About this Role
JOB TITLE: Procurement Manager
QUANTA COMPANY: Quanta Government Solutions, LLC
DEPARTMENT: Preconstruction and Proposal Operations
LOCATION: Remote with site travel
REPORTS TO: Director, Preconstruction Operations
CLASSIFICATION: Exempt
POSITION OVERVIEW:
We are seeking an experienced federal procurement leader to run day-to-day procurement for a growing federal EPC prime contractor. Working under the Director of Preconstruction and Proposal Operations, you will implement the QGS procurement policy and plan across our Energy and Department of War work and build a purchasing operation that holds up to government review. You will source and buy for pursuits and awarded projects. Every purchase file you touch should be ready for an auditor the day it closes.
What You'll Do
- Implement and run the QGS procurement policy, plan, and procedures under the Director’s leadership, and keep the written procedures current as regulations change.
- Lead sourcing for pursuits and awarded work: RFQs, competition, quote leveling, and documented price or cost analysis, including sole-source justifications when competition is not practical.
- Build and maintain purchase files that are audit-ready, covering competition, price reasonableness, source selection, exclusion checks in SAM, and consent to subcontract when the prime contract requires it.
- Make sure the right federal requirements and flowdowns reach every buy, including Buy American, Section 889, cybersecurity clauses where they apply, labor standards, and small business subcontracting plan goals and reporting.
- Maintain procurement integrity and conflict-of-interest controls, support mandatory disclosure reviews with Contracts and Legal, and apply pass-through charge limits to affiliate and lower-tier subcontracts.
- Obtain and review subcontractor cost or pricing data when the applicable threshold and contract require it.
- Apply the Director’s preferred-provider decisions between Quanta affiliate companies and external firms, and document price reasonableness for every affiliate buy to the same standard as an external buy.
- Maintain the qualified supplier and subcontractor list, prequalification, and performance scorecards.
- Plan material and long-lead procurement against the project schedule, and track commitments through delivery.
- Hand complete award packages to the Contracts Manager for drafting and the sourcing file to the Award Transition Project Manager, then own material and long-lead buyout from execution through delivery so awarded work starts fully bought out.
- Prepare for and support purchasing system reviews and customer audits, and run periodic self-audits of procurement files.
- Build and develop the procurement team as volume grows, participating in hiring with final decisions made by the Director.
What You'll Bring
- Bachelor’s degree in Supply Chain Management, Business, Construction Management, or a related field, or equivalent experience.
- 8+ years of procurement or subcontract management experience, including at least 5 years supporting federal construction or EPC work as a prime contractor.
- Working knowledge of FAR Part 44 subcontracting policies, small business subcontracting plans, Buy American requirements, and cost and price analysis.
- Familiarity with DFARS purchasing system criteria (DFARS 252.244-7001), and with DEAR requirements for DOE work.
- Experience preparing for or supporting a Contractor Purchasing System Review (CPSR) is strongly preferred.
- Strong negotiation skills and sound judgment on price reasonableness.
- Experience with ERP purchasing modules; Deltek Costpoint and Procore are a plus.
- Clear communication with project teams, estimators, subcontractors, and suppliers.
