About this role

The Senior SI Officer delivers routine monitoring, evaluation, data quality and reporting across m2m's portfolio, within the M&E framework, indicator definitions and data quality standards set by the Strategic Information Advisor. The role produces reporting that is accurate, on time and clearly explained to the people who receive it.

This is a delivery role within the Strategic Information function. It applies standards rather than setting them, escalates systemic issues to the Strategic Information Advisor, and has no supervisory or external representational responsibilities.

Key Performance Areas

Monitoring and Reporting

- Provide M&E support to country teams and projects: data collection follow-up, validation and consolidation.
- Maintain and manage the reporting calendar across all awards, EKN alongside smaller donors with their own requirements and deadlines, and deliver each report to standard.
- Apply the indicator definitions and reporting templates set by the Strategic Information Advisor without local variation; raise any proposed change through the Advisor.

Data quality

- Run data quality checks and assessments using the protocols set by the Strategic Information Advisor, and follow up findings with country teams to resolution.
- Distinguish systemic quality problems from individual errors, and escalate the former to the Strategic Information Advisor with evidence.
- Maintain the data quality records and audit trail for each reporting cycle.

Analysis and interpretation

- Analyse programme data and explain in writing what it means for people who did not collect it, in a form suitable for country teams, programme leads and donor reports.
- Prepare results reporting requiring baseline, target and actual, including inputs for IATI publication under the EKN award, for sign-off by the Strategic Information Advisor.
- Prepare inputs to consolidated consortium reporting where m2m acts as Coordinating Party.

Planning and coordination

- Work to the capacity allocation agreed with the Strategic Information Advisor between EKN and the rest of the portfolio.
- Flag early, not at the deadline, when a reporting cycle cannot be served to standard, with a proposed solution.
- Support the Strategic Information Advisor in preparing for donor reviews and data verification exercises.

Qualifications, Experience and Competencies

Must Have

- Qualification. Bachelor's degree in public health, statistics, social sciences or a related field.
- Experience. At least four years in M&E roles in health or development, including routine donor reporting across more than one award.
- Breadth. Comfortable running several reporting regimes at once: a large consortium award alongside smaller donors with different requirements.
- Interpretation. Able to explain what programme data means, in writing, to a non-specialist; assessed through a written exercise at interview.
- Data quality. Practical experience of data quality assessment and the follow-up that makes it worthwhile.
- Tools. Strong Excel and working competence in at least one statistical or data tool (for example Stata, R, Python or Power BI).
- Discipline. Reliable against deadlines, and willing to escalate early when capacity will not stretch.

Nice-to-Have

- Honours or Master's degree in a relevant field
- Experience of a large multi-partner award or consortium
- IATI results reporting or Netherlands MFA requirements
- DHIS2, CommCare or comparable systems
