, Construction, Commissioning, Supply Chain, Finance, Risk, Regulatory, Legal, Environment, Indigenous Relations, Operations and other functions to integrate controls into planning and execution.
- Establish contractor controls requirements and review contractor baselines, forecasts, progress, changes and performance information for completeness, quality and contractual alignment.
- Support external reviews, audits and inquiries by maintaining transparent, traceable and defensible controls records and analysis.
Team Leadership and Functional Capability
- Build and lead a high-performing project controls team, including specialists in cost control, scheduling, estimating, risk, change, reporting and close-out, as required by the delivery plan.
- Set clear objectives, accountabilities and performance expectations; provide strategic and tactical guidance; and develop team capability through coaching, knowledge sharing and succession planning.
- Determine resource requirements and oversee internal resources, secondees, consultants and service providers to ensure appropriate capacity, expertise, quality and cost stewardship.
- Develop and deliver practical guidance and training so stakeholders understand and consistently apply project controls requirements, systems and processes.
Qualifications and Professional Experience
- Bachelor’s degree in Engineering, Project Management, Business Administration or a related discipline; an equivalent combination of education and experience may be considered.
- 10 or more years of progressively responsible project controls experience, including at least 5 years in a leadership role supporting major capital projects.
- Demonstrated experience establishing and leading integrated project controls across cost, planning and scheduling, estimating, progress measurement, change, risk, reporting and close-out.
- Strong knowledge of stage-gate delivery, baseline development, forecasting, performance measurement, schedule analysis, cost control, change governance and project assurance.
- Experience working in a major infrastructure, energy, pipeline, engineering or construction environment with multiple partners, contractors and stakeholders.
- Proficiency with project controls and scheduling systems and tools, including Primavera P6, Microsoft Project, Smartsheet or comparable platforms, together with strong data and reporting capability.
- Ability to interpret complex cost, schedule, risk and performance information and translate analysis into clear recommendations for senior leaders and governance bodies.
- Demonstrated ability to establish standards, implement systems and processes, improve data quality and drive consistent adoption across multidisciplinary teams.
- Strong leadership, stakeholder management, communication and influencing skills, with the ability to constructively challenge and resolve complex cross-functional issues.
- Proven ability to manage competing priorities, make sound decisions and maintain execution discipline in a fast-paced and evolving major-project environment.
- Project Management Professional (PMP) and/or Certified Cost Professional (CCP) designation is preferred.
