About this role

About the project and the job.

The M25 and A249 DBFO Contracts were two of the last DBFO Contracts awarded by National Highways and continue to run to 2039 and 2034 respectively. The M25 DBFO is by far the largest DBFO Contract and the annual Service Payment cost for the two contracts is in excess of £400m per annum. The project oversees the operation and maintenance of the M25 & A249 networks and given the annual expenditure and duration remaining on the project, this provides an exciting and unique opportunity to join the team.

We are expanding our commercial management team to support National Highways’ annual £1bn investment programme to maintain the Strategic Road Network. In addition, the M25 DBFO will interface with exciting projects such as Lower Thames Crossing and Heathrow Airport expansion over the next decade. In preparation for this, we have exciting opportunities for Senior Quantity Surveyors to join our team.

You will lead a team of Quantity Surveyors and have responsibility for the end-to-end commercial and contract management of a complex programme of works. The nature and diversity of the programme ensures you will have the opportunity to enhance your leadership and stakeholder management skills, together with your ability to successfully deploy your commercial skills, capabilities and experience in a complex delivery environment.

The role will be primarily based in our Maidstone, Guildford, Basingstoke or Bedford offices depending on your home location. In all cases we have a flexible hybrid working approach, meaning the role will be a combination of office/agile home working with a general expectation of office working at least 2 days per week. You will also be expected to attend our Contractor’s offices around the M25/A249 on occasion to support the role and enhance collaborative working practices.

- Lead on the commercial and contract management and assurance of all works, ensuring that all works are managed in line with the contract and all contractual matters are responded within the contractual timescales.

- Line management responsibility and providing mentoring, training and coaching in support of team and individual development. Support those pursuing professional qualifications (e.g. MRICS) as may be applicable.

- Oversee supply chain management including enquiry documentation, quotation assessment, works order award and instructions to supply chain where required. Ensure monthly Supply Chain Payment assessment including all relevant documentation as well as Final Accounting.

- Ensure Cost and value reconciliation is performed to ensure correct cost capture has occurred across the contracts. Assist with preparation of scheme forecasts and associated risk profile. Contribute to whole-life costing assessments and be willing to provide appropriate advice/recommendations where necessary to the leadership team to facilitate decision making.

- Management and negotiation of change management including Early Warning and Compensation Events, both to the Client and to the supply chain as necessary.

- Interface with Major Projects and other special projects to ensure the operational requirements and risks have been considered.

- Have commercial oversight on key project and strategic risks and hand back. As hand back approaches, the commercial risks increase for National Highways, especially in the post-hand back period. As such, this will require specific focus as the contract progresses.

- Interface with our key stakeholders including our commercial/contract consultants and legal advisors to protect the interests of National Highways and ensure appropriate governance approvals within National Highways and through to DfT and HMT are in place.

About you.

- Degree in Quantity Surveying or other relevant technical qualification and relevant professional qualification at Chartered/Member status e.g. MRICS, MCInstCES, or equivalent.

- Demonstrable experience of contract administration, ideally in a portfolio/programme/PFI setting and desirably using NEC/PFI forms of contract.

- Demonstrable experience within a Quantity Surveying/ Commercial function with evidence of providing expert advice and support on complex commercial matters, preferably in a civil engineering/infrastructure environment for either the client or contractor.

- Demonstrable stakeholder management experience, with an ability to engage, prioritise and collaborate as an intelligent and effective customer

- Line management and mentoring experience
