ABOUT THE ROLE
Aoka is seeking a Program Manager to lead our HUD Multifamily Housing (MFH) and Office of Healthcare Programs (OHP) construction inspection programs.
You'll manage daily operations, supervise the Project Coordinator, support inspectors, and serve as a primary contact for HUD, architects, contractors, borrowers, and lenders. You'll own each project from assignment through construction, final completion, and warranty closeout, so inspections are coordinated, reports are accurate, and deliverables reach HUD on time.
We're looking for someone highly organized and detail-oriented. You follow through, catch problems early, and aren't afraid to pick up the phone. You turn a busy inbox and project portfolio into clear priorities and completed work.
WHAT YOU'LL DO
Program Management
- Manage MFH and OHP inspection services according to contracts, Performance Work Statements, HUD guidance, and project-specific instructions
- Translate large volumes of contract documents and HUD handbooks into clear, actionable guidance for the team
- Maintain an accurate project tracker covering inspection dates, deliverables, owners, deadlines, status, blockers, and next actions
- Give leadership concise updates on overdue items, upcoming deadlines, unresolved issues, and decisions needed
Inspection Coordination
- Coordinate preconstruction meetings and monthly, draw, final, and warranty inspections
- Maintain monthly schedules and communicate changes to HUD and project teams
- Make sure inspectors have the documents, contacts, and instructions they need
- Follow up on missing reports and attachments, resolve questions, and arrange coverage when needed
Deliverables & Quality Control
- Oversee review and submission of trip reports, requisitions, construction start letters, occupancy documentation, and other required records
- Check packages for completeness, signatures, consistent project information, supporting attachments, and correct report numbering
- Confirm reports reflect current conditions, approved changes, schedule extensions, and HUD comments
- Coordinate corrections with inspectors and project teams while preserving the inspector's technical findings
- Track HUD review results, resubmissions, acceptance, and final closeout records
Communication
- Serve as a primary contact for HUD representatives, inspectors, architects, contractors, borrowers, and lenders
- Turn inbox messages into assigned tasks, schedule updates, document requests, and follow-ups
- Communicate clearly about missing information, submission requirements, deadlines, and project concerns
- Pick up the phone when email isn't moving things forward or a matter is time-sensitive
- Escalate technical questions, scope changes, and issues requiring HUD or company leadership decisions
Team Leadership
- Supervise and train Project Coordinators, set priorities, and verify completed work
- Improve templates, checklists, and tracking tools to reduce missed deadlines and repeated errors
- Use approved automation and AI tools while verifying accuracy and protecting project information
WHAT YOU BRING
- Experience managing construction, engineering, inspection, housing, or government contract programs
- Experience supervising staff or coordinating a distributed team
- Exceptionally organized. You keep files, trackers, and correspondence in order and know every project's status at any time
- Strong attention to detail. You review construction reports and supporting documents for completeness and consistency and catch errors before they go out the door
- Ability to quickly digest large amounts of contract and regulatory information and apply it accurately to daily work
- Ability to manage multiple projects, competing deadlines, and follow-up actions
- Strong written communication and professional judgment
- Comfortable making and taking calls with clients, contractors, and agency staff, including difficult or time-sensitive conversations
- Proficiency with spreadsheets, shared document systems, email, and project tracking tools
- Bachelor's degree in construction management, engineering, architecture, or a related field (required)
NICE TO HAVE
- Direct experience with HUD MFH, Section 232/OHP, or federal construction inspection contracts
- Experience with the HUD MAP Guide, Section 232 Handbook, and Performance Work Statements
- Familiarity with HUD trip reports, contractor requisitions, change orders, escrow releases, occupancy requirements, and warranty inspections
- Experience coordinating construction draws, final completion packages, and project closeout
COMPENSATION & BENEFITS
- $85,000–$110,000 annual salary, based on experience and education
